WARRANT FOR TOWN MEETING.


WORCESTER SS.


To either of the Constables of the Town of Douglas, in the County of Worcester.


GREETING:


In the name of the Commonwealth of Massachusetts, you are directed to notify the inhabitants of the Town of Douglas, quali- fied to vote in elections and in town affairs, to meet in the Town Hall, East Douglas in said Douglas, on Monday the eighteenth day of March current at 7 o'clock in the forenoon, then and there to act on the following articles:


ART. 1. To elect a moderator, a town clerk, a town treasur- er, a town agent, six constables, a tax collector, an agent and three appraisers on Devise of Moses Wallis, three fence and three bridge viewers, ten highway surveyors, one for each district, a tree warden, an auditor, all for term of one year, also one selectman, one as- sessor, one overseer of the poor, three members of the school committee. one trustee of the Public Library, one town cemetery commissioner all for term of three years, also elect one assessor for term of one year to fill vacancy, and one member of the school committee for one year, and to vote Yes or No on the question shall licenses be granted for the sale of intoxicating liquors in the town the ensuing year.

ART. 2 To choose all other necessary Town Officers for the year ensuing.


ART. 3.


To hear the reports of the Town Officers and act thereon.


Art. 4. To raise by tax and appropriate such sums of money as may be necessary for support of poor, for schools, for debts and interest, for salary of Superintendent of schools, for maintaining street lights, and other contingent expenses of the town for the ensuing year.


> ART. 5. To raise such sums of money as may be necessary for making and repairing highways and townways for the ensuing year and order the same assessed upon polls and estates of resi- dents and non-residents as other town charges are assessed.


-ART. 6. To determine the time when poll and other taxes shall be collected, or act in any manner in relation thereto.


7 ART. 7. To see what disposition the town will make of the dog fund.


ART. 8. To see if the town will vote to pay the members of the fire company the sum of eight dollars each for their services the ensuing year.


ART. 9. To see if the town will authorize the assessors to abate such taxes as in their judgement ought to be abated.


ART. 10. To see if the town will accept the list of names proposed by the selectmen to serve as jurors the ensuing year, or amend the same by adding thereto or taking therefrom.

ART. 19. To see if the town will vote to pay twenty-five dollars for repair of town clock, so called, to be paid from the contingent fund.


ART. 20. To see what sum of money the town will raise andy appropriate for the Simon Fairfield Public Library.

ART. 21. To see if the town will instruct its Collector of Taxes to sell the George Walling estate now in its possession for taxes, at public auction, and authorize him to give a quit claim deed thereof in the name of said inhabitants of Douglas.

ART. 22. To see if the town will vote to accept the bequest of three thousand dollars made by the late James Smith to the town of Douglas for the erection and maintenance of a soldier's monument in said Douglas.

To see if the town will vote to authorize the agent of the Moses Wallis Devise to discharge for and in behalf of the town all mortgages held by the town under said Devise when said mortgages are fully paid to said agent, and to ratify and confirm all prior discharges heretofore made by any of the lawful agents of said Devise.

ART. 24. To see if the town will vote to raise and appropri- ate the sum of one hundred dollars for righting stones and other necessary work in the old cemetery at the centre so-called.


7 ART. 25. To see if the town will vote to give the veterans of the war 1861-65 and sons of veterans the right to build a mound and erect a monument on the common at the center of the town in memorial of the soldiers and sailors of said war.


ART. 26. To see if the town will raise and oppropriate the sum of two hundred dollars towards the payment for said monu- ment mentioned in Article 25.


> ART. 27. To see if the town will vote to appropriate three thousand dollars on the highways under the supervision of the selectmen, or act or do anything in relation to the same.


> ART. 28. To see if the town will appropriate a sum of money for the repair and building of bridges.

The polls may close at two o'clock.


And you are directed to serve this warrant by posting up at- tested copies thereof at the Post Office in East Douglas, at the Post Office in Douglas Center ten days at least before the time for holding said meeting.

The library has passed another prosperous year. An order has been placed for over two hundred new books, which will soon be in the hands of the readers, and some two hundred and fifty old books are being rebound. The expense for these new books and the rebinding is to be met from the balances on hand as shown in this report.


The book committee, in future, will make additions of the new books by the standard authors, as soon as published, thus keeping the library up to date, and giving the patrons the benefit of the new books while they are new.


From the experience of the past three years, the trustees are satisfied that the hot air furnace is not adequate to keeping the library comfortably warm in cold weather, and that the consump- tion of coal is excessive to the results obtained. They propose equipping the building with either steam or hot water heating this season.
