INFORMATION ABOUT MAIL MATTERS. DOMESTIC POSTAGE RATES.
First Class-Letters, all written matter and all matters sealed or fastened to preclude examination, 2 cents each ounce or fraction.
Second Class-Newspapers and periodicals sent by pub- lishers or news agents, 1 cent each pound or fraction. When sent by others, 1 cent for every four ounces or fraction.
Third Class-Printed matter, books, cromos, engravings, - music, photographs, all productions on paper, except hand- writing and typewriting, unsealed, 1 cent each two ounces or fraction. Limit of weight four pounds, except for single books.
Fourth Class-All matter not included in above, unsealed, 1 cent for each ounce or fraction. Limit of weight, for pounds.
A package, whether sealed or unsealed, containing writ- ing, subjects it to postage at 2 cents per ounce.
Unmailable Matter-Animals, reptiles, alive or dead (not stuffed), insects, except a queen bee when safely secured, are excluded from the mails. Also liquors, poisons, explosives or inflammable articles, no matter how carefully wrapped, are excluded.
Registered Letters-Letters and valuable packages may be registered to any postoffice in the United States, Canada and our new possessions, on the payment of a fee of 10 cents and regular postage.
Advertised Letters -- All letters remaining in the office are advertised every thirty days. If not claimed in two weeks thereafter they are forwarded to the Dead Letter Office at Washington.
FOREIGN RATES OF POSTAGE.
Canadian Postage-Letters and newspaper postage to Canada, same as in the United States.
Samples of merchandise for dispatch in mails in foreign countries are restricted to bona fide trade samples or speci- mens having no saleable or commercial value in excess of that actually necessary for their use as samples or specimens. Goods sent for sale in execution of an order, or as gifts, how- ever small the quantity may be, are not admissible at sample rates and conditions.
Special Delivery System-Was introduced October 1, 1885, and is now extended to all postoffices in the United States and to all classes of mail matter. Accordingly every

POSTAL SAVINGS DIVISION
Deposits are received and paid at office from 7 a. m. to 6 p. m. Cards and stamps for saving small amounts may be purchased at any station.
The faith of the United States is solemnly pledged to the payment of de- posits with accrued interest. No no- tice is required to withdraw deposits.
Accounts may be opened by any per- son 10 years old or older. Accounts of married women are free from control of their husbands. No person may have more than one account at one time.
Deposits will be accepted from indi- viduals only ; no account will be opened for any corporation, association, society, firm or partnership, or in the name of two or more persons jointly.
No account will be opened in the name of one person in trust for another. No charge is made for the opening accounts or withdrawing money.
No person connected with the post- office department is permitted to dis- close the name of a depositor or give any information concerning an account; except upon instructions from the Post- master General.
Certificates of deposit are used in- stead of pass books. The certificates are printed in seven denominations : $1, $2, $5, $10, $20, $50 and $100. Thus, If $3 be deposited, a $2 certificate and a $1 will be issued; if $7 be deposited, a $5 and .a $2 will be issued.
Depositors' names are written in their certificates. If certificates are lost, duplicates will be issued without cost.
No account will be opened for less than $1, and deposits must always be made in even dollars. For saving smaller sums, ten-cent cards and ten- cent stamps' are provided. A card with nine stamps will be accepted as $1, in opening an account or making de- posits.
Postmasters may accept deposits in any number of dollars, and at any time until the balance to the credit of a depositor amounts to $1,000, exclusive of accumulated interest.
Twice each year, in January and July, deposits may be exchanged for U. S. Bonds. Persons who have ac- cumulated $500 and exchanged any or all of it for bonds, may then deposit more in the bank.
Interest is paid once a year on de- posits at the rate of 2 per cent. In- terest is paid on the bonds at the rate of 21% per cent.
The Post Office Department at Wash- ington will buy the bonds back at par, when holders desire.
The bonds are issued in the follow- ing denominations : $20, $100, and $500. They are redeemable at the pleasure of the United States after one year from date of issue and are pay- able twenty years from such date, in gold.
Application for exchange of deposits into bonds must be made at least 30 days before January 1 and July 1, each year.
In case of the death of a depositor, the amount to his credit will be paid to his administrator, or, if no formal administration is desired by his rela- tives, it will be paid to the persons en- ttled to it without the appointment- of an administrator.
Great care is used in opening an account, to enable the depositor to es- tablish his identity afterwards, to the end that he may readily withdraw his money and that in case of loss of his certificates, no other person can collect them.
