Annual Report of the Board of Selectmen
The Selectmen respectfully submit the following re- port of their doings for the year ending December 31, 1907, together with their recommendations for the year 1908 :
To the Citizens and Taxpayers of Attleborough :
The Board of Selectmen for the year ending March, 1908, desire at this time to call the attention of the tax- payers and citizens to the necessity of inaugurating a system of rigid economy in the expenditure of the town's money. We care not whether the contemplated improve- ments are to be paid for out of the tax levy for 1908, or whether it is to be paid by the issuance of bonds or notes -that is simply postponing payment of the original amount with interest added each and every year until bonds mature and are taken up and paid. We are pay- ing out too much of our income for interest money that does not reduce the indebtedness a single dollar. The in- terest paid on notes and bonds for the year 1907, we estimate will amount to one-tenth of the amount of the total tax levy. While we would not recommend that any absolutely necessary work be postponed, where it is go- ing to work a positive injury to the property of the town, yet we would advise going slowly in our expenditures in order to allow the business man and the mechanic an opportunity to recuperate a little, if possible, after the very unsatisfactory business for past few months.

Highways and Bridges.
Our streets for the past few years have been greatly improved and, perhaps, no town in this vicinity has a greater number of miles of good streets than has Attle- boro. A few years ago we were noted for our poor streets, and it was said you could always tell when you got into Attleborough because you were on the most poorly kept streets, now just the reverse is true, and you can always tell when you leave our town line for you leave well-made and well-kept streets and immediately strike the poorer kind. We recommend a continuance of this good work.
Police Department.
We again congratulate the town upon its very small outlay for police. We are the banner town in the com- monwealth in this respect. According to our population, we have the smallest police force. This alone speaks volumes for the sobriety and good conduct of our people, who as a whole are an honest and industrious class, and we trust we shall continue in the future to still be entitled to claim the distinction we now enjoy.
Street Lighting.
Soon after the annual March Meeting the Board decided to ask for a conference with the Attleboro Steam & Electric Company for the purpose of considering the way, whereby we could improve the service the town was receiving, without adding to the cost. The president and directors met with the Selectmen and went over very thoroughly the needs and requirements, and while we did not get everything we requested, we did receive con- cessions from the company that have improved the ser- vice greatly. While we are not yet satisfied, we are now receiving better service than ever, as the streets are

lighted earlier in the evening, and the moon schedule of lighting has been changed so as to allow lighting more nights per month. The streets of the town are now pretty well lighted and there is but little complaint made and very few requests for new lights.
Sidewalks.
During the past two years considerable time and money has been expended in the extension of sidewalks in the town, and we realize that in order to keep pace with our good streets we must have good sidewalks. Our people who walk are as much entitled to good side- walks as are the people who ride entitled to good streets. Therefore, we recommend that a certain sum of money be expended each year for permanent sidewalks either of concrete or some other material.
Thacher Brook Drain.
We would recommend a continuation of this drain, as it drains a large area of land and brings large returns in the shape of taxable property. Last year a good deal of work was accomplished, and with an appropriation this year of one thousand dollars the work will be nearly com- pleted, and we would recommend that amount.
We recommend that a statement be rendered to the Selectmen each month, showing the standing of each department at the time, and that no bills be contracted in any department in excess of the appropriation unless said purchase or contract has the approval of the Board of Selectmen.
We recommend that no elected board in any depart- ment of the town shall appoint any one of its members to act as superintendent of the department that they are members of.

We recommend that the fiscal year and financial year begin with the first day of March in each year, and close with the last day of February following.
We recommend that a committee be appointed, to be known at the committee on sewerage. That they investi- gate the subject in all its details : as to the method, cost, etc., and outline the district to be served, and the prob- able place where the filter bed will be located, and that they report at any future meeting of the town the result of their investigation. We realize it will take consider- able time to do the preliminary work and get legislative authority, but we know of nothing more urgently demanded by the people for its welfare, convenience and health then a system of sewerage.
