Each year the detail increases in the Clerk's office due to added clerical duties required in new forms demanded by almost every state department, es- pecially by the State Secretary and on election statistics. I hope that this will be considered in allowing salary, wages and expense of office for 1961. Nothing is being requested in the Clerk's Department budget that is not positively needed. Again I mention that only through the loyalty and efficiency of the assistant City Clerk, Mrs. Theresa Sullivan, and clerk, Mrs. Gladys Hoyle, made this pleasant report possible.


The clerk wishes to publicly acknowledge assistance given by the City Treasurer's office and the City Stenographer Gladys Hinds whenever needed.


The new City Primary law and the increased number of lengthy council meetings are two other factors that I hope will be duly considered in the 1961 provisions for this office,

REPORT OF THE POLICE DEPARTMENT 1960


Honorable Cyril K. Brennan, Mayor Members of the Municipal Council


Gentlemen:


Pursuant to the requirementsof the City Ordinance I hereby submit the annual report of the Attleboro Police Department for the year ending December 31, 1960.


The Police Department consists of a Chief, one Lieutenant, one Inspector, five Sergeants, one Parking Meter Supervisor, twenty-nine Patrolmen, four Reserve Patrolmen, one Junior Building Custodian and an intermittent Matron for female prisoner supervision.


The following equipment is owned, used, maintained or under the custody of the Police Department:


1. Four 1960 Ford Station Wagons used as police cruisers and emergency ambulances, numbered 2, 3, 4, and 5.


2. One 1958 four-door Ford used by the Chief and for emergency purposes.


3. One General Electric radio transmitter-receiver, KCA-887, which is located at Police Headquarters and five mobile units which are in the cruisers.


4. One State Police receiver used for Civilian Defense purposes.


5. One teletypewriter leased to this department by the New England Tele- phone and Telegraph Company.


6. One parking meter parts lubricating and cleaning machine.


7. Five typewriters and one Regna Adding machine.


"8. . 38 calibre revolvers, all of official police type which all use the same type of ammunition, tear-gas clubs, one tear-gas gun, six . 22 calibre target practice revolvers and ammunition for all.


9. Four Smith-Wesson . 22 calibre Target Automatic pistols donated to the Department for the "Pistol Team" by William O. Sweet.

Report of the Police Department continued-


During the year there were 559 offenders before the court for having committed 592 .crimes, a moderate decre se over a year ago. Of this total only a small percentage were felonious crimes. Several of the misdemeanor arrests erased gaming and immorality nuisances before they became widespread.


The number of serious motor vehicle accidents rose slightly during the year and there was a sharp increase in the number of minor accidents. This was attributable for the most part to adverse weather conditions as compared to a year ago. A total of 1151 motor vehicle accidents was recorded for the year in which 397 persons were injured and property damage extended into the thousands of dollars. Unfortunately, too, we had to investigate three fatal motor vehicle accidents in which four persons died. We hope that with more favorable weather conditions and with more facilities and strength to combat the motor vehicle prob- lem we can arrive at a better accident report a year hence.


Our officers were required to investigate 1744 miscellaneous complaints during 1960, a decrease of 121 over a year ago. These were in addition to arrest investigations and motor vehicle accidents and motor vehicle violation invest- igations. Juvenile delinquency complaints and arrests, including several serious ones, showed a definite decrease over 1959 -- our juvenile problem, while serious enough, is not yet alarming in this city.


Most of our off-duty personnel was from time to time utilized throughout the year doing traffic duty for the contractor and for the state which is constructing the major road project, Route 95, from the state line to Thacher Street. No serious traffic interruptions developed as a result of this construction during the year past. The major part of this project is complete as of the end of the year. Another section, the final one in this city, which runs through the northern part of the city, started early in December and probably will be under construc- tion during most of 1961.


Concluding, may I extend my sincere thanks to Mayor Brennan and members of the Municipal Council for their continued interest and cooperation in police department affairs. Also my thanks are extended to the State Police, the FBI, members of the Massachusetts Registry of Motor Vehicles, members of the Judiciary and employees of the Fourth District Court, the Special Police Asso- ciation and members of nearby police departments who have been always willing to cooperate and assist us when necessary. I also wish to thank members of the Attleboro Police Department for their continued efforts in preventing and restrain- ing crime throughout the city as well as for the many other acts they performed during the year.

ACCIDENTS INVOLVING INJURIES OR DAMAGE OVER $200 385 ACCIDENTS INVOLVING NO INJURIES OR DAMAGE LESS THAN $200- 766


All accidents reports involving injuries or damage to either motor vehicle in excess of $200. 00 are required by statute to be sent to the Registry of Motor Vehicles in Boston. Copies of reports of accidents investigated by this de- partment were sent to the Registry accordingly. The remainder of accidents reports or so-called minor accidents were recorded at Police Headquarters where they are on file. All appurtenant data of accidents occurring in this city are sent to the Massachusetts Safety Council and to the National Safety Council in Chicago. All accident data for this city were processed by Patrol- man Howard M. Cruff, Jr. , and Lieutenant John W. Hardt of this department.
