As parties contemplating marriage, living in different towns, some- times enquire if more than one certificate is necessary, it may not be improper to quote from the instructions issued from the State Department.
"No magistrate or minister is authorized to solemnize a marriage, unless a certificate is first delivered to him from the Clerk of the town in which the parties intending marriage respectively dwell, if within the State, or, if there is no such Clerk, from the Clerk of an adjoining town, specifying the time when notice of the intention was entered with such Clerk, together with all the facts required by law to be ascertained and recorded, except those respecting the person before whom the marriage is to be solemnized. Accordingly, it appears, that,

if the parties reside in different towns within the State, two certificates are requisite (one from each town ;) if residents of the same town, but one. If only one of the parties is a resident of the State, the certificate of the town in which such party resides will suffice."
And by an Act of 1867-

Persons living without the Commonwealth and intending to be joined in marriage within the Commonwealth, shall, before their marriage, cause notice of their intention to be entered in the office of the Clerk or Registrar of the city or town in which they propose to have the marriage solemnized ; and no marriage between such parties shall be solemnized until they have delivered to the justice of the peace, or minister in whose presence the marriage is to be contracted, a certificate from such Clerk or Registrar, specifying the time when notice of the intention of marriage was entered with him, together with all the facts in relation to the marriage required by law to be ascertained and recorded, except those respecting the person by whom the marriage is to be solemnized."

REMARKS.
In presenting this first annual report of the Town of Norwood, we congratulate our fellow-citizens on the success of our new organization, and on the unanimity of feeling that has prevailed during the past year. "To err is human," and we as Officers of the town crave your indulgence for what errors of judgment may have occurred.
We have endeavored to give in detail the expenditures of the different departments, and the appropriations for the same.
For Schools we raised $6500; $500 of it for repairs on the Everett School house. The Town of Dedham paid the Teachers' salaries to the first of April, 1872, $449.25, this, with other accounts remain unsettled. There has been expended $4833.60, leaving a bal- ance in the Treasury of $1666.40, all of which will be required to meet payments due April 1st.
In the judgment of the School Committee, it was deemed advisable to slate the roof of the Everett School-house, and the appropriation of $500 was insufficient to cover the expense incurred-which was $911 -leaving a debt of $411 to be provided for by the Town.
We have also reason for congratulation, that while other towns have suffered from fire, our Department has been called out but once.
Our Highways are generally in good condition ; our Surveyors have performed their arduous duties with judgment and fidelity. In the widening and straightening of Chapel Street, the estimate of expense was insufficient to complete it, and another appropriation will be required. It is to be regretted, now that it is too late, that the judg- ment and experience of our citizens of more varied attainments had not been obtained. We present the bill of expenditures in detail, that our liberal-minded citizens may be disabused of the idea that it is another Credit Mobilier affair.
$372.80 has been expended for support of poor, and there remains about the same amount due the town of Dedham, which will be settled with other accounts. While the expenditures are within moderate limits, we would not advise the town to own a poor-house.

The Board of Health have had few calls for their services. While the small-pox, has been prevailing extensively in the adjoining towns, we have had our attention called but to one case.
Our miscellaneous expenses have been larger this year than will be required in the future-the furnishing for town offices and pur- chase of town books being the largest item of expense.
We have adjusted with the town of Walpole all matters connected with the new organization of our town, to the mutual satisfaction of both parties, receiving from said town the sum of $438.98.
With the town of Dedham we failed to agree, and have applied to the Court for the appointment of Commissioners to adjust the claims in question, agreeable to Article 4, Act of Incorporation. We have not received any official notice of their. appointment, but hope for an early settlement.
