POSTAL RATES AND CLASSIFICA- TION OF MAIL MATER.
Domestic mail matter, that is, mail | (irely in print. In all cases the postage
matter sent in the mails from some post- office within the United States to sono other postoffice within the same, is di- vided into four classes, as follows:
First -Class Matter.
RATE OF POSTAGE: TWO CENTS FOR EACH OUNCE OR FRACTION THEREOF.
Written matter, namely, letters, postal cards, and all matter wholly or partly in writing, whether sealed or unsealed-ex- cept as provided below-and all matter, sealed or otherwise, closed against in- spection is of the first class.
RELATIVE TO POSTAL AND POST CARDS.
I'ost cards issued by the Government may bear written, printed or other addi- tions as follows:
The face of the card may be divided by a vertical line placed approximately one-third of the distance from the left end of the card; the space to the left of the line to be used for a message, etc., but the space to the right for the ad- dress only.
Addresses upon postal cards may be elther written, printed or affixed there to, at the option of the sender.
Very thin sheets of paper may be at- tached to the cards on condition that they completely adhere thereto. Such sheets may bear both writing and print- ing.
Advertisements, illustrations or writ- Ing may appear on the back of the card and on the left third of the face.
Postal cards hearing particles of glass, metal, mica, sand. tinsel. or other suh- stances are unmailable. except when en- closed in envelopes with proper postage
attached, or when treated in such man- ner as will prevent the objectionable sub- stances from being rubbed off or injuring persons handling the mails.
Post cards must conform to the follow- ing conditions:
A post card must be an unfolded piece of cardboard not exceeding 3 9-16 by 59-16 inches nor less than 234 by 4 inches.
It must be in form and in quallty and weight of paper substantially like the Government postal card.
It may he of any color not interfering with a legible address and postmark, and may or may .. not, at the option of the sender, bear at the top of the face the words "Post Card."
'The face of the card may be divided by a vertical line. the left to be used for a message and the right half to be used for the address only.
The permissable additions postal cards apply also to post cards.
Ornamenied or other post cards mailed in sealed envelopes, transparent or other- wise, are subject to postage of the first- class rate; it enclosed in unsealed en- velopes they are subject to postage ac- cording to the character of the message- at the first-class rate if wholly or partly In writing, or the third class rate if en- stamps should be attached to the en- velopes; if attached to the enclosures they cannot be recognized in rayment of rostage.
The same restrictions relative to ren- dering unmailable postal cards under cer- tain conditions, apply also to post cards.
L'ieces of wood, leather, bark, or other material other than paper, purporting to be post cards and bearing no written additions unauthorized by law, when sent in the mails unscaled are chargeable with postage at the fourth-class rate- one cent an ounce or fraction thereof.
