REMARKS.

We, the Selectmen of Norwood, present to the citizens the Seventh Annual Town Report for perusal, hoping it may meet with your approval. On the recommendation of a committee, . chosen at the March meeting, for a more complete report of the town expenditures, we have brought the payments of the sev- eral departments to Feb. 1, 1879, and have drawn orders for the same, with the exception of the salaries of the Town Officers, that the town might make their appropriations from February to February, and thus have a complete report of each year's doings, instead of one that includes a part of two years. In doing this, it has made the payments in some departments larger than they would otherwise have been.


The expenditures in the School Department were increased by the fitting up of a room in the Everett School-house, at a cost of $253. The Janitor's bill also covers nearly two years, and the rent of Primary School-room one year and a half; in all, some $600 more than the ordinary expenses of a school year.


The general condition of our streets is good, and we know of no reason that there should be any unusual expenditures in this

department, except the widening of Gnild street as ordered by the County Commissioners.


Our Fire Department is one of the most expensive luxuries which we as a town indulge in. This report covers the pay- ment for twenty-one months instead of one year, the expen- ditures being less than they have been for the past years, as there have been but few fires during this time.


The report of the department for Support of Poor is not en- couraging. The cry is, "Still they come." The humanity of our laws is such, that the unfortunate, the indigent, and the lazy alike call, and must be helped ; and it has become quite "the thing" for people to live on the public bounty, as ean be seen when we have to lodge and feed 2,843 in thirteen months ; and as we have no other accommodations, have to provide for them at a hotel ; this makes it very expensive for the town, and we recommend building a lock-up.


As required by the By-Laws, we submit the following esti- mates for the ordinary expenses of the town for the ensuing year :

To this must be added the State and County Tax.


The payment of taxes at the present time is a great hardship for many people, and we hope that at the town meeting in March, when the appropriations are made, you will bear in mind that it is what you vote to raise that makes your taxes.


The estimates that we have given are, we think, complete, and perhaps might be reduced in some cases, which we leave to your judgment.
