ROAD COMMISSIONER'S REPORT.


The inhabitants of the town are aware of the bad condition of the roads generally, through a large portion of the town when the Commissioners took charge of them. We have expended in repairing highways and bridges the past year, together with the Depot road, Commissioners' services, men, teams, repairing tools, &c., the sum of $2,316.90.


The commissioners have built a new piece of road leading from Main street to Joseph Bowen's house, which the town vo- ted and authorized the Selectmen to build two years ago. This road cost in its construction, $39.65 ; it would not have exceed- ed $30. had it not been for the large stone which had to be re- moved in its construction. In the past year we have removed over 5,000 loads of gravel and stone on the roads, and we think it can be safely said, without fear of contradiction, that much more labor has been done on the highways the past year than has been done in any single year before. The reasons for this are obvious : under the former system of dividing the town into twenty-nine highway districts, each surveyor in the several dis- tricts having but a comparatively small sum to expend in his district, did not feel warranted to break into a hill or difficult place, where, if anything is done. it would require considerable expense to accomplish it ; and for that reason nothing is done, or a little patching up here and there, which proves but a little benefit to the roads, is the result. On the other hand, the com- missioners having in their hands the whole amount of money appropriated for highways to expend as their judgement deemed

best, for the interest of the whole town, they can act very differ- ently in the matter than district surveyors. If, in the judgement of the commissioners, there needs to be one, two or three hun- dred dollars expended on any given road, they feel at liberty, and in justice can do so, which the district surveyor cannot do on account of the limited sum he has to expend. Again, much is gained in removing gravel in having a large number of men and teams under the charge of one man, having the men and teams well-balanced so that neither will stand idle, waiting one for the other, thus all are constantly kept at work.


The commissioners are highly in favor of the use of the road machine the town purchased the past year ; it is our judgment that four men with the machine will accomplish more in re- moving the earth on the sides of the roads into the centre and finish twice or even three times as much as that number can in the former method of repairing roads, and our judgement in this matter is fully corroborated by those in other towns which are using similar machines.


For the information of the town, we present the average sums that the town has paid the last four years for repairing roads and bridges :


Deducting out in 1880, $360.89 for building culverts on Main street ; in 1881, $541.84 on Railroad street ; and in 1883, $453.62 on the Lovett bridge ; making the average expenditure for the four years past on repairing roads and bridges $2,604.43, or with the above deductions added, making the sum total ex- pended annually $2,943.54.


The Commissioners are of the opinion that, with the except- ion of the Depot street, if the same amount appropriated as last year, be judiciouly expended for two years to come, the roads will be in good condition and can then be kept sô for fifteen or six- teen hundred dollars annually expended. We further recom- mend that in view of the present condition of Depot road, that the town appropriate but two hundred dollars the coming year instead of three hundred, as in the past. The commissioners will further report that we have endeavored to expend the money appropriated, in the most economical and judicial manner, for the interest of the whole town. We have had to leave some roads without doing much to them this year, but they will be attended to the coming year. The town can readily see that the bad state the roads were in when we took charge of them, could not in one year with the usual sum of money ap- propriated, make them all they ought to be. We are sat- isfied that after giving three years trial to the present system,

the wisdom of the change will be satisfactory to all ; but if not, after a fair trial, the town can adopt any other method they may deem best for repairing the highways.


Your commissioners will further report we have submitted our accounts and books with the vouchers, for all we have done, to the Selectmen, for their examination and approval.
