INTRODUCTORY
As publishers of the San Diego County Directory, we have had our ability taxed to the utmost in the publication of the 1914 Directory, because of the re-numbering of the City of San Diego. We delayed beginning work as long as possible in the hope of se- curing accuracy; yet it has been of hourly occurrence with our canvassers that on going to a residence the householder has given one number, the number on the house is another, and the correct number, recently adopted, is different. In other words, many houses have the conflict of laboring under three separate and dis- tinct numbers, one of which, of course, is right ; and we have sought to find this number, but the work has been long, hard and costly. We have had the aid and assistance of city officials and the com- munity at large.
POPULATION.
The United States Government, through the Census Bureau, has, for the purpose of business operation, grouped the urban com- munity adjacent to large cities and all tributary territory, served by rapid transit lines and within commuting distance, and called it a metropolitan district.
As there is no community where the interests are more the same than they are in San Diego and adjoining territory, we have thought it wise in making up our census enumeration to include the adjacent community and say that the metropolitan district of the City of San Diego contains a population of

GOVERNMENT.
Since 1909 the City of San Diego has been under a commis- sion form of government. Five Councilmen, elected for four years, and a mayor elected for two years, form the controlling body. Each Councilman is at the head of one of the five departments: 1. Fi- nance; 2, Water; 3, Police; 4, Fire; 5, Streets and Buildings. All employees of these departments are appointed by the Council, except the Auditor, who is appointed by the Mayor, with consent of Council. The Mayor appoints the Board of Health, five mem- bers; Library Commission, three members; Park Commission, three members; Cemetery Commission, three members; Play- ground Commission, three members.
The City Treasurer and the Board of Education of five mem- bers are elected by the people. All franchises and bond issues must be approved by the people, and all ordinances are subject to a referendum. The people may also initiate legislation and recall any elected official.

FIRE DEPARTMENT.
The personnel of the fire department is of the highest type. This fact, together with the most modern equipment and superb water supply, gives the city ample protection, with correspondingly low rates of insurance. There are 195 Gamewell boxes, 11 stations and 70 men.
The department is motorized, with the exception of one com- pany.
THE VALUE OF BUILDINGS AND EQUIPMENT IS $233,940.00.
POLICE DEPARTMENT.
This department consists of 115 persons. It is splendidly dis- ciplined and its administration is along thoroughly modern lines. Traffic men with large powers are placed at congested corners. Aside from these men, there are roundsmen, motorcycle men. mounted officers, detectives and auto drivers of sufficient numbers to insure the best of order and security.

THE WATER DEPARTMENT.
August 15th, 1912, the water system supplying the City of San Diego, became the property of the municipality, previous to that date it had been controlled by a private corporation.
The complete system is the largest of its kind in California, onit- side of the aqueduct system of Los Angeles.

The water is first taken from the Morena Reservoir, sixty miles from San Diego, with a storage capacity of 15,000,000,000 gallons. From here it passes through a natural channel to what is known as the Barrett Dam Site. At this place the City has planned to build another dam, thereby forming a second reservoir of 15,000,000,000 gallons. From Barrett dam-site, the water is carried to the Dulzura Creek bottom, through what is known as the Dulzura conduit of concrete, 13.38 miles long. The conduit, at its lowest end, delivers the water into another natural channel, known as the Dulzura Creek. This stream carrier the water into the Otay Lakes. The upper Otay has a capacity of 1,090,000,000 gallons; the lower Otay has a ca- pacity of 13,000,000,000 gallons. From here the water is taken to the Chollas Heights Reservoir, about four miles from the city limits of San Diego, where it is filtered. This reservoir, itself. holds 90,- 000,000 gallons. From Chollas Heights, the water is delivered to University Heights Reservoir, where it is aereated. This gives to San Diego the greatest storage capacity of any system west of the Rocky Mountains.
A very important factor to be considered as that the average rainfall in San Diego City is only 10.01 inches, while in the moun- tains, sixty miles from San Diego, where our water supply is ob- tained, the average is from 25 to 40 inches.

EXPOSITION.
The Panama-California Exposition, to be held in San Diego throughout 1915, is not, like world's fairs of the past. a celebration of something which occurred a century ago. It is not a memorial of a great event, rather a heralding of the mightiest achievements the west coast will ever have seen.
The value of this geographical location as the first port of call depends entirely on the extent and the purchasing and selling power of the back country. It is of prime interest to know what this back country is. To determine it, figure the zone which can bring its materials from eastern points more cheaply by rail and water, via the Canal and San Diego, than by any other route. That zone has been figured, and it may be a matter of general surprise to know that it includes not only southern California and Arizona, but also New Mexico, most of Nevada, southern Utah and southwestern Colorado.
Much of this section is sterile, but there is a vast acreage which by the use of water, available without great difficulty, can be made as fruitful as the best farmlands. It is proved by the 8,000.000 acres of land now under development and producing something like $143.000,000 a year in farm products alone. There are 36,000,000

acres more that are potentially just as valuable. On the same basis of figuring, then, this country can and must eventually produce three-quarters of a billion dollars from its farms. The materials they will use and the products they will ship out should, and ap- parently must pass through San Diego. These are astounding fig- ures, but they are taken from the carefully compiled statistics of the government census bureau.
With so much depending directly on the agricultural upbuild- ing of the southwest, San Diego's Panama-California Exposition has devoted a great amount of energy to means best adapted to stimulate development. Thus, a great part of the exhibit space in the 1,400 acre Balboa Park is given over to outdoor display, prac- tical, working demonstration of large scale and intensive farming methods. It has been made novel and interesting with a particular view to encouraging a back to the land movement, one which will bring city men and city women into the golden west, to stay as set- tlers and do their share in making those 36,000,000 acres bloom and bear as the 8,000,000 acres of today. One display shows that the old style farm is a thing of the past, and that today machinery is saving the bulk of labor. Another shows that with a small acreage, purchased with a minimum of capital, equipped economically, man- aged with a minimum of physical labor, it is possible for the "little lander" to make a good profit-and at the same time enjoy social advantages which are essential to the welfare of himself and his family. Great things have been accomplished in the last decade. but far greater things are ahead.
Railroad development is a most important complementary feature to the opening of the Canal. The latter provides for service all the way from San Diego to the eastern seaboard. The roads, now built and to be built, must provide service for the back coun- try. Railroad development and land devolpment walk hand in hand, mutually helpful and both contributing steadily to the ad- vancement of San Diego, the first port of call.
With a mightily serious purpose the San Diego Exposition has chosen its means well. The traditional ideas of the old world's fair have been forgotten. Lifeless exhibits are abandoned, and moving, appealing, vitally interesting exhibits have taken their place. Finished products are gone, and the processes whereby those products are created, are shown instead. Of beauty there is a plenty, but always it has a special significance. The style of architecture, pure Spanish Colonial, was chosen not only because of its remarkable beauty, but also because it was in harmony with the landscape, and because it was closely interwoven with the ro- mantic history of early California. £ The amazing beauty of the horticultural display, the trees which fill the canyons and line the streets, the shrubs in the gardens, the bright-blooming vines, the brilliant flowers-not only is it beautiful but it is an example of what can be done elsewhere in southern California.
The Exposition will teach a great lesson, a lesson which will be learned and put into practice in the years to come, and beautiful are the ways in which the lesson it taught.
