COUNCIL-MANAGER GOVERNMENT


Berkeley has operated for the past ten years under the Council-Manager form of government. The present City Manager is Hollis R. Thompson and the present Mayor is Edward N. Ament. Berkeley has been frequently rated by experts as among the first two or three municipal governments in the United States from the standpoint of service to the people and general efficiency. Fundamental to the success of the government in Berkeley has been the clear separation between the legislative and policy making functions which are the responsibilities of the council, and the executive function, for which the City Manager is responsible. It is the responsibility of the manager to carry out the will of the council without interference after that body has arrived at decisions. The result has been economy of operation with entire elimination of politics in the commonly accepted term of that word.


INDUSTRIES


With an annual payroll in excess of five and one-half millions of dollars, with manufactured products valued at approximately forty million dollars annually, and with the number of employees averaging from thirty-five hundred to forty-five hundred a year, Berkeley is rapidly coming to be recognized as one of the important industrial centers of the Pacific Coast.

Berkeley's manufactured products are widely diversified, ranging from airplanes, speedboats, auto- mobile motors, tools and dies, built-in fixtures, to leather products, printing inks, soaps, food products and steel and metal products.


Among the more important plants which are located in the Berkeley industrial district may be listed thte California Ink Company, Inc., Colgate-Palmolive-Peet Co., Cutter Laboratory, Pacific Guano & Fertilizer Co., Philadelphia Quartz Co., California Packing Corp., Durkee Famous Foods Inc., H. J. Heinz Corp., Byron Jackson Co. and California Corrugated Culvert Co.


PARKS AND PLAYGROUNDS


Indicative of the appeal of Berkeley's municipal parks and playgrounds is the fact that during 1932 approximately a million and a quarter children and adults patronized these recreational centers. Throughout the year playground supervision is provided at each of the six municipal and twenty school playgrounds maintained by the city. The city of Berkeley also operates three municipal sum- mer camps, providing summer vacation facilities at minimum cost to thousands of residents of the community. Two of these camps are located at Echo Lake, near Tahoe, and near the head waters of the Tuolumne River in the Sierra Nevadas, and a third is situated at the Cazadero in the heart of the famous Redwood Empire.


POLICE AND FIRE


Developed under the able leadership of August Vollmer, former Chief of Police and internationally famous as a crime expert, Berkeley's police department is recognized as one of the most efficient in America. During 1932 the Berkeley Police Department installed a new four hundred-watt radio trans- mitter, giving the city the most complete police communication network on the Pacific Coast.


During the fiscal year 1931-32 the total recorded fire loss for Berkeley amounted to only $30,840, or a per capita loss of 35c. This is the lowest fire loss recorded in Berkeley since 1918-19 and is one of the lowest fire losses in the United States for any city the size of Berkeley.

City served by Western Pacific, Southern Pacific, Santa Fe railroads.


Amusements : Largest theater or auditorium seats 2,300 people. There are 3 theaters, with a total seating capacity of 5,000 people. Also Neptune Beach Amusement Park.


Hospitals: There are 2 hospitals, with modern service and attendance.


Education : Names of colleges, etc. Number of schools, 13, including 1 high school, 1 paro- chial and 1 private school. Number of pupils in public schools, 7,700; in private schools, 300. Total number of teachers, 300.


There are approximately 75,000 volumes in the free public library.


City Statistics : Total street mileage, 71.5, with 66.5 miles paved. Miles of gas mains, 50; of sewers, 64.5. Fire department employs 57 men, with following equipment : 3 engines, 2 hose and chemical wagons, 2 hook and ladder trucks, in 4 station houses. Value of fire department with property is $124,719. Police department has 38 men, with 1 station and 12 pieces of motor equipment.


Post Office receipts : $95,656.65.

ALAMEDA


Alameda is a city of approximately 38,000 population, situated on an island comprising 10.85 square miles, adjacent to Oakland, from which it is separated by the estuary and inner harbor, with access through the Posey Tube and four drawbridges.


This city is one of the most attractive home districts in the Bay Area and is famed for its beau- tiful flower gardens, parks and many recreational facilities. Several miles of beaches along the bay shore afford bathing, boating and outdoor playgrounds for young and old.


An unexcelled school system, churches of all denominations and numerous cultural advantages make it ideal for home life.


Owing to its eminent suitability from every point of view, it has become known as the "airport city," being the home of the San Francisco Bay Airdrome and the Alameda Airport, two of the lead- ing commercial air centers of the Pacific Coast and the Army Air Base at Benton Field, which is near- ing completion and will soon be in operation.


Alameda has unsurpassed opportunities for industrial and manufacturing purposes, with acres of land, most suitably situated with deep water frontage and direct access to three transcontinental railroads.


The Encinal Terminals, on the estuary, have wharfage and rail facilities for handling world com- merce.


Many large industries are now enjoying the advantages of this locality.


The visitor to Alameda finds a warm and hospitable welcome in the beautiful Hotel Alameda, a modern hostelry of old Spanish architecture, which radiates an atmosphere in keeping with the com- munity itself.


Alameda has a City Manager form of government and a municipally owned electric light plant which gives to the taxpayer a maximum of light and power service at a minimum cost.
