Third Class-Printed matter, books, chromos, engravings, music, photographs, all productions on paper, except handwriting and typewriting, unsealed, 1 cent each two ounces or fraction. Limit of weight four pounds, except for single books.


Fourth Class-All matter not included in above, unsealed, 1 cent for each ounce or fraction. Limit of weight, four pounds.

Letters and valuable packages may be registered to any post- office in the United States, Canada and our new possessions on the payment of a fee of 10 cents and regular postage.


FOREIGN RATES OF POSTAGE. CANADIAN POSTAGE.


Letters and newspaper postage to Canada same as in the United States. Merchandise by mail to Canada must not exceed eight ounces in weight, and the postage is 10 cents, whether the package weighs. one ounce or eight ounces.


Samples of merchandise for 'dispatch in mails in foreign coun- tries are restricted to bona fide trade samples or specimens having no salable or commercial value in excess of that actually necessary. for their use as samples or specimens. · Goods sent for sale in execu- tion of an order, or as gifts, however small the quantity may be, are not admissable at sample rates and conditions.


SPECIAL DELIVERY SYSTEM.


Was introduced October 1, 1885, and is now extended to all post offices in the United States and to all classes of small matter. The faith of the United States is solemly pledged to the payment of deposits with ac- crued Interest. No notice is required to with- draw deposits.


Accounts may be opened by any person 10 years old or older. Accounts of married wom- en are free from control of their husbands. No person may have more than one account at one time.


Deposits will be accepted from individuals only ; no account will be opened for any cor- poration, association, society, firm or partner- shlp, or In the name of two or more persons jointly.


No account will be opened In the name of one person in trust for another.


No charge is made for the opening accounts or withdrawing money.

No person connected with the postoffice de- partment Is permitted to disclose the name of a depositor or give any Information con- cerning an account, except upon Instructions from the Postmaster General.


Certificates of deposit are used Instead of pass books. The certificates are printed in seven denominations : $1, $2, $5, $10, $20, $50 and $100. Thus. If $3 be deposited, a $2 cer- tificate and a $1 will be issued; if $7 be deposited, a $5 and a $2 will be Issued.


. Depositor's names are written In their cer- tificates. If certificates are lost, duplicates will be issued without cost.


and deposits must always be made in even dollars. For saving smaller sums, ten-cent cards and ten-cent stamps are provided. in opening an account or 'naking deposits. A


No person may deposit more than $100 in one calendar month, and no person may have more than $500 on deposit. .


Twice each year, In January and July, de- posits may be exchanged for U. S. Bonds. Per- sons who have accumulated $500 and ex- changed any or af of 'It for bonds, may then deposit ' more in the bank.


Interest is paid once a year on deposits at the rate of 2%. Interest is paid on the bonds at the rate of 215%.


The Postal Savings Bank will buy the bonds back at par, when holders desire.


The bonds are issued in the following de- nominations : $20, $100, and $500. They' are redeemable at the pleasure of the L'nited States after one year from date of issue and are payable twenty years from such date, In gold. Application for exchange of deposits into bonds must be made at least 30 days before January 1. and July 1, each year.


In case of the death of a depositor, the amount to his credit .will be paid to his ad- ministrator, or, it no formal administration is desired by his relatives, it will be paid to the persons entitled to It without the appointment of an administrator.


Great care Is used in opening an account. to enable the depositor to establish his identity afterwards, to- the end that he may readily withdraw his money and that in case of loss of his certificates, no other person can col- lect them.
