INFORMATION FOR THE PUBLIC ON POSTAL SUBJECTS.
CLASSIFICATION OF MAIL MATTER ..
SEC. 1. Classification of Domestic Mail Matter .- Domestic mail matter,-that is, mail matter sent in the mails from some post office within the United States or territories to some other post office within the same,-is divided into four classes, as follows :
Ist. Written matter, namely, letters, postal cards, and all matter wholly or partly in writing, whether sealed or unsealed (except manuscript copy, accompanying proof sheets or corrected proof sheets of the same). All matter sealed or otherwise closed against inspection is also of the first class.
2d. Periodical publications, namely, all newspapers and other periodical pulications which are issued at stated intervals, and as frequently as four times a year, which bear a date of issue, and are numbered consecutively, are issued from a known office of publication. are formed of printed paper sheets, without board, cloth, leather or other substantial binding. To be entitled to entry in this class, such publications must be originated and published for the dissemination of information of a public character, or devoted to literature, the sciences, art, or some special industry, and must have a legitimate list of subscribers, and must not be designed primarily for advertising purposes, or for free circulation or circulation at nominal rates.
3d. Books. circulars, periodicals and other matter wholly in print (not included in second class matter), proof-sheets, corrected proof-sheets, and manuscript copy accompanying the same.
"Printed matter" is defined by statute to be "the reproduction upon paper, by any process except that of handwriting, of any words, letters, characters. figures, or images, or of any combination thercof, not having the character of an actual and personal correspondence." A " circular " is defined by statute to be " a printed letter, which, according to internal evidence, is being sent in identical terms to several persons," and does not lose its character as such by writing therein the date, name of the addressee or of the sender, or the correction of mere typographical errors
4th. Merchandise. namely, all matter not embraced in the first. second or third class, which is not in its form or nature liable to destroy, deface or otherwise damage the contents of the mail bag. or harm the person of any one engaged in the postal service, and not abore the weight provided by law.
SEC. 2. Limit of Weight of Mail Matter .- No package weighing more than four pounds shall be received for conveyance by mail, except single books weighing in excess of that amount, and except books aud documents published or circulated by order of Congress, or official matter emanating from any of the Departments of the Government or from the Smith- sonian Institution.
Second-class matter mailed in packages at the pound rate is not subject to the four-pound limitation.
The above limit of weight does not apply to matter in foreign mails regulated by postal conventions.
RATES OF POSTAGE.
SEC. 3. On First Class Matter .- The rate of postage on matter of the first class is as follows : 1. On letters and other written matter, except that specially authorized to pass at third class rates, and on sealed matter or matter otherwise closed against inspection, two cents per ounce or fraction thereof.
2. On postal cards one cent each, the price for which they are sold.
3. On "drop letters " two cents per ounce or fraction thereof when mailed at letter-carrier post offices, and one cent for each ounce or fraction thereof at offices where free delivery by carrier is not established.
SEC. 4. On Second Class Matter. 1. The rate of postage on second-class matter when sent by the publisher thereof, and from the office of publication, including sample copies, or when sent from a news agency to actual subscribers thereto, or to other news agents, is one cent per pound or fraction thereof.
2. The rate of postage on newspapers and periodical publications of the second-class when sent by other than the publisher or news agent, is one cent for each four ounces or fractional part thereof.
3. The rate of postage on newspapers (excepting weeklies) and periodicals not exceeding two ounces in weight, when the same are deposited in a letter-carrier office for delivery by its carriers, is uniform at one cent each ; on periodicals weighing more than two ounces, two cents each.
4. Newspaper (other than weeklies) and periodicals when deposited by the publisher or news agent in a letter-carrier office for general or box delivery are subject to pay postage at the rate of one cent per pound : when deposited by other than publishers or news agents, for general or box delivery. the rate is one cent for four ounces or fractional part thereof.
5. Weekly newspapers when deposited by the publisher or news agent in a letter-carrier office for letter or box delivery, or delivery by carriers. are subject only to the rate of one cent a pound or fraction thereof : when deposited by other than the publisher or news agent, they are subject to postage at the rate of one cent for each package not exceeding four ounces in weight, and one cent for each additional four ounces or fractional part thereof.
6. On Third-Class Matter. - The rate of postage on third-class matter is one cent for each two ounces or fractional part thereof.
7. On Fourth-Class Matter .- The rate of postage on fourth-class matter is one cent an ounce or fraction thereof.
8. By the act approved July 21. 1888, the postage on seeds, cuttings, roots, scions and plants shall be charged at the rate of one cent for each two ounces or fraction thereof.

INFORMATION ON POSTAL SUBJECTS.
THE POSTAL MONEY ORDER SYSTEM.
Information as to the Money Order System .- Offices in the Alphabetical List of Post Offices in Indiana with an asterisk (*) prefixed are Money Order offices.
1. The following instructions are inten ded to secure payment of the order to the rightful party, and postmasters are required to enforce them rigidly in every respect, so far as a due regard to public convenience will permit. After once paying a money order, by whomsoever presented, the Post Office Department will not be liable to any further claim therefor. The public are therefore strictly cautioned,
To take all means to prevent the loss of a money order.
Never to send the order in the same letter with the information required on payment thereof.
To be careful on taking out a money order to state correctly the given name as well as the surname of the person in whose favor it is to be drawn.
To see that the name and address of the person taking out the money order are correctly made known to the person in whose favor it is drawn.
Neglect of these instructions will risk the loss of money, besides leading to delay and trouble in obtaining payment.
Under no circumstances can payment of an order be demanded on the day of its issue.
2. The Lees or charges for domestic money orders will be as follows :
For orders not exceeding $5. 5 cents.
For orders exceeding Sh and not exceeding $10. 8 cents.
For orders exceeding $10 and not exceeding $15. 10 cents.
15 cents.
For orders exceeding $15 and not exceeding $30.
For orders exceeding $30 and not exceeding $40. 20 cents.
For orders exceeding $40 and not exceeding $50. 25 cents.
30 cents.
For orders exceeding $50 and not exceeding $60.
For orders exceeding $60 and not exceeding $70). 35 cents.
For orders exceeding $70 and not exceeding 550. 40 cents.
For orders exceeding $$0 and not exceeding $100. 45 cents.
3. The maximum amount of a single order is $100, and no more than three orders may be issued in one day to the same remitter, in favor of the same payee, payable at the same post office.
4 A person applying for a money order will be required to state the particulars upon a form of application which will be furnished him therefor by the postmaster.
5. Parties procuring money orders should examine them to see that they are properly filled up and stamped. This caution is necessary to avoid difficulties in the way of payment., 6. A money order may be endorsed once but not oftener.
7. The person who presents a money order for payment must be identified if unknown to the postmaster.
8. A money order may be repaid at the office of issue within one ve_r, provided it bears not more than one indorsement. The fee will not be refunded.
9. When a money order bas been lost by either remitter. payee, or indorsee, a duplicate thereof will be issued by the Department free of charge. to the owner of the original. upon his making application (stating the circumstances of the loss), to be forwarded by the issuing or the paring postmaster, from each of whom he must obtain and furnish a certificate that the original order had not been, and would not be. paid or repaid, as the case may be.
