PREFACE.
Since the issue of our last Richmond City Directory, mimer- ous removals by our citizens have taken place. Two years wit- ness many changes; some familiar and respected names are regretfully dropped, their owners having gone to the Christian's hope-a better land. Others have sought greener pastures in localities where the sun seemed to shine brighter and the business atmosphere to be more vigorous. In the places of those, new faces have appeared among us, and new names are here intermingled with the old ones. While we regret the names that have departed, we welcome the new ones, and our local pride is flattered by the knowledge that on the whole the city is more than holding its own, and that our population is larger by some two thousand than it was two years ago.
In the compilation and preparation of this work, special efforts have been made to secure the name of every person over fifteen years of age, and we have taken particular pains to verify the work of the canvassers wherever we found anything doubtful. Therefore, while anything like perfection in this kind of a work can not be expected, we feel satisfied it is on the whole well done, and will be found valuable to those who need it as a book of reference to the homes of our people.

RULES OF COMMISSIONERS' COURT.
The Board of Commissioners of Wayne County, Indiana, meet in regular session on the first Monday in MARCH, JUNE, SEPTEMBER, and DECEMBER.
The following Rules, regulating the Order of Business to be transacted during their regular sessions, are adopted, viz :
THE FIRST MONDAY is set apart and devoted to miscel- laneous business, and to the consideration of all matters not men- tioned in this order, over which this Board has jurisdiction.
THIE FIRST TUESDAY and FIRST WEDNESDAY, to hear- ing and determining all petitions for the location, vacation, or change of public highways, and all matters pertaining thereto.
THE FIRST THURSDAY, to trying all applications for license to retail intoxicating liquors.
THE FIRST FRIDAY, to all petitions and matters relative to ditches and drains.
THE FIRST SATURDAY, to the adjustment of claims versus the county.
THE SECOND MONDAY, TUESDAY, WEDNESDAY, and THURSDAY, to the settlement of claims" of Township Trustees, as follows :

It is ordered by the Board that hereafter all claims, road peti- tions, reports of viewers, applications for liquor license, ditch peti- tions, or other matters brought before the' Commissioners' Court, shall be filed with the Auditor not later than the first Monday of the March, June, September, and December terms, and in. all cases where this order is not complied with, unless the Board rule other- wise, the cause will be continued until the next regular term there- after.
Applications for liquor license will not be heard, unless the license, under which said applicant is now selling expires before the next regular term of this Court.

The total estimated cost of new buildings erected in the city for the year ending April 30, 1888, was $74,000, of which thirty-eight were frame, costing $25,300, and nineteen were brick, costing $18,- 700. In addition to this, new buildings were erected at Earlham College, costing upwards of $50,000.
The rate of taxation for city purposes is the same as for several years past, viz : $1.00 on the $100 valuation, and 50 cents on each poll.
The total number of deaths reported during the year ending April 30, 1888, was 218, or 90 less than the year preceding. Taking as a basis of calculation the census of 1886, the death rate is twelve in each one thousand of population. The number of births was 318.
