WARRANT FOR TOWN MEETING


WORCESTER, SS.


To either of the Constables of the Town of Douglas, in the County of Worcester, GREETING :


In the name of the Commonwealth of Massachusetts,


You are directed to notify the inhabitants of the town of Douglas, qualified to vote in Elections and in Town Affairs, to meet in the Town Hall, in East Douglas in said Douglas, on Monday, the 21st day of March next, 1904, at nine o'clock, in the forenoon ; then and there to act on the following articles :


Art. 1. To choose a Moderator to preside at said meeting.


Art. 2. To choose a Town Clerk, Town Treasurer, one Select- man for three years, one Assessor for three years, Town Agent, six Constables, Tax Collector, Agent and three appraisers on devise of Moses Wallis, three Fence and three Bridge Viewers, all for one year, also one Overseer of the Poor for three years, three School Committee for three years, one Trustee of the Public Library for three years, ten Highway Surveyors, one for each of the old School Districts (so called), also one Tree Warden for one year, one Town Cemetery Commissioner for three years.


Art. 3. To choose all other necessary Town Officers and fill any vacancies that may appear.


Art. 4. To vote on the question Shall license be granted for the sale of intoxicating liquors for the ensuing year? in this town.

Art. 5. To hear the reports of the several Town Officers and act thereon.


Art. 6. To raise by tax and appropriate such sums of money as may be necessary for the support of the poor, of schools, for re- pairing school houses, repairing highways and bridges, for paying debts and interest, and contingent expenses the ensuing year, also salary for superintendent of schools.


Art. 7. To determine the time when poll and other taxes shall be collected.


Art. 8. To see if the town will vote to instruct the collector of taxes for the year 1004 to collect interest on all taxes not paid at a specified time and to fix said time and rate of interest, and see if the Town will give the Collector of Taxes the same authority that the Town Treasurer has when Collector.


Art. 9. To see if the Town will accept the list of names pro- posed by the Selectmen to serve as Jurors the ensuing year, or amend the same by adding thereto or taking therefrom.


Art. 10. To see if the Town will vote to pay the members of the Fire Company the sum of eight dollars each for their services the ensuing year ; no member to receive said sum until he has served his full year ending April 1st, 1905, and all fines to be de- ducted from said amount and covered into the Treasury of the com- pany.


Art. 11. To see what use the Town will make of the Dog Fund, so called, the ensuing year.


Art. 12. To see what number the acting Superintending Com- mittee of schools shall consist and what their compensation shall be.


Art. 13. To see what compensation the Town will allow their Tax Collector the ensuing year for collecting taxes.


Art. 14. To choose one or more Auditors in accordance with Sect. 7, Chapter 221, of the Laws and Resolves of the year 1888.


Art. 15. To raise such sums of money as may be necessary to furnish State Aid to disabled soldiers and their families, and for any other purpose not included in Art. 6.

Art. 16. To see if the town will authorize the Assessors to abate such taxes as in their judgment ought to be abated which were assessed in previous years.


Art. 17. To see if the Town will vote to raise and appropriate the sum of One Hundred Dollars to Samuel Sibley Post, G. A. R., for charitable purposes under provisions of Chapter 189, Sect. 1, of the Acts and Resolves of the year 1885.


Art. 18. To see what price the Town will pay for teams and labor on the highyays for the ensuing year.


Art. 19. To hear the report of all outstanding committees and act thereon.


Art. 20. To see if the town will vote to authorize the Treas- urer, with the approval of the Selectmen, to borrow money in an- ticipation of the taxes of the municipal year and payable therefrom.


Art. 21. To see if the Town will vote to use the license money, if licenses are granted, on the Highways under supervision of the Selectmen, or act or do anything in relation to the same.


Art. 22. To see what sum of money the Town will raise and appropriate for constructing and repairing sidewalks, and under whose supervision it shall be expended.


Art. 23. To hear the report of the Committee of the Douglas Town Cemetery, and act thereon.


Art. 24. To see if the voters will vote to rescind the action of the town whereby they voted to elect highway surveyors in each of the school districts, and hereafter elect a Road Commissioner, or do anything in relation to the same.


Art. 25. To see if the Town will vote Twenty-five Dollars ($25.00) for repairs of town clock, so called, to be paid from contingent fund.


Art. 26. To see if the Town will vote to direct the Town Treas- urer to sell at auction all land sold to the town for non-payment of taxes, after the town has held it three years.

Art. 27. To see if the Town will instruct the Treasurer to turn over to the Overseer of the Poor all sums of money received by him from the State account of sums paid by the Overseer of the Poor for State Paupers.


Art. 28. To see if the Town will adopt Chapter 346, Acts of 1902 : To provide that Moderators of Town Meetings may be elected for terms of one year.


Art. 29. To see if the Town will vote to sell, or otherwise dis- pose of the Long School House property, so called, or act or do anything in relation to the same.


Art. 30. To see if the Town will vote to abolish the present system of street lighting, and clearing snow from sidewalks by the East Douglas Lamp District.


Art. 31. To see if the qualified voters will vote to Light the Streets by Electricity, or any other illuminant, or take any action in relation to the same.


Art. 32. To see if the Town will raise and appropriate three hundred and fifty dollars to build an addition on the barn of the Douglas Almshouse establishment, said addition to extend the length of barn eighteen feet, and be the same width and height of the barn, said addition to be used for the storage of farming tools and for the housing of the road machines if desired.


Art. 33. To see if the Town will vote to sell or otherwise dis- pose of, the school house in District No. 2, (Whitins Reservoir)


Art. 34. To see if the Town will vote to throw up the short piece of road, beginning at or near the Quaker church, on the Wal- lum Pond road, so-called, and running southerly to the Tassle Top road, near Mr. Edwin Parker's.


Art. 35. To see what sum of money the Town will raise and appropriate for the support of the Simon Fairfield Public Library.


The polls may close at 3 o'clock p. m.


And you are directed to serve this warrant by posting up at- tested copies thereof, at the Post Office in East Douglas, at the

Post Office in Douglas Center, and at the School House in South Douglas, ten days, at least, before the time for holding said meet- ing


Hereof fail not, and make due return of this warrant with your doings thereon, to the Town Clerk, at the time and place of meeting aforesaid.

Abbott $1500 on her note, a total of $4000 on the old town debt ; also new school house note No. 6, $1000, there- by reducing the town's actual indebtedness $5000 during the year.

Superintendent's Report.


To the School Committee of Douglas, Mass :


GENTLEMEN :- I herewith submit my third annual report of the schools of the town of Douglas.


When I took up the work among you two years ago certain policies were adopted with your advice and consent. These poli- cies included re-organization of the grades, a higher standard of scholarship through better instruction, a more faithful attendance on the part of the pupils, a series of teachers' meetings for the training and developing teachers, and above all, a stronger bond of sympathy and interest between the schools, the teachers and the parents. These policies have been closely adhered to. Your superintendent and teachers have aimed to produce a better con- dition of things than have heretofore existed.

IMPROVEMENT IN WORK.


We believe our children are becoming good readers. We be- lieve that the work in arithmetic is far superior to that of last year. We feel that a year hence through efforts that are being made now, our English work will be far superior to that done two or three years ago. The work in geography and history, supplemented by current events and race study has improved steadily since my last report.
