thing that ever came down the pike. Of course, we say it is horrible, but it is an incontrovertible fact of history, that war has been the one sovereign edu- cator of mankind. People are bound to suffer and die, anyhow-be mowed down by the pestilence that walketh in darkness and the destruction that wasteth at noonday-if it is not the ravage of war, it is calamity by famine, by cholera, by bubonic plague and Black Death, by tuberculosis, typhoid, syphilis, etc. As compared with "germs," a battle is a quite safe place to be in.


Nowadays, a nation must give the world a good reason for declaring war. Whatever the ostensible reason, the real reason is, the nation is mad. When the south shot at Fort Sumter on April 12, 1861, and Cubans sank the Maine, in 1898, we just had to let our people fight-they would have it so, they were so mad. We call the impulse of such uprisings "patriotism"- no matter what one calls it, it comes anyway. It is hard to analyze patriotism, it is so com- posite, has so many elements, is so subtle and elusive a sentiment. but at bot- tom, when all is said. we organized armies and "went hell-bent," because we were mad through and through.


In obeisance to that fit of righteous indignation, as the north would not stand for a divided nation-one government is bad enough, two governments would be intolerable-President Lincoln, three days after Sumter was fired on, called for seventy-five thousand men to save the Union. That number looks ridiculous now. The truth is, Gen. Sherman, by long odds the greatest genius of the war, was the only noted man who appreciated the gravity of the political and military situation, and when he told how many men it would take and how long they would be re-establishing national authority, people said he was "crazy," but he was the sole sane man in the whole bunch. In contrast, Seward, secretary of state and dreamer-in-general, with his silly "ninety days" as the limit of the war, seems like an idiot. One regiment was enough for Iowa. Gov. Kirkwood called for it April 17. His match touched off a keg of powder here. A war meeting was held that night in the court house in the square. and Capt. H. R. Cowles of the Washington Light Guards, organized in '58, pledged twenty-five of his men as a basis of a company of eighty-four officers and men. It was the germ of the first company for this county. Cowles was its captain, A. L. Thompson and N. P. Chipman first and second lieu- tenants. They were ordered to report at Keokuk May 25. A dinner was given them in the square the 23d, and the occasion was crammed with emo- tions, you may imagine. The boys became Company H, Second Iowa, and were destined to have fighting plenty, getting their baptism of fire and blood at Fort Donelson.


The second company was the Kirkwood Guards, B. Crabb captain, W. P. Crawford and G. G. Bennett lieutenants. The quota being full, they were

not accepted then, but in July they were ordered to Burlington, and became Company H, Seventh Iowa.


The Washington Rifles, W. B. Bell captain and S. E. Rankin and A. A. Rodman lieutenants, was the next company to leave for Davenport, August 20, '61. Just before marching to the depot a member named John Morton, being probably insane, shot himself through the heart, but no G. A. R. post was named for him, poor fellow! upset by excitement. This body became Company C, Eighth Iowa.


The Richmond Guards were the next, becoming Company E, Tenth lowa. N. A. Holson captain and R. J. Mohr and W. W. Purcell lieutenants-four companies enlisting in '61. Later companies were recruited, in whole or in part, in this county, as F. Eleventh, Capt. Moore : I. Thirteenth, Capt. Elrod : K. Thirteenth, Capt. Woodford : I, Eighteenth. Capt. Blanchard : C. Nine- teenth, Capt. Stanton ; A. Twenty-fifth, Capt. Palmer ; ], Twenty-fifth, Capt Russell : E, Thirtieth, Capt. Burgess : K, Thirtieth, Capt. Cook.


But one draft was made in this county, in October, '64. By special effort Iowa, Lime Creek, Cedar, Jackson, Washington and Seventy-Six townships raised their quotas, but English River was stuck for ten men, plus ten alter- nates ; Brighton for four of each ; Dutch Creek ten ; Oregon four ; Marion six : Clay three ; Crawford seven ; Highland two ; Franklin six.


I have copied from the adjutant general's reports a complete roster of the soldiers credited to Washington county, and have gone over the lists care- fully with Cols. Palmer and Bell, Captains Boyer, Young, Cocklin and Gray. and with J. W. Morton, Porte Lewis, Marion O'Loughlin, D. J. Eichelberger, Tom Allen et al., and tried hard to make it accurate. This county raised four- teen full companies, had twenty-three staff and field officers, thirty-two cap- tains, thirty-four first and forty second lieutenants-one thousand two hun- dred and forty men, all told. But Tom Allen makes one thousand four hun- dred and six. He checked the names of our boys in the adjutant general's report, correcting errors therein ; for instance, he found there a dozen or score of his Lime Creek men were credited to Dayton, Bremer county, who belonged in our Daytonville.
