The postoffice promises to de- liver by carriers only such mail matter as is directed to streets and numbers, and the only sure way to avoid having letters advertised is to follow instructions of the Postoffice Department by addressing let- ters as stated above. Carriers report at the postoffice for their first deliveries at 6 and 7 a m, and for the afternoon deliveries at 2 p m. The gen- eral delivery window is open from 7:30 a m to 9 p m, and on holidays from 8 to 10 a m. The postoffice is not open on Sundays

Parcel Post, which became ef- fective Jan 1, 1913, provides for the transmitting of all packages of merchandise up to 20 pounds excepting first and second zones. the limit for these zones being 50 pounds. Parcels will be delivered at free delivery offices and to pa- trons of rural routes and star routes and may be accorded special delivery service upon payment of the usual fees; they may be insured against loss in any amount equivalent to their actual value, but not to exceed $100. Parcels may be mailed in quantities of not less than 250 identical pieces without stamps affixed, the postage being paid in money Merchandise must be securely packed so as to prevent break- age or the wrapper becoming detached and should be plainly addressed on the wrapper it- self. Special Stamp War Revenue Tax On and after the Ist of Decem- ber, 1917, there shall be paid upon every parcel or package transported from one point in the United States to another by parcel post on which the postage amounts to 25 cents or more, a tax of 1 cent for each 25 cents or fractional part thereof charged for such trans- portation, to be paid by the consignor. No such parcel or package shall be transported until a stamp or stamps repre- senting the tax due shall have been affixed thereto.
