Legislative and Executive Department.
The Legislative Power of the City is vested in the City Council, chosen annually, and consists of eight Aldermen chosen from the City at large, and eighteen Common Councilmen chosen from the eight Wards in the following proportion :- From Ward 1, three ; Ward 2, three; Ward 3, three; Ward 4, three; Ward 5, three ; Ward 6, one; Ward 7, one; Ward 8, one. The Executive Power is vested in the Mayor and Al- dermen. The Municipal year commences on the 1st Monday in January.

The principal labor at the Armory the last year has been upon the Machinery preparatory to the Manufac- tory of the new Model Arms.
During the year a series of experiments with Rifled Muskets has been had under the direction of the Ordi- nance Board, conducted by Lieut. Benton, a member of that Board, and the Model for Rifled Muskets and Carbine Pistols has been adopted, after long and care- ful trial, and one supposed to be the most effective of any non-repeating small arms in the world. Extensive improvements are in progress at the Upper Water Shops.
