To His Honor, Cyril K. Brennan, Mayor and Members of the Honorable Municipal Council:


I submit herewith the Annual Report of the City Clerk for the year ending December 31, 1963.


The report is for the first six months of the year with Mr. Kenneth Blandin Clerk, and until his retirement after 23 years of service to the city. By vote of the Municipal Council, I was elected City Clerk for the interim period from June 1st to December 31, 1963.

There were 792 fishing licenses, 365 hunting licenses, 212 sporting licenses; 160 minor fishing; 66 female fishing; 9 minor trapping; 6 non- resident 3-day fishing licenses; 14 non-resident fishing licenses; 7 alien fishing; 26 non-resident hunting licenses; 24 duplicate licenses; 37 archery deer stamps; 53 free sporting licenses and 2 free fishing licenses.


The office was kept open by the City Clerk on Saturday mornings in November and December to accommodate persons desiring to obtain hunting licenses.


The over the counter gross value of dog licenses was $3,665, 00 which was for 913 males, 80 females, 558 spayed females, 20 $10 kennel licenses, 3 $25. 00 kennel licenses and 1 $50. 00 kennel. The canine population for 1963, exclusive of those covered by kennels, is 1542 to date.


There were 672 Financial Statements recorded and processed in 1963.

It is with regret that I announce that during the latter part of the year, Mrs. Katherine Colomb on the clerical staff of the City Clerk's office passed away. Mrs. Marie Ronhock, a former clerk for four years from 1945 to 1949 in the City Clerk's office, has returned to work in this office.

Report of the City Clerk continued-


It is recommended that due to the value of business carried on in the City Clerk's office, additional office space would be most welcome. More up-to-date files are needed for the storage of record books, such as births, marriages and deaths, so that the books which are used constantly will be kept from further deterioration due to the poor storage at the present time. An additional file is needed for the financial statements since it is an active file, numbering in the vicinity of 2000 records. A file is also neces- sary for the adequate storage of birth certificates which must be kept in the fireproof vault. An Adding Machine is also needed. In order to facilitate the work efficiently, the proper equipment is necessary.

REPORT OF THE POLICE DEPARTMENT 1963


Honorable Cyril K. Brennan, Mayor Members of the Municipal Council


I am submitting the annual report of the Police Department for the year 1963:


The police department is composed of a Chief, one Lieutenant, one Inspector, five Sergeants, one parking meter supervisor, thirty patrolmen, three reserve patrol- men, one junior building custodian, and a matron who works as needed.


The following equipment is owned, maintained or under the care of the police de- partment:


(1) Three 1962 Ford Station wagons and two 1963 Ford wagons.


(2) One G. E. transmitter-receiver, station KCA-887 and five mobile radio units in the cruisers.


(3) Two Walkie Talkies used by walking patrolmen in the center during the nighttime


(4) Teletype machine leased from the NET & T Company.


(5) One parking meter lubricating and cleaning machine.


(6) Five typewriters; one Victor Adding machine and one Smith-Corona duplicating machine.


(7) Official type . 38 calibre Colt revolvers for each officer. ammunition for same and six . 22 calibre target practive revolvers.


(8) Four . 22 calibre Smith- Wesson automatic pistols for use of our pistol team. These were donated through the kindness of William O. Sweet.


(9) Two cameras and finger-print equipment with chemicals for use in our dark room.


In the criminal and prosecution elements of our work we note that 502 persons were arraigned before the Fourth District Court for the commission of 639 crimes in addition to 226 motor vehicle complaints for which drivers were penalized . Several serious crimes including armed robbery. burglaries, sex orgies and two murders were solved during the year by our inspector's division. The solv- ing of these crimes aided immeasurably in breaking similar crimes in nearby cities and towns. This was accomplished by diligent and untiring research by our investigators, especially Inspector Crook and Patrolman William Heussler and Frank Chamberlain,


Our officers investigated 1984 miscellaneous complaints during 1963, these being in addition to over 1200 automobiles accidents which occurred during the year. These statistics show a gradual incline in all phases of police work.


Motor vehicle accidents in Attleboro rose slightly over the previous year. We recorded 1219 accidents with 470 injuries and four fatalities. These increases are commensurate with the state and national trends.


We are constantly plagued with a lack of available personnel to replace officers who are sick, suspended, on leaves of absence or who resign. Our only solution to this problem is the employment of available officers who are obliged to work extra shifts.

We are sad to note the passing of our former retired officer, Donat E. Pion, who died in December.


I extend my personal sincere thanks and that of the department to Mayor Brennan and the City Council for their continued interest in our affairs, also our apprecia- tion to the State Police units, the Federal Bureau of Investigation, the Registry of Motor Vehicles, members of the Fourth District Court family, the Special Police unit of this city, and to all police departments in and out of the state who were always anxious to cooperate toward a common goal.
