WARRANT FOR TOWN MEETING.


WORCESTER, SS.


To either of the Constables of the Town of Douglas, in the County of Worcester, GREETING :


In the name of the Commonwealth of Massachusetts,


You are directed to notify the inhabitants of the Town of Doug- las, qualified to vote in elections and in town affairs, to meet in the Town Hall, in said Douglas, on Mouday, the sixteenth day of March, inst., at ten o'clock in the forenoon, then and there to act on the following articles :


ART. 1. To choose a Moderator to preside at said meeting.


ART. 2 .- To choose all necessary Town Officers for the en- suing year, including an Agent and three Appraisers on the Devise of Moses Wallis to the inhabitants of Douglas ; three School Committee for three years each; two Trustees of the Public Library for three years each ; and one Road Com- missioners for three years.


ART. 3 .- To hear the report of the several Town Officers and act thereon.


ART. 4 .- To raise by tax and appropriate such sums of mon- ey as may be necessary for the support of Poor, of Schools, for repairing School Houses, repairing Highways and Bridges and for payment of Debts and Contingent expenses for the en- suing year.


ART. 5 .- To see if the Town will vote to rescind the vote passed at the annual March meeting of 1883, under Article 19 of the Warrant of said meeting, whereby the Town voted to ac- cept the provisions of the Statutes, and that we repair the Highways, Townways and Bridges the ensuing year by choosing three Road Commissioners.

ART. 6 .- To determine the manner of repairiug Highways, Townways, and Bridges the ensuing year.


ART. 7 .- To see if the Town will vote to instruct the Collect- or of Taxes for 1885, to collect interest on all taxes not paid at a specified time, and to fix said time and rate of interest ; also to see if the Town will vote to allow interest on all taxes paid before said time and fix the rate thereof.


ART. 8 .- To see if the Town will give the Collector of Taxes the same authority that a Town Treasurer has when collector.


ART. 9 .- To determine the time when the Poll and other Taxes shall be collected.


ART. 10 .- To act on the list of Jurors reported by the Selectmen.


ART. 11 .- To see if the Town will authorize its Treasurer to borrow such sums of money as may be necessary for paying current expenses when there is a deficiency in the treasury, with the approval of the Selectmen.


ART. 12 .- To see what use the Town will make of the Dog /Fund (so called), the ensuing year.


X ART. 13 .- Shall licenses be granted for the sale of intoxica- ting liquors in this town the ensuing year.


ART. 14 .- To see what action the Town will take in regard to a claim for injuries and damage received by C. F. Rawson and team on account of alleged defect and obstruction in the Townway on Pleasant St. near the Parley Gould place (so called) Oct. 15, 1884.


ART. 15 .- To hear the report of any outstanding committee and act thereon.


ART. 16 .- To see if the Town will make a special appro . priation for repairing the East Douglas Depot Road (so called).


ART. 17 .- To see what number the acting Superintending School Committee shall consist the ensuing year.


ART. 18 .- To see what compensation the Superintending School Committee shall receive, including the enumeration of scholars the ensuing year.


ART. 19 .- To see if the Town will vote an appropriation of One Hundred Dollars to Grand Army Post, No. 137, for Me- morial day purposes for the current year.


ART. 20 .- To see if the Town will vote to pay the members of the Fire Company the sum of Eight Dollars each, for their services the ensuing year ; no member to receive said sum un- til he has served his full year ending April 1, 1886, and all fines

due said Company to be deducted from said amount ; the above named sum to be drawn on the order of the Foreman of the Company.


ART. 21 .- To see if the Town will appropriate and expend any part of the money which may be received for Licenses the current year to improve the sidewalks and laying and maintain- ing Street Crossings on Main street in the village of East Douglas.


. ART. 22. To see if the Town will vote to hold all future Town Meetings in some suitable place in the village of East Douglas, and make all suitable arrangements to carry the same into effect.


And you are directed to serve this Warrant by posting up at- tested copies thereof, at the Post Office in East Douglas, at the Meeting House in Douglas Center, and at the Tavern House of William Jepherson, so called, in South Douglas, ten days at least, before the time for holding said meeting.


Hereof fail not, and make due return of this Warrant, with your doings thereon, to the Town Clerk at the time and place of meeting aforesaid.

We have expended over five-sixths of the money laid out the past year, on the roads leading to the out-skirts of the town. We have drilled over three hundred feet of rock, and blasted the same on the following roads : Providence Pike, the Boston & Hartford Pike, and the roads leading from the Centre, to the Oxford Pike, and the Nichols road, so called. We have removed over three thousand five hundred loads of gravel, in different sections of the town, including the Wallum Pond hill road, to the Rhode Island line.


The two past years under the present system, the town has expended on highways and bridges Two Thousand, Four Hun- dred and Twenty-Two Dollars per year, and the four years previous to the present system, the town expended Twenty-nine Hundred and Forty Five Dollars, on an average, making the sum of Five Hundred and Twenty-Three Dollars less per year under the new system than the old. The tax

payers of the town can judge for themselves which system has rendered the greatest benefit to the highways in the town, ac- cording to the different sums expended.
