There are nine Justices of the Supreme Court of the United States and there are nine Judicial Circuits in the United States. One of the Justices is assigned to each Cir- cuit. In each Judicial Circuit there is a Circuit Court of Appeals, and from three to five Circuit Judges in each Circuit, who sit as a Circuit Court of Appeals; and, if necessary, the presiding Judge may have one or more District Judges sit in the Circuit Court of Appeals.
