Mr. W. O. Robinson, who lives on the Sonora road, was awarded the First Premium on wheat which was cleaned on my Separater, at the rate of 300 sacks per day.
I cleaned on one machine during the Fall of 1877, 38,375 bushels, among 87 farmers, (whose reference I can give if desired,) some of whom have employ- ed me for the past eight years.

San Joaquin County.
It is impracticable to present in a work of this character more than a general outline history of the rich and populous county of San Joa- quin, and of the thriving and beautiful city of Stockton. The first at- tempt at a permanent settlement by white men in this section of the Pacific Coast was made by Captain C. M. Weber, in 1844. In Janu- ary of that year he, in connection with Mr. Gulnac, obtained from the Governor of California a grant to a large body of land, which after- wards became famous as the "Weber Grant," and soon after planted a small colony on the present site of Stockton. About the same time a settlement was made by the Hudson Bay Company where the village of French Camp now is. Captain Weber's little colony prospered for a short time, but was disrupted in 1845 by the breaking out of the small pox and consequent trouble with the Indians. In 1846 Captain Weber planted another and stronger colony, under more favorable circum- stances, but that was also soon broken up by the commencement of the war between the United States and Mexico. In March, 1848, after the war was over, he made a third settlement, which was thriving and pros- perous, when the discovery of the gold mines at once changed the aspect not only of the little colony, but of the Pacific Coast, and, to a great degree, of the civilized world. But that discovery speedily changed the place from a small rural community of stock herders, trappers and primitive farmers to a populous, busy, enterprising city, to and from which flowed for many years, an unbroken stream of adventurous miners, merchants, speculators of every grade and character-and of in- calculable treasure. Stockton at once became the entrepot and depot of the trade of the mining regions east and south, and has steadily, though sometimes less rapidly than she might have done, progressed in all of the elements and conditions of civilization and happiness. In the Spring of 1850 the first steps were taken to organize a form of muni- cipal government, and in July following, the city was duly incorpor- ated by an order of the County Court. This was followed by the elec- tion, on the first of August, 1850, of a Mayor and other municipal officers. The town continued to grow with great rapidity, until the 6th

of May, 1851, when it was almost wholly destroyed by fire. But that reverse was only momentary, and, though involving an immense loss to individuals, was a real and substantial benefit to the place. The flimsy and combustible structures that were swept away were speedily re- placed by buildings of a better order-many of which are standing to this day.
Although the county government was formally organized in pur- suance of the constitutional and legal provisions in 1850, the city and county were substantially one as to population and interests then, and for some years afterwards. The magnificent area that now constitutes San Joaquin county, with her thousands of highly cultivated farms, pleasant homesteads, and thrifty and happy households, was then a barren waste, without occupants or owners, and for the most part re- garded as valueless by the unstable population of those days. But as the mines gradually decreased in productiveness, and the fascination of gold seeking was dispelled by hard experience, and the instinctive de- sire for homes and stable pursuits took possession of the people, atten- tion was gradually turned to the cultivation of the soil and the acquisition of land. So gradual and steady has been the development of this commanding interest, which underlies the whole superstructure of our civilization, that it is impossible to tell when or where it commenced, or to note its progress, except in the grand results manifested in our popu- lation, productions, wealth, intelligence, refinement and general pros- perity. The statistics of the material developments and resources of the county are given in another portion of this work. Great and grati- fying as these are, they are by no means in excess or advance of the progress made in all of the higher elements of education, moral and social culture, public and private economy, and of public order, law, and civil government. Than that of San Joaquin county, there is no community on the Pacific Coast, or any where in the world, for that matter, whose fiscal and other common affairs have been for the same length of time and in the aggregate more intelligently directed, or whose public credit has been more steadily and uniformly maintained. While we cannot claim exemption from the crimes against person and property that characterize all human society, the criminal records demonstrate that the moral status of this county is at least as high as that of any community of equal number and cosmopolitan character in the civilized world.

illustrated by the progress already made. There are immense quanti- ties of virgin soil, of first, second and third quality, that have not been brought under cultivation; much of it possessing the same facilities as that already cultivated ; while a great deal more only awaits the intro- duction of a practical system of irrigation to be made as prolific in production as, and more reliable, one season with another, than the best lands now under cultivation. It is only a question of time when the great volumes of water from the mountains, now permitted to run to waste, will be utilized, and made to add untold millions to the aggre- gate wealth of the county.
RECLAMATION OF SWAMP LANDS.
The area of swamp and overflowed lands in this State is variously estimated from 2,000,000 to 5,000,000 acres. In the absence of actual measurement, 3,000,000 acres may be accepted as the amount. Of this area, about 400,000 are denominated tide-lands, being located on the arms of the sea, or within the range of tidal influences on the San Joa- quin and Sacramento rivers. These lands are 'divided about equally into salt-water and fresh-water tide-lands. The latter lie between the mouths of the two great rivers and a line drawn across their valleys from Stockton, on the San Joaquin, to a point six miles above the head of Steamboat Slough, on the Sacramento. The lands embraced within these limits are variously estimated-the officially accepted area being 200,000 acres. Various plans have been devised and vast sums of money expended for the reclamation of these lands ; but, thus far, the most that has been accomplished is the demonstration of the inef- ficiency of the processes employed to effect permanent reclamation, and the necessity of a broader, more comprehensive and uniform system of engineering to reduce this vast area of prolific soil to practical cultiva- tion. Whether from more scientific engineering, or from the more favorable conditions surrounding the tide-lands lying within this county, it is known that the reclamation works upon them, though ineffectual and inadequate, are more efficient than those on the Sacramanto waters. The heavy sums already expended, the knowledge acquired by experi- ence, the immense value of the lands when permanently reclaimed, and the financial resources of the corporations and individuals who own the lands, all give ample assurance of their eventual and early reclama- tion. When that is accomplished, these lands will constitute an ele-

ment of the aggregate of the wealth of the country that is now beyond computation.
THE RECLAMATION OF ARID LANDS.
Second only in importance to the reduction of overflowed lands, is the introduction of a general system of irrigation by which the vast bodies of arid and waste lands of the county may be brought under regular and profitable cultivation. These lands, though now regarded as worthless, except for pasturage for roaming stock, during brief por- tions of the year, are, in fact, in the nature of the soil, capable of being rendered highly productive. A regular and reliable supply of water is all that is necessary to render them first-class agricultural lands and advance them in market value to an equality with the most highly culti- vated lands in the county. The area of the arid lands of the county is greater than that of the tide-lands, and they can be brought under cultivation by irrigation for one tenth of the oost of reclaiming the other class by the exclusion of surplus water.
IRRIGATING CANALS.
Notwithstanding the great natural facilities for a general and scien- tific system of irrigation applicable to the arid lands of the county, the few works of this character that have been undertaken have been ex- tremely crude in character and superficial in results. Still, enough has been done to demonstrate the fact that in the waters which are annually wasted is a vast reservoir of dormant wealth, only awaiting the helping hand of capital and intelligently directed enterprise to develop it. Already two companies have been formed for the purpose of inaugurat- ing a scientific and comprehensive system of irrigation. The first was organized in 1877, with a view of appropriating the water of the Stanis- laus river, which is to be diverted from the channel at a point a short distance above Knight's Ferry, and conveyed to the dry but rich lands in the southern and eastern portion of the county, between the Stanis- laus and Calaveras rivers. Operations have been commenced on this important work, and its projectors expect to have it in successful op- eration in 1879. The heaviest portion of the work is the construction of the dam and the cutting of a sixteen-hundred-foot tunnel, which has been already commenced. The canal is designed to carry a volume of water sufficient to irrigate three hundred thousand acres. The esti- mated cost of the work is about $300,000. A similar company has

been organized in the northern part of the county for the appropriation and use of the waters of the Mokelumne river. Active and energetic operations were commenced last summer. A splendid dam of substan- tial masonry was commenced at the initial point, and prosecuted nearly to completion, when a sudden and resistless flood of water from above partially demolished it. The usual winter rise of the river following, work was necessarily suspended until the water should fall sufficiently to resume. This company will construct about one hundred and thirty miles of canal, which is designed to carry water sufficient for the irriga- tion of three hundred thousand acres of land. The work, completed, will cost about $300,000. These two works cannot fail to prove lucra- tive to their owners, and at the same time add immensely to the aggre- gate wealth by the enhancement of the taxable value and productive powers af the lands to be affected by them.
The grand West-side irrigation scheme that has been for some years engaging public attention, and which contemplates the appropriation of the water of Tulare lake and its conveyance down the Valley on the west side of the San Joaquin, is now in a fair way to be consumated under the scientific direction of Mr. Hall, who fills the new and respon- sible office of State Engineer, created by an Act of the last Legislature. TOWNS AND VILLAGES.
No agricultural county in the State probably can boast of so many pretty, prosperous and enterprising rural towns and villages as can San Joaquin, with communities distinguished for wealth, intelligence, taste, social culture, schools, churches, manufacturies, general industry, and all of the elements and accompaniments of an advanced civiliza- tion. Some of these, as Linden, Woodbridge, Lockeford, Waterloo, Farmington, Collegeville and French Camp, are the natural and gradual outgrowth of a steadily increasing general population and de- velopment ; while others, as Lodi, Lathrop, Banta and Ellis, were arti- ficially brought into existence, as it were, in a night, by the completion of the railroad. But their artificial origin detracts nothing from their permanence, their growth, their enterprise and prosperity, or their usefulness and value as features and parts of the beautiful, proud and happy little "State within a State," San Joaquin County.
