CONSTITUTION

ST. JOHN'S REFORMED CHURCH

FORT WAYNE, INDIANA


SECTION I. Name and Object


Artcicle 1 .- The name of this congregation shall be St. John's Reformed Church of Fort Wayne, Indiana. Article 2 .- The object of this congregation shall be to provide its members with the stated preaching of the Word, the administration of the sacrament, the facilities for public worship, and the exercise of Chris- tian d'scipline; and to adopt and prosecute from time to time such measures as are in harmony with the spirit, teaching and customs of the Reformed Church in the United States, and as shall tend to promote the general interests of the Redeemer's kingdom.


Article 3 .- This congregation shall be an organic member of the Reformed Church in the United States, and shall be governed by the constitution, laws and rules of said church.


SECTION II. Officers and Their Duties


Article 4 .- The officers of this congration shall be a pastor, six elders, twelve deacons, three trustees, a financial secretary, a treasurer of current expenses and a treasurer of benevolence, whose standard of duty shall be the Word of God and the constitution of the Reformed Church in the United States.

Article 5 .- It shall be the duty of the pastor to con- duct the public worship of the sanctuary, to preach the gospel, to exercise pastoral oversight over the congre- gation, to dispense the holy sacraments and in con- junction with the elders, to administer Christian dis- cipline.


Article 6 .- It shall be the duty of the elders to watch faithfully over the spiritual interests of the con- gregation, to maintain order in the House of God, to


aid in visiting the sick and to contribute according to their ability to the edification and consolation of all the members.


Article 7 .- It shall be the duty of the deacons to co-operate with the other officers of the congregation to promote the general welfare, to gather the offerings for the relief of the poor and the necessities of the congregation, to distribute the alms and to provide for the pastor's salary under the direction of the con- sistory.


Article 8 .- The pastor, elders, and deacons of this congregation shall constitute the consistory, which shall have oversight and government of the congre- gation and all the organizations. The pastor shall be the president of the consistory, but when the charge is without a pastor, or the pastor is unable to attend, one of the elders shall be chosen to preside. The con- sistory shall elect a secretary from its midst. A majority of the members shall constitute a quorum.


Article 9 .- The consistory shall have charge of the general affairs of the congregation, shall call congre- gational meetings, order collections for the apportion- ment of classis and for other benevolent purposes, dis- tribute alms through the deacons, provide for the audit of the treasurers' accounts, and make due provision for the support of the pastor. It shall keep a full and accurate record of its own proceedings, be the custod- ian of all congregational records, and submit any or all records to Classis when occasion requires it and the Classis requests it.


Article 10 .- The pastor or the secretary of the con- sistory shall keep a complete record of all baptisms, confirmations, communicants, receptions by certificate, renewals of profession, dismissions, erasures of names, suspension, excommunication, marriages and deaths. The record shall be the property of the congregation.


Article 11 .- In calling a minister and in all matters of general interest, including the election of delegates to classis and synod, the consistory shall be guided by the requirements of the constitution of the Reformed Church in the United States.


Article 12 .- Three members of the consistory shall constitute the board of trustees, who shall have the

care and control of the property of the congregation as a sacred trust, whether real or personal, in accordance with the provision of the Articles of Incorporation and of the constitution of the Reformed Church in the United States. (Article 12).


Article 13 .- A .- The secretary of the consistory shall serve as the secretary of the spiritual council, and shall perform faithfully the duties generally appertaining to such office.


B .- The secretary of the congregation shall be elected by the congregation and shall keep an accurate and faithful record of its proceedings.


Article 14 .- A .- The financial secretary shall be elected by the consistory and shall keep an accurate and faithful account of all moneys received. He shall transfer all moneys to the treasurer and benevolence treasurer as directed by the contributor.


B .- The treasurer shall be elected by the congregation and shall be the treausrer for current expenses. He shall keep an accurate and faithful ac- count of all money's received from the financial secre- tary or other sources and expended. He shall not dis- burse any funds unless properly authorized. He shall submit annually a detailed report of the finances to the consistory and to the congregation.


C .- The treasurer of benevolences shall be elected by the consistory and shall receive and dis- burse upon the order of the consistory, all benevolence moneys.


D .- The three officers mentioned in this article shall submit semi-annually a report to the con- gregation.


Article 15 .- The consistory shall hold stated monthly meetings, and may hold special meetings at such other times as may be necessary for the transaction of bus- iness and final settlements with the treasurer and other officers. All special meetings shall be called by the president. In the event of his absence or inability or unwillingness to act special meetings shall be call- ed by the secretary when requested to do so in writing by the majority of the members.


Article 16 .- The pastor and elders shall constitute the spiritual council, whose duty it shall be to watch


over the members of the congregation, to guard the doctrine of Christ and to maintain strict and whole- some discipline; to admit members to full communion of the church, and to exclude from it those who may err from the faith or offend in morals. It shall examine the catechumens applying for confirmation, and before the observance of the Lord's Supper, inquire whether any member has departed from the faith and the prac- tice of the doctrine of Christ, that those who are guilty may be disciplined as the case may require. It shall furnish upon proper request members of the congre- gation, in good and regular standing with certificates of dismission to another congregation in the Reformed Church in the United States or to any orthodox Protes- tant Church that receives members by certificate from the Reformed Church in the United States. The rastor shall be the president, but if the pastor is absent, one of the elders shall be chosen to preside. A majority of the members shall constitute a quorum. It shall keep a full and accurate record of its proceedings which shall be submitted to the classis when occasion requires it and the classis requests it.


SECTION III. Elections and Organization


Article 17 .- Every communicant member of the con- gregation in good and regular standing, shall be en- titled to vote at all elections for pastor and officers, and on any question submitted to the congregation for action.


Article 18 .- An election for pastor shall be held according to the prescribed regulations of the Consti- tution of the Reformed Church in the United States. (Article 70).


Article 19 .- When the pastor shall resign his charge or when three-fourths of the members of the consistory shall make a written request for his resignation, the prescribed regulations of the Constitution of the Re- formed Church in the United States shall be observed. (Article 19).


Article 20 .- An election for two elders and four deacons and one trustee shall be held at the annual meeting on the second Sunday of January, and those chosen shall serve three years until their successors

shall have been elected and installed. All other of- ficers, unless other provision be made, shall be elected annually for a term of one year and shall serve till their successors are elected. All elections for officers serving a term of more than one year shall be by ballot and shall be determined by a majority of the votes cast.


Article 21 .- Nominations for the offices of elder and deacon shall be made by the consistory which shall present the names of two persons for each officer to be elected. Public notice of the nominations shall be given from the pulpit at least two weeks before the election. At the meeting for the election one additional person for each officer to be elected may be nominated by the congregation. All nominees must be in full com- munion with the church and earnestly devoted to the cause of Christ.


Article 22 .- Whenever a vacancy occurs by death or resignation, or in any other way, the consistory may fill the vacancy for the current year,


Article 23 .- An annual meeting of the congregation shall be held on the second Sunday of January at two o'clock in the afternoon for the transaction of regular business and for the election of officers. A semi-an- nual meeting shall be held the second Wednesday eve- ning in July for the transaction of necessary business. The consistory may call a special merting of the con- gregation, and at the written request of twenty-five members, shall issue a call for such meetings within two weeks after the request has been received. One week's previous public notice shall be given of the time, place and purpose of a special congregational meeting. The secretary of the congregation shall keep full and accurate record of the proceedings of all the meetings.


Article 24 .- The consistory shall elect annually two of the elders as delegates, a primarius and a secundus to represent the charge in classis. They shall also be the delegates to synod whenever synod meets in gen- eral convention. At least ten days before the annual meetings of the judicatory to which these delegates have been elected their credentials shall be sent to its Stat- ed Clerk by the president or the secretary of the con- sistory.

SECTION IV.


Members and Their Duties


Article 25 .- All persons who have been duly receiv- ed into the communion of this church shall be mem- bers thereof and shall be entitled to all its rights and privileges so long as they remain in good and regular standing as such members.


Article 26 .- It shall be the duty of every member of this congregation to live a sober, righteous and godly life and to labor faithfully in bringing others to Christ: to obey the laws and rules prescribed in the Word of God and abide by the constitution of the church: to contribute liberally in proportion to his means to the support of the gospel and for the extension of the Kingdom of Christ: to attend faithfully the public services of the church, engage diligently in private devotions and partake of the Lord's Supper at least once a year. Parents shall present their children at the proper time for baptism and give special attention to the Christian training of the members of the r household.


Article 27 .- If a member shall fail to partake of the Holy Communion or refuse to contribute to the support of the church or continuously absent himself from the public worship for a period of one year, such conduct shall be regarded as an offense against the church, and he shall be admonished by the pastor or the elders. It, after admonition, he continues in such neglect of duty for another year, the Spiritual Council shall notify him that he is no longer in good and regular standing. If.


before the expiration of another year, he shall express a desire to be re-instated and shall promise to attend to his duties, the Spiritual Council shall re-instate him. If at the end of the third year he shall not ex- press a desire for reinstatement, or if any member shall unite with another congregation or denomination without a certificate of dismiss'on, the Spiritual Coun- cil in either case shall erase the name from the church register.


Article 28 .- Members, who on account of residence or other proper reasons, shall desire to change their membership from one congregation to another con-

gregation of the Reformed Church in the United States or of any orthodox Protestant Church that receives members by certificate of dismission from the Reform- ed Church in the United States, shall obtain a certifi- cate of dismission, and as soon as possible shall unite with the other congregation. The Spiritual Council dismissing them shall communicate immediately the fact to the Spirtual Council of the congregation to which they are dismissed: and when they are received the latter shall notify promptly the former of their reception. Members dismissed shall be amenable to the congregation dismissing them until they shall have been received by another congregation. A certificate of dismission shall be valid for only one year from its date.


SECTION V. By-Laws


Article 29 .- The congregation may from time to time enact such by-laws for its government as may be deemed necessary: provided however that they do not conflict with this constitution or the Constitution of the Reformed Church in the United States.


SECTION VI. Amendments


Article 30 .- This constitution may be altered or amended by the congregation by a vote of two-thirds of the members present either at the annual meeting or at a special meeting called for that purpose: pro- vided that at least one week's previous notice of the proposed change shall have been given.


BY-LAWS -OF-


ST. JOHN'S REFORMED CHURCH


Paragraph 1 .- Divine services shall be conducted according to the manner prescribed by the general constitution, as the congregation shall from time to time determine.


Paragraph 2 .- The Holy Communion shall be ad- ministered at least four times a year, namely at Easter, at Pentecost in the Fall and at Christmas.


Paragraph 3 .- If possible, all baptisms shall be

publicly administered in the church.


Paragraph 4 .- The time for the weekly divine serv. ice shall be determined by the consistory.


Paragraph 5 .- The consistory shall elect annually the delegates to classis and synod as soon as possible after the installation of the newly elected officers in January.


Paragraph 6 .- All bills against the congregation shall be approved by the consistory before they can be paid.


Paragraph 7 .- It shall be a standing rule of the con- gregation that all members pledge by subscription his annual contribution to the benevolence and current treasuries and also his support for any special project.


Paragraph 8 .- The trustees shall keep a reroid of all their transactions and report the same at the an- nual meeting of the congregation,


Paragraph 9 .- Funeral of persons not members of the Reformed Church who have not expressed their intention of becoming such members, shall not be con- ducted in the church.


Paragraph 10 .- Caskets shall not be opened in the church. Exceptions may be made on special request.


Paragraph 11 .- The organist and the janitor shall be chosen by the trustees,


Paragraph 12 .- The secretary of the consistors shall report the transactions of the consistory to the call. gregation during the year at the annual meeting of the congregation.


Paragraphı 13 .- An elder or a deacon after serving three years in the consistory shall not be elected for at least one year.


Paragraph 14 .- A majority of the consistory shall constitute a quorum. And twenty-four members of the congregation shall constitute a quorum.


Paragraph 15 .- The trustees shall not be permitted to spend over one hundred dollars for any necessary repairs without consulting the congregation.


Paragraph 16 .- Robert's Rules of Order shall govern all meetings.


Paragraph 17 .- Members may be received by con- firmation, renewal of profession or letter at any regular service after the approval of the spiritual council.
