Warrant for Town Meeting.


WORCESTER, SS.


To either of the Constables of the Town of Douglas, in the County of Worcester, Greeting :


In the name of the Commonwealth of Massachusetts,


You are directed to notify the inhabitants of the town of Doug- las, qualified to vote in Elections and in Town Affairs, to meet in the Town Hall, in East Douglas in said Douglas, on Monday, the seventeenth day of March currant, at nine o'clock, in the forenoon ; then and there to act on the follow- ing articles :


Art. 1 .- To choose a moderator to preside at said meeting.


Art. 2 .- To choose a Town Clerk, Town Treasurer, one Selectman for three years, one Assessor for three years, Town Agent, six Constables, Tax Collector, Agent and three Ap- praisers on Devise of Moses Wallis, three Fence and three Bridge Viewers, all for one year, also one Overseer of the Poor for three years, and one for one year to fill a vacancy, three School Committee for three years, one School Committee for one year to fill a vacancy, two Trustees of the Public Library for three years, and one for two years to fill a vacancy, and ten Highway Surveyors, one for each of the old School Districts, (so called) also one Tree Warden for one yenr.


Art. 3-To choose all other necessary Town Officers and fill any vacancies that may appear.


Art. 4 .- To vote on the question "Shall license be granted for the sale of intoxicating liquors the ensuing year ?" in this town.

Art. 5-To hear the reports of the several Town Officers and act thereon.


Art. 6 .- To raise by tax and appropriate such sums of money as may be necessary for the support of the poor, of schools, for repairing school houses, repairing highways and bridges, for paying debts and interest, and contingent expenses the ensuing year, also salary for Superintendent of Schools.


Art. 7 .- To determine the time when poll and other taxes shall be collected.


Art. 8 .- To see if the town will vote to instruct the Collector of Taxes for the year 1902, to collect interest on all taxes not paid at a specified time, and to fix said time and rate of interest, and see if the Town will give the Collector of Taxes the same authority that a Town Treasurer has when Collector.


Art. 9 .- To see if the Town will accept the list of names proposed by the Selectmen to serve as jurors the ensuing year or amend the same by adding thereto or taking therefrom.


Art. 10 .- To see if the Town will vote to pay the members of the Fire Company, the sum of eight dollars each for their services the ensuing year, no member to receive said sum until he has served his full year.ending April 1, 1903, and all fines to be deducted from said amount and covered into the treasury of the company.


Art. 11 .- To see what use the Town will make of the Dog Fund so called, the ensuing year.


Art. 12 .- To see what number the acting Superintending Committee of schools shall consist,and what their compensation shall be.


Art. 13 .- To see what compensation the town will allow their Tax Collector the ensuing year for collecting taxes.


Art. 14 .- To choose one or more Auditors in accordance with Sec. 1, Chap. 221, of the Laws and Resolves of the year 1888.


Art. 15 .- To raise such sums of money as may be necessary to furnish State aid to disabled soldiers and their families, and for any other purpose not included in Art. 6.


Art. 16 .- To see if the Town will authorize the Assessors to

abate such taxes as in their judgement ought to be abated which were assessed in previous years.


Art. 17 .- To see if the Town will vote to raise and appro- priate the sum of one hundred dollars to Samuel Sibley Post, G. A. R., for charitable purposes, under provisions of Chap. 189, Section 1, of the Acts and Resolves of the year 1885.


Art. 18 .- To see what price the Town will pay for teams and labor on the Highways, for the ensuing year.


Art. 19 .- To hear the report of all outstanding committees and-act thereon.


Art. 20 .- To see if the Town will vote to authorize the Treas- urer, with the approval of the Selectmen, to borrow money in anticipation of the taxes of the present municipal year and pay- able therefrom.


Art. 21 .- To see if the Town will vote to use the license money, if granted, to pay town notes.


Art. 22 .- To see what provisions the Town will make for the housing of the Road Machines.


Art. 23 .- To see what sum of money the Town will raise and appropriate for constructing and repairing sidewalks, and under whose supervision it shall be expended.


Art. 24 .- To see if the Town will furnish the bond of its Treasurer and Collector, and authorize the bond of the Moses Wallis devise, to be paid from said devise. .


Art. 25 .- To see if the Town will raise and appropriate a sum of money, for the proper railing of all dangerous places on the highways.


Art. 26 .- To see if the Town will vote. to purchase a stone crusher, engine and road roller for repairing the highways, or act or do anything in relation thereto, and raise and appropriate money therefor.


Art. 27 .- To hear the report of the committee of the Douglas town cemetery and act thereon.


Art. 28 .- To see what action the Town will take in regard to disposing of the school buildings in Wallum Pond district, Stephen Paine district, Ashael Sherman district, so called.


Art. 29-To see if the voters will vote to rescind the action

of the Town whereby they voted to elect one Selectman for three years, one for two years, and one for one year, and there- after elect one Selectman each year for three years, as per General Statues, Chap. 255,Section 1 and 2 of the year 1878, or act or do anything in relation to the same.


Art. 30 .- To see if the Town will vote to request the Assessors to make a better discription of non-residents and other lands in Town so that it may be identified.


Art. 31-To see if the Town will vote to elect three Cemetery Commissoners, one to serve one year, one to serve two years, and one to serve three years, and thereafter to choose one each year to serve for three years.


Art. 32 .- To see if the Town will vote to authorize the Selectmen to relay and wided the street leading from Main St. between the John C. Hammond and Dexter Whipple es- tates, to the end of the street, at the orchard of J. C. Hammond, to a uniform width as required by law, and appropriate the money for the same.


Art. 33 .- To see if the Town will vote to dispose of sundry goods or merchandise that they own at the Almshouse, or act or do anything in relation to the same.


Art. 34. To see if the Town will vote to authorize the Selectmen to sell the three corner piece of land bought of the Jeremiah Batcheler Estate, said piece of land lying on the east side of road laid out to the new school-house.


Art. 35 .- To see if the Town will contribute one cent on every one hundred dollars of its assessed valuation for a monument in the city of Worcester, to be surmounted by a bronze equestrian statue of Maj. Gen. Charles Devens : From Commission for County Soldiers Monument and Devens Statue. .


Art. 36 .- To see if the Town will vote to prohibit any person to take from Badluck Pond, so called, any fish in any manner, except with a single hook, and either a hand line or a line attached to a rod or pole held by hand with bait, arti- ficial fly or spoon.


Art. 37 .- To see if the Town .will vote to authorize the Selectmen to appoint a commission of three or five men to

take a valuation of the Town, or see if the Town will elect said commission by ballot.


Art. 38 .- To see if the Town will vote the the Tax Collector be required to make an annual report to be printed with the annual report of the other town offices, such report to include the following items : amount of tax assessed, amount collected, amount abated, amount uncollected ; names of all delinquent tax payers and the amount of tax due from each.


Art. 39 .- To see if the Town will vote twenty five-dollars ($25.00) for repairs of town clock, so called, to be paid from contingent fund.


Art. 40 .- To see if the Town will accept provisions of the Revised Laws, Chap. 102, Sec. 73 to 81 inclusive.


The polls may close at 3 o'clock P. M.


And you are directed to serve this Warrant by posting up attested copies thereof, at the Post Office in East Douglas, at the Post Office in Douglas Center, and at the School House in South Douglas, ten days at least, before the time for holding said meeting.


Hereof fail not, and make due return of this Warrant with your doings thereon, to the Town Clerk at the time and place of meeting aforesaid.
