WARRANT FOR TOWN MEETING


WORCESTER, SS.


To either of the Constables of the town of Douglas, in the County of Worcester,


Greeting :


In the name of the Commonwealth of Massachusetts,


You are directed to notify the inhabitants of the town of Doug- las. qualified to vote in elections and in town affairs, to meet in the Town Hall, in said Douglas, on Monday, the sixteenth day of March, current at ten o'clock in the forenoon, then and there to bring in their votes to the Selectmen.


ART. 1. To choose a Moderator to preside at said meeting.


ART. 2. To choose a Town Clerk, Treasurer, three Select- men, three Assessors, Town Agent, Six Constables, Tax Collect- or, Agent and three Appraisers on the Devise of Moses Wallis, three Fence Viewers, and three Bridge Viewers all for one year ; also, one Overseer of the Poor, three School Committee, and two Trustees for the Public Library for three years.


ART. 3. To choose all other necessary town officers, and to fill all vacancies that may appear.


ART. 4. Shall licenses be granted for the sale of intoxicating liquors in this town, the ensuing year.


ART. 5. To hear the reports of the several Town Officers and act thereon.


ART. 6. To raise by tax and appropriate such sums of money as may be necessary for the support of Poor, of Schools, for re- pairing School Houses, repairing Highways and Bridges, for payment of debts and interest and contingent expenses for the ensuing year.

ART. 7. To raise by tax and appropriate the sum of three hundred dollars to pay a superintendent of schools.


ART. 8. To see if the town will vote to instruct the Collector of Taxes for the year 1891, to collect interest on all taxes not paid at a specified time, and to fix said time and rate of interest ; to see if the town will give the Collector of Taxes the same authority that a Town Treasurer has when Collector.


ART. 9. To determine the time when. Poll and other Taxes shall be collected.


ART. 10. To see if the Town will accept the list of names proposed by the Selectmen to serve as Jurors, the ensuing year. or amend the same by adding thereto or taking therefrom.


Art. 11. To see if the town will vote to pay the members of the Fire Company the sum of eight dollars each, for their services the ensuing year ; no member to receive said sum until he has served his full year, ending April 1, 1882, and all fines be deducted from said amount ; the above named sum to be drawn on order of the Town Treasurer.


ART 12. To see what use the Town will make of the Dog Fund (so called) for the ensuing year.


ART. 13. To see what number the acting Superintending Committee of Schools shall consist and what compensation they shall receive.


ART. 14. To see what compensation the Town will allow their Tax Collector for collecting taxes for the ensuing year.


ART. 15. To see if the Town will vote and appropriate the sum of one hundred and fifty dollars to Samuel Sibley Post, G. A. R., for charitable purposes under provisions of Chap. 189, Sec. 1, of Acts and Resolves of the year 1885.


ART. 16. To choose one or more Auditors in accordance with Sec. 1, Chap. 221, of the Laws and Resolves of 1888.


ART. 17. To raise such sums of money as may be necessary to furnish State aid to disabled soldiers and their families.


ART. 18. To see if the Town will vote to award a bounty on all foxes and crows killed by our town's people within the limits of the town, and how much.


ART. 19. To see if the town will vote to purchase land where the Engine building now stands and take deed of same, or act, or do anything in relation to the same.


ART. 20. To see if the town will vote to buy a piece of land

of J. A. Richardson for the purpose of enlarging the town cem- etery.


ART. 21. To see if the Town will vote to repair or rebuild the fence on the easterly side of the town burying ground, or act or do anything in relation to the same.


ART. 22. To see if the Town will vote to reset some of the oldest headstones, now laying down, in the town cemetery.


ART. 23. To see if the Town will vote to post warrants, calling future town meetings, at the store of James H. Dudley, instead of on the meeting house at Douglas Center.


ART. 24. To see if the Town will vote to authorize the As- sessors to abate such taxes as in their judgement ought to be abated, which were assessed the previous year.


ART. 24. To see if the Town will authorize its Treasurer, with the approval of the Selectmen, to hire money in anticipation of taxes of the ensuing year and to issue notes of the town therefor, and that the debts incurred under the authority are hereby made payable from said taxes.


ART. 26. To see what action the Town will take to truant schools.


ART. 27, To see is the Town will vote to expend, for the suppression of crime, (committed in this town,) under the direc- tion of the Selectmen, or a committee appointed for that pur- pose, the whole or any part of the money received by the town for fines in criminal cases.


ART. 28. To see if the Town will vote to sell or rent their town farm, or act or do anything in relation to the same.


ART. 29. To see if the Town will vote to pay Geo. P. B. Clarke, ten and 10% dollars for expense incurred in sending notices to tax payers, as provisions of Chapt. 334 of the Laws and Resolves of 1890.


ART. 30. To see if the Town will vote to have the valuation list of 1891 printed.


ART. 31. We have fixed the time at which the Polls may be closed at 3 o'clock, P. M.


And you are directed to serve this Warrant by pasting up attest- ed copies thereof, at the Post Office in East Douglas, at the Meeting House at Douglas Center, and at the Tavern House of William Jefferson, so called, in South Douglas, ten days at least, before the time for holding said meeting.

Hereof fail not, and make due return of this Warrant, with your doings thereon, to the Town Clerk at the time and place of meeting aforesaid.
