PREFACE.
In the three years that have elapsed since the publication of the first edition of our City Directory of Richmond, the growth of the city has been steady, and many important improvements have been added to enhance its beauty and prosperity. Prominent among these are the fine church edifices of the First Methodist and Presby- terian Churches, three elegant school houses, the new City Hall, a splendid system of Water Works, and important street and sewerage improvements. In the matter of population, the city has about lield its own, or only slightly increased, which is gratifying when we con- sider the great business depression that has characterized all man- ufacturing centers. With its delightful situation, clean and well shaded streets and comfortable dwellings, Richmond offers attrac- tions possessed by few places to those seeking new homes, and with the promising prospects for a better business era, we may reason, ably hope that within the next two years our population will pass the 20,000 mark.
In compiling a City Directory, perfect accuracy cannot be hoped for, but we believe this work is as nearly correct as it is possible to make one. We have taken extraordinary pains to make it so. We have_diligently hunted up all the changes made since the canvass was completed, and present them, as well as some omissions and corrections, on page 295, to which the reader should turn in looking up a name.
We have continued the plan, first used by us, of inserting the wife's given name following the husband's, which has proven a pop- ular feature in this work. The work also contains a very full classi- fied Business Directory, a list of telephone stations, and an alpha- betical list of post offices in Indiana and Ohio, corrected to Sept. Ist.

RULES OF COMMISSIONERS' COURT.
The Board of Commissioners of Wayne County, Indiana, meet in Regular Session on the first Mondays in MARCH, JUNE, SEPTEM- BER and DECEMBER.
The following Rules, regulating the Order of Business to be transacted during their Regular Sessions, are adopted, viz. :
THE FIRST MONDAY is set apart and devoted to Miseella- neous Business, and to the consideration of all matters not men- tioned in this order, over which this Board has jurisdiction.
THE FIRST TUESDAY and FIRST WEDNESDAY, to hear- ing and determining all petitions for the location, vacation, or change of Public Highways, and all matters pertaining thereto.
THE FIRST THURSDAY, to trying all Applications for License to retail intoxicating liquors.
THE FIRST FRIDAY, to all petitions and matters relative to Ditches and Drains.
THE FIRST SATURDAY, to the adjustment of Claims against the County.
THE SECOND MONDAY, TUESDAY, WEDNESDAY and THURSDAY to the settlement of Claims of Township Trustees, as follows :

It is ordered by the Board that hereafter all claims, road peti- tions, reports of viewers, applications for liquor license, ditch peti- tions, or other matters brought before the Commissioners' Court, shall be filed with the Auditor not later than the first Monday of the March, June, September and December terms, and in all cases where this order is not complied with, unless the Board rules other- wise, the cause will be continued until the next regular term there- after.
Applications for liquor license will not be heard (unless the license under which said applicant is now selling expires) before the next regular term of this Court.

Of these 122 were males and 106 females ; 15 were colored. 17 were under 1 year of age; 22, 1 to 5 years; 3, 5 to 10 years ; 20, 10 to 20; 55, 20 to 40; 31, 10 to 60; 40, 60 to 80; over 80, 7.
The number of births reported during the year was 370; 202 males and 168 females. Of those 350 were white and 20 colored, giving a proportion of 21.59 births in each 1,000 of white population, and 22 in each 1,000 of colored population. Iu 370 births there were 16 still-born children and 7 cases of twins.
