WARRANT FOR TOWN MEETING.


WORCESTER, SS.


To either of the Constables of the town of Douglas, in the County of Worcester, Greeting :


In the name of the Commonwealth of Massachusetts,


You are directed to notify the inhabitants of the town of Doug- las, qualified to vote in elections and in town affairs, to meet in the Town Hall, in said Douglas, on Monday, the seventeenth day of March, inst., at ten o'clock in the forenoon, then and there to act on the following articles :


ART. 1. To choose a Moderator to preside at said meeting.


ART. 2. To choose all necessary Town Officers for the en- suing year, including one Agent and three Appraisers on the Devise of Moses Wallis to the Inhabitants of Douglas ; three School Committee, for three years each; two Trustees of the Public Library, for three years each.


ART. 3. To hear the reports of the several Town Officers and act thereon.


ART. 4. To raise by tax and appropriate such sums of money as may be necessary for the support of Poor, of Schools, for Repairing School Houses, Repairing Highways and Bridges, for payment of Debts and Contingent expenses for the ensuing year.


ART. 5. To see if the town will vote to instruct the Col- lector of Taxes for 1890, to collect interest on all taxes not paid at a specified time, and to fix said time and rate of interest; to see if the town will give the Collector of Taxes the same authority that a Town Treasurer has when Collector.


ART. 6. To determine the time when Poll and other Taxes shall be collected.

ART. 7. To act on the List of Jurors reported by the Select- men.


ART. 8. To see what use the Town will make of the Dog Fund (so called) for the ensuing year.


ART. 9. To hear the report of any outstanding committee and act thereon.


ART. 10. Shall licenses be granted for the sale of intoxicat. ing liquors in this town, the ensuing year.


ART. 11. To see if the town will pay the sum of fifteen dollars or any part thereof for repairing the windows, painting and whitening the Vestry of the Church, the place of holding Town Meetings.


ART. 12. To see if the Town will vote to pay the members of the Fire Company the sum of eight dollars each, for their services the ensuing year ; no member to receive said sum until he has served his full year, ending April 1, 1891, and all fines due said Company be deducted from said amount ; the above named sum to be drawn on order of the Town Treasurer.


ART. 13. To see what number the acting Superintending Committee of Schools shall consist, and to see what compensa- tion they shall receive.


ART. 14. To see if the Town will vote to unite with other Towns and employ a Superintendent of Schools.


ART. 15. To see if the Town will authorize its Treasurer, with the approval of the Selectmen, to hire money in anticipa- tion of taxes of the ensuing year, and to issue notes of the town therefor, and that the debts incurred under the authority of the vote, are hereby made payable from said taxes.


ART. 16. To see if the Town will appropriate the sum of $150.00 to Samuel Sibley Post, G. A. R., for charitable purpos- es, under provisions of Chap. 189, Sec. 1, of Acts and Resolves of the year 1885.


ART. 17. To see .if the Town will vote to rescind the vote passed at the November Election to discontinue the road as a town road from John Morrill to Franklin Street (so called).


ART. 18. To see what action the Town will take in regard to truant schools.


ART. 19. To see if the Town will vote to authorize the Assessors to abate such taxes as in their opinion ought to be abated, which were assessed the previous year.


ART. 20. To hear the report of the Superintendent of Roads as regards the obstruction crossing Depot Street, and take any

action in regard to the same that the Town deem advisable.


ART. 21. To see if the Town will accept a proposition made in regard to building a new Town Road on the northerly side of and parallel to said Railroad. and act on any matters that may come up relative to the same.


The Polls will open at 10 o'clock, A. M., and close at 4 o'clock, P. M.


And you are directed to serve this Warrant by posting up attest-


ed copies thereof, at the Post Office in East Douglas, at the Meeting House at Douglas Center, and at the Tavern House of William Jefferson, so called, in South Douglas, ten days at least, before the time for holding said meeting,


Hereof fail not, and make due return of this Warrant with your doings thereon, to the Town Clerk at the time and place of meeting aforesaid.

annual report. . We received from him, for publication, a report of his transactions as agent only, covering his management of the property since rendering his report to the Probate Court. But knowing that a complete report, covering all the transact- ions, is desired, we publish the following certified copy of the Probate records. The trustees are not satisfied with the small amount which the library receives from this bequest, and feel that the costs of settling the estate have been excessive.
