ALL MAILABLE MATTER IS DIVIDED INTO FOUR CLASSES.


First-Class Matter-Mail matter of the first class embraces all wholly or partly written matter, and requires postage at the rate of two cents for each ounce or fraction thereof, except for postal cards. Letters for city delivery requires two cents per ounce.


Postal Cards, and How to Use Them-No cards are " postal cards" except such as are used by the Post Office Department. In using postal cards, be careful not to write or have anything printed on the side to be used for the address, except the address; also be careful not to paste, gum or attach anything to them. They are unmailable as postal cards when these suggestions are disregarded. An address may be affixed to a postal card.


Second-class Matter-Mail matter of the second class requires post- age at the rate of one cent a pound or fraction thereof, and embraces all newspapers and other periodical publications (without board, cloth, leather or other substantial binding) bearing date of issue, paged and numbered consecutively, having a legitimate list of subscribers and issued from a known office of publication as frequently as four times a year. The rate of postage on publications embraced in the above, when mailed by other than the publisher or news agent, is one cent for each four ounces of fraction thereof.


Third-class Matter-Mail matter of the third-class embraces books, circulars, and other matter wholly in print (not included in second- class), proof sheets, corrected proof sheets and manuscript accompany- ing the same, enclosed in unsealed envelopes or wrappers, and re- quires postage at the rate of one cent for each two ounces or fraction thereof.


Reproductions by Electric Pen and other Processes-Reproduction from originals produced by the electric pen, papyrograph, metalograph and cheirograph processes, are entitled to pass in the mails in un- sealed envelopes as third-class matter. Productions by the type writer and manifold processes are subject to postage at first-class (letter) rates.


Fourth-class Matter-Mail matter of the fourth class requires pos- tage at the rate of one cent per ounce or fraction thereof, and em- braces all merchandise, etc., admitted to the mails, and all matter not included in first, second or third classes, not exceeding four pounds in weight, and which is not liable to damage the mail bags, or injure any one connected with the service.


Address of Sender on Packages of Third and Fourth-class Matter- Upon third-class matter or upon the wrapper enclosing the same, the sender may write his own name or address, with "from " above and preceding the same, and in either case may make simple marks in- tending to designate a word or passage of the text to which it is de- sired to call attention.


The notation must not contain anything in the nature of personal correspondence.

Upon fourth-class matter the sender may write his own name and address, preceded by the word "from" and also the number and names of the articles enclosed. He may also write upon or attach to any such articles, by tag or label, a mark or number, name or letter, for purpose of identification. Commercial Paper Filled Out in Writing-The regulation of the Department under which invoices. bills of lading, statements of ac- counts, and the various documents of insurance companies, circulars, &c., partly printed and partly written, were admitted to the mails as third-class matter, has been revoked. All such papers are now classed as first-class matter, and subject to letter rates of postage.


Packages of third and fourth-class matter may weigh not exceeding four pounds, except single book weighing in excess of that amount.


Unmailable Articles-No poison, explosive or inflamable articles, live animals, reptiles and insects (except queen bees), obscene books, letters, papers, pictures and postal cards, lottery circulars and letters, and any article liable to injure the mails or the persons handling them, can not be admitted to the mails in any case.

FIRST WARD-Shall consist of all that part of the territory of the city of Evansville situate within the following boundary lines, to-wit : Beginning on the Ohio River at the foot of Oak street, and extending thence along Oak street to Eighth street ; thence along Eighth street to Canal street ; thence along Canal street and the line of the Wabash and Erie Canal to the eastern line of the northwest quarter of Section 29, Township 6, South Range 10 west (which is the present eastern boundary line of the city), thence south along the said eastern line of the said northwest and southwest quarters of said Section 29, Town- ship and Range aforesaid, to the southeast corner of the aforesaid southwest quarter of said Section 29; thence continuing south to the southeast corner of the northwest quarter of Section 32, Townshsp and Range aforesaid ; thence west along the south line of said northwest quarter of said Section 32 aforesaid, to the southwest corner of the northwest quarter of Section 32 aforesaid ; thence north along the west line of said Section 32, to the south line of Ewing's Addition ; thence west along the south line of Ewing's Addition to the " Bee Slough," in a northwesterly direction, to the Ohio River, and thence along the Ohio River to the place of beginning.
