I take pleasure in presenting the annual report for the year 1962. All figures are to the close of December 31, 1962. There may be some additions to the vital statistics when returns from births, deaths, and marriages of Attleboro people occurring in other places are finally reported here. Here is a comparison of figures over the past five years:

Again last year the "over the counter" work increased and the city received added revenue accordingly. This counter work and the handling of vital statistics with the book entering, the report of them to the Secretary of State and where out of town persons were involved in births, deaths, or marriages has been very capably carried out by the City Clerk's staff including Mrs. Jeanette Flanagan and Catherine Colomb. The City Stenographer Gladys Hinds, and members of the City Treasurer's crew have helped this department greatly and in the time of the primaries, election, and recount City Messenger Thomas Winder assisted greatly.

Report of the City Clerk continued-
A breakdown of these receipts show that they were made up of $71. 00 for motor sale licenses; $306. 00 for hackney and express licenses; $132. 00 for common victuallers and lodging house licenses; $210. 00 for Sunday sales; $224. 00 pool and bowling; $15. 00 auctioneers; $405. 00 for junk and second hand licenses; $95. 50 for amusements; $111. 00 for signs; $50. 00 theatre; $147. 50 gas and ammunition; $620. 00 marriages; $1, 871. 25 sale of certi- fied copies of records; $2, 230. 51 recording financial statements; the rest in a miscellaneous classification such as sale of ward listing books, sale of duplicate dog tags, etc.
Gross value of dog licenses sold was $3, 407 for 816 male dogs, 87 female dogs, and 510 spayed female dogs. The county received $3, 047. 50 for dog licenses and the clerk retained $359. 50. The gross amount covered also 22 kennels at $10. 00 each, two $25. 00 kennels and one $50. 00 kennel. Dur- ing April the clerk made his annual visit to the South Attleboro fire station the same night the tax collector was there, thus accommodating some 100 dog owners. The individual dog population (exclusive of those covered by kennels) is 1413 to date.
During the year 1512 sporting licenses were written out at the clerk's counter. The gross value was $6609. 75. Breakdown of sales last year, compared to 1961 follows:

Fishing licenses were most popular 538 of them being sold, hunting licenses were next with 477 sales, there were 144 combination hunting and fishing, 107 junior fishing; 70 women's fishing licenses. There were 22 out of state fish- ing and 28 out of state hunting licenses sold. Over 150 free (over 70) licenses were mailed out or handled over the counter and 30 archery stamps for deer hunting were sold. There were other kinds of licenses, trapping, minor trap- ping etc. , three day fishing licenses for out of state visitors included. In Dec- ember of 1962 some $450. 00 worth of 1963 licenses were sold over the counter.

REPORT OF THE POLICE DEPARTMENT 1962
Honorable Cyril K. Brennan, Mayor Members of the Municipal Council
Gentlemen:
In accordance with the requirements of the City Ordinance I hereby submit the annual report of the Police Department for the year 1962.
The police department complement is one Chief, one Lieutenant, one Inspector, five Sergeants, one Parking Meter Supervisor, twenty-nine patrolmen, three reserve patrolman, one Junior Building Custodian, and a temporary matron who is called to duty when needed.
The following equipment is owned, maintained or under the custody of the police department:
1. One 1961 Ford station wagon; three 1962 Ford station wagons; one 1958 Ford Fordor (Chief's car).
2. One General Electric Transmitter-Receiver, KCA-887, located at police headquarters and five mobile radio units in the cruisers.
3. One State Police receiver used for Civilian Defense.
4. Teletypewriter leased from the NET & T Co.
5. One parking meter parts lubricating and cleaning unit.
6. Five typewriters and one Regna Adding machine.
7. Official type 38 cal. Colt revolvers for each officer, tear-gas clubs, one tear -gas gun, six 22 cal. target practice revolvers and ammunition for all.
8. Four 22 cal. Smith-Wesson automatic pistols for use by the pistol team; these were donated by Mr. William O. Sweet.
9. Two cameras and fingerprint equipment with chemicals and supplies for use in the "dark room".
In 1962 there were 548 defendants arraigned before the Fourth District Court to answer 824 complaints. There were some very serious crimes among them, including burglary, incest, robbery, violation of the narcotic laws and several fraudulent check cases. Most of these serious crimes were solved by our officers but required diligent research and investigation both within and out of the city. Our conviction rate was 92%.
Motor vehicle accidents continued to plague us. A substantial increase of accidents required a great deal of time for investigation in this phase of work. Beside the thousands of dollars of property damage and 416 injuries recorded we had six fatalities during the year. We must conclude that poor weather con- ditions, additional motor vehicles and drivers on the highways along with the nor- mal negligence involved contributed for the most part to these accidents. This increase in accidents followed the State and National trend.

Report of the Police Department continued-
Our cruiser patrols investigated 1981 miscellaneous complaints during the year, these being in addition to over 1000 accident and arrest investigations. In the overall picture we had much more business than a year ago in all phases of law enforcement.
Through the cooperation of the Mayor and Council three of our officers attended police law and enforcement classes at NortheasternUniversity in Bos- ton on a regular basis. Courses in criminal investigation, police public rel- ations, evidence and traffic accident investigations were covered by the police students. In addition several of our officers attended short courses and sem- inars relating to the various phases of police procedure.
During the year past the department had no additions to its personnel and no resignations although one of our officers is presently on leave of absence- Howard M. Cruff, Jr. We are sad to note the passing of two former members, Lieutenant Frank Mckay and Patrolman Joseph A. Fredette.
I extend my personal thanks as well as those of the members of the Depart- ment to Mayor Brennan and members of the Municipal Council for their con- tinued interest in the police department; also my appreciation to the State Police units, FBI. , Registry of Motor Vehicles, members and attaches of the Fourth District Court, the Special Police of this city and police departments in and out of the state who have been most cooperative in matters of mutual interest.
