The limit of weight on packages addressed to Canada, Cuba, Mexico and the Republic of Panama is four pounds six ounces to the Hawaiian Islands, Shanghai, China, Alaska, Canal Zone, Guam, Philippines, Porto Rico and Tutuila twenty pounds. Parcels up to 11 pounds in weight may also be sent by foreign parecl post to Mexico and the Republic of Panama under the terms of the parcel post conventions with those countries. Parcels for Canal Zone, Mexico and Republic of Panama must be accompanied by customs declarations.


C. O. D. parcels shall not be accepted for Canada, Mexico, Cuba, Republic of Panama, Philippine Islands or the Canal Zone.


Packages to Canada, Cuba, Mexico and Republic of Pan- ama cannot be insured, but may be registered.


Liquids and fatty substances, except samples thereof are unmailable to Cuba and the Republic of Panama.

Letter rate of postage to England, Ireland, Scotland Wales and Newfoundland is 2 cents an ounce or fraction of an ounce.


Letter rate of postage to Germany is 2 cents an ounce or fraction of an ounce for letters dispatched on ships going direct to that country. If it is desired to dis- patch letters on first ship going via England or France, the regular international rate will apply, viz : 5 cents for the first ounce or fraction of an ounce, and 3 cents for each additional ounce or fraction of an ounce. The new letter rate does not affect the rate of postage on cards of these countries.


Registration-Valuable letters to any part of the United States and Canada and the Universal Postage Union will be registered on application, for which a charge of 10 cents (in addition to postage) will be made.

PARCEL POST INFORMATION.

The act of Congress authorizing the establishment of a parcel post system provides that on and after January 1, 1913, fourth class mail matter shall embrace all other mat- ter, including farm and factory products, not now em- braced by law in either the first, second, or third class, not exceeding 50 pounds in weight in local, 1st and 2d zones,

and 20 pounds in weight in all other zones, nor greater in size than 72 inches in length and girth combined, nor in form or kind likely to injure the person of any postal employee or damage the mail equipment or other mail matter, and not of a character perishable within a period reasonably required for transportation and delivery.


TABLE OF RATES.

The local rate is applicable to parcels intended for de- livery at the office of mailing or on a rural route starting therefrom.


PREPARATION FOR MAILING.


Parcels must be prepared for mailing in such manner that the contents can be easily examined. (See secs. 19 to 37, inclusive.)


A parcel must not be accepted for mailing unless it bears the name and address of the sender, preceded by the word "From."


Postmasters will refuse to receive for mailing parcels not properly indorsed or packed for safe shipment.


WHERE MAILABLE.


Parcels must be mailed at a post office, branch post office, named or lettered station, or such numbered stations as may be designated by the postmaster, or delivered to a rural or other carrier duly authorized to receive such matter.


Parcel collected on star routes must be deposited in the next post office at which carrier arrives and postage charged at the rate from that office.


INSURANCE ON PARCELS.


A mailable parcel on which the postage is fully pre- paid may be insured against loss in an amount equivalent to its actual value, but not to exceed $25, on payment of a fee of 5 cents, or $50, on payment of a fee of 10 cents in stamps, such stamps to be affixed.


Unmailable Matter.


The following matter is declared nonmailable by law (see secs. 211, 212 and 217 of the Criminal Code of the . United States, approved Mar. 4, 1909) :


1. Matter manifestly obscene, lewd or lascivious; ar- ticles intended for preventing conception or for procur- ing abortion; articles intended for indecent or immoral purposes ; all matters otherwise mailable by law, the out- side cover or wrapper of which bears any delineations or language of a libelous, scurrilous, defamatory, or threaten- ing character.


Spirituous, vinous, malted, fermented, or other intoxi- cating liquors of any kind; poisons of every kind, and ar- ticles and compositions pontaining poison (except as pre- scribed in sec. 19) ; poisonous animals, insects and reptiles ;

explosives of every kind; inflammable materials (which are held to include matches, kerosene oil, gasoline, naph- tha, benzine, turpentine, denatured alcohol, etc.) ; infernal machines, and mechanical, chemical, or other devices or compositions which may ignite or explode; disease germs or scabs (except as prescribed in sec. 36) ; and other nat- ural or artificial articles, compositions, or materials of whatever kind which may kill or in any wise injure an- other or damage the mail or other property.


Live or dead (and not stuffed) animals, birds, or poultry (except as prescribed in secs. 29 and 34) ; raw hides or pelts, guano, or any articles having a bad odor shall not be admitted to the mails.


A parcel post map and guide for determining postage rates may be obtained by remitting 75 cents by money order to the third assistant postmaster general, Div of Finance, Post Office Department, Washington, D C.


Be careful to specify the city or town where the map is to be used.
