THE preparation of this our first volume of the FLOYD COUNTY DIRECTORY has not been without much solicitude on our part in the desire we have felt to produce a work as perfect as possible in all its details. How far we have succeeded, we leave our patrons to judge.


Although we do not expect the book will be found free from errors, yet, if after a thorough and impartial examination it receives the approval of those who gave encouragement by their patronage, we shall feel amply repaid for our exertions to make it worthy of their commen- dation, and in future editions, shall strive to merit a continuance of the confidence extended to us by the Citizens of this growing City.

SKETCH OF FLOYD COUNTY.


Floyd County is bounded on the north by Clark and Washington Counties, east by Clark County and the Ohio River, west by Harrison and south by Harrison Co. and Ohio River, and contains five townships, viz : New Albany, Greenville, Lafayette, Georgetown and Franklin.


Floyd County was organized out of Harrison and Clark Counties in 1819, the townships, then but three in number, being laid off and their boundaries defined, by a Board of County Commissioners ap- pointed by Governor Jonathan Jennings, on the 8th day of February of that year. This Board of Commissioners consisted of Charles Paxon, Clement Nance, jr., and Jacob Peirsol.


From the records of the proceedings and acts of these Commissioners we propose to condense such particulars as we may deem of interest to our readers, and as will give those who now live in this thickly popu- lated and wealthy county, some idea of its early history.


"At a meeting of the Board of County Commissioners for the County of Floyd begun and held in New Albany, State of Indiana, at the house of Mr. Seth Woodruff, agreeably to law, this 8th day of February, 1819-present, Clement Nance, jr., and Jacob Peirsol.


"Ordered, that all that part of Floyd County beginning at the mouth of Falling Run-running with the line which formerly devided the counties of Harrison and Clark, to the top of the knobs; thence north- easterly with the meanders of the same to the line which divides Floyd County and Clark; thence with said line southeast to Silver Creek, thence with said creek to the Ohio river; thence down said river to the place of beginning, be set apart for one township in said county, to be known and designated by the name of New Albany township; and that the elections for said township he held in New Albany, at the house of Seth Woodruff, Esq.


"Ordered, that all that part of Floyd County lying above the road and north of the Knobs leading from New Albany to Vincennes, until it strikes or intersects the County line, form one township, to be known and designated by the name of Greenville township; and that the elections for said township be held at the house of John Kearnes.


"Ordered, that the residue or remainder of said County which has not heretofore been laid off, form one other township, to be known and designated by the name of Franklin township ; and that the elections for said township be and the same is hereby ordered to be held at the house of Mr. John Bowman, in said township."


It was ordered that Seth Woodruff be appointed Inspector of elections in New Albany township; James Mccutcheon, sen., Inspector in Greenville township, and Jonathan Slythe Inspector in Franklin town- ship. These were the first Inspectors of elections in Floyd County. They were appointed to serve for the term of one year.

The Board ordered the Sheriff to call an election, to be held on the 23d of February, 1819, for the purpose of electing three Justices of the Peace in New Albany township; two in Greenville township, and two in Franklin township. On the same day the Board elected James Scribner Treasurer of the County, he being the first person to hold that office in Floyd County.


On the 9th of February, 1819, the Board again met. Isaac Stewart was appointed "Lister" for the County for the year 1819. Caleb New- man was appointed Superintendent of school section number 16, in township 3, south of range 5 east. Thomas Pierce was appointed to the same office for section 16, township two, south of range six east. Stephen Beers and Charles Woodruff were appointed overseers of the Poor for New Albany township; Elijah Cresswell and Gilbert Budd were given the same appointment for Franklin township; and Samuel Kendall and Frederick Leatherman were appointed overseers of the poor for Greenville township. Fence Viewers were appointed as fol- lows: New Albany towaship, Jeremiah Jacobs, Josiah Akin, and Ga- briel Poindexter ; Franklin township, Jacob Yenawine, Joseph Burton, and Thomas Smith ; Greennille township, John Irvin, David Edwards, and Isaac Wood.


Samuel Kendall was on the same day appointed "Supervisor, until next May term, of all the public roads passing through Floyd County," and it was ordered that "all the hands in said County assist the said Supervisor in opening and keeping said roads in repair."


February 10th, the following order was passed by the Commissioners : "Ordered, that the tavern keepers within the county of Floyd observe in their taverns the following rates, to wit, for the term of one year : Breakfast 31} cents; dinner 37}; supper 25; peach or apple brandy and gin 182 cents per half pint; whiskey 124 cents per half pint; wine per pint 87} ; spirits per half pint 374; lodging per night 12}; corn or oats, per gallon 124 ; stabling and hay one horse for a day or night 374; stabling and hay, one horse, for a day and night 624."


The Board then drew a Grand Jury for the Circuit Court, which was to convene on the 10th day of May. They also appointed Joseph Green and Joseph W. Green constables for New Albany township.


Jacob Garrettson was appointed supervisor of so much of the State road generally known by that name, which leads from the "Gut Ford" on Silver Creek to the top of the Knobs, and that all the hands within one and a half miles on each side of said road assist in keeping the same in repair."


On the 4th day of March, 1819, a special meeting of the Board of Commissioners was held at the house of Seth Woodruff, in New Alba- ny, to determine the location of the county seat. At this meeting a bond in $25,000 penalty was given by John Eastburn, Seth Woodruff, Charles Woodruff, Joel Scribner, Jas. Scribner, and Smith & Paxon, to the County Commissioners conditioned as follows: "That if the above bound parties shall, within four months of the date hereof, pay to the Commissioners of said County the sum of $2,250; and in eight months from this date a like sum of $2,250; and in twelve months from this date a like sum of $2,250; and deed or cause to be deeded, in fee simple, to said county of Floyd, four lots in the town of New Albany,

lying at the corners of Lower and Upper. Spring streets, or where they unite in State street, each lot being one hundred and twenty feet square, two of which are to be disposed of for the benefit of said County, and the other two to be retained and known as the Public Ground for said County, for the purpose of erecting a Court House and other public buildings thereon, for said county, then the above obligation to be void, otherwise to remain in full force. This obligation was signed by the above named parties, and witnessed by John Vawter, William Hog- gart, and Henry Ristine. The three last named persons were "speci- ally appointed by the Indiana Legislature as Commissioners to fix the permanent seat of Justice for the County of Floyd.


The conditions above specified were complied with, and on the 4th day of March, 1819, the county seat was located at New Albany. For their services in locating the county seat the Commissioners were allowed as follows: John Vawter $27; William Hoggart $18; and Henry Ristine $24, all of them at the rate of three dollars per day.


At a special meeting of the Board held at the house of Seth Wood- ruff, in the town of New Albany, on the 19th day of April, 1819, the township lines were more clearly defined by designating the sections and ranges which they traversed. There were present at this meeting, for the first time, all the County Commissioners, to-wit : Charles Paxon, Clement Nance, jr., and Jacob Piersol.


At this meeting a contract was let to Seth Woodruff "to build a jail to be set on the Public Square in the town of New Albany, agreeably to the following dimensions : Said jail to be twelve feet square, with & shingled roof thereon ; to be built of logs, hewed one foot square ; seven feet high between the floors; the floors and ceiling to be of hewed logs, one foct thick, and pinned down to the timbers; for which he is to receive fifty dollars out of the County Treasury. And it is further ordered that the said Woodruff be, and is hereby appointed, to make a good and sufficient door, two feet square, lined with iron, for the above mentioned jail." The jail was built and located according to contract, and this was the first jail in Floyd county.
