FIRST CLASS MAIL MATTER .- Two cents for each ounce or frac- tion thereof, and includes letters, anything containing writing, or closed against inspection. Postal cards, one cent each. Regis- tered letters, ten cents, in addition to postage. Drop letters, one cent each.
SECOND CLASS MATTER .- For publishers and news agents only.
THIRD CLASS MATTER .- One cent for each two ounces or fraction thereof, and includes books, transient newspapers, periodicals, cir- culars and other matter wholly in print. Limit of weight, except single books, four pounds, and must be fully prepaid.
FOURTH CLASS MATTER .- One cert for each ounce or fraction thereof, and includes merchandise and all matters not included in the first, second or third class, and not liable to injure mail matter. Limit of weight four pounds, and must be fully prepaid.
