WARRANT FOR TOWN MEETING.


WORCESTER SS.


To any Constable of the Town of Douglas, in the County of Worcester.


GREETING :


In the name of the Commonwealth of Massachusetts, you are hereby directed to notify the Inhabitants of the Town of Douglas, qualified to vote in elections and in Town affairs, to meet in the Town Hall, East Douglas, in said Douglas, on Monday, the six- teenth day of March current, at seven o'clock in the forenoon, then and there to act on the following articles :-


ARTICLE 1. To elect a moderator, a town clerk, a town treasurer, a town agent, six constables, a tax collector, an agent and three appraisers on Devise of Moses Wallis, three fence and three bridge viewers, ten highway surveyors, one for each district, a tree warden, an auditor, all for term of one year, also one select- man, one assessor, one overseer of the poor, three members of the school committee, one trustee of the Public Library, one town cemetery commissioner, all for term of three years, also elect one selectman for term of two years to fill vacancy, and to vote Yes or No on the question shall licenses be granted for the sale of intoxi- cating liquors in the Town the ensuing year.


ART. 2 To choose all other necessary Town Officers for the year ensuing.


ART. 3. To hear the reports of the Town Officers and act thereon.


ART. 4. To raise by tax and appropriate such sums of money as may be necessary for support of poor, for schools, for debts and interest, for salary of Superintendent of schools, for maintaining street lights, and other contingent expenses of the town for the ensuing year.


ART. 5. To raise such sums of money as may be necessary for making and repairing highways and townways for the ensuing year and order the same assessed upon polls and estates of resi- dents and non-residents as other town charges are assessed.


ART. 6. To determine the time when poll and other taxes shall be collected, or act in any manner in relation thereto.


ART. 7. To see what disposition the town will make of the dog fund.


ART. 8. To see if the town will vote to pay the members of the fire company the sum of eight dollars each for their services the ensuing year.


ART. 9. To see if the town will authorize the assessors to abate such taxes as in their judgement ought to be abated.


ART. 10. To see if the Town will vote to adopt the following by law :- Art. 5, Sec. 1. After the first of May, 1908, no person shall engage in business of purchasing, selling or bartering junk, old metals or second hand articles in Douglas without being li- censed by the selectmen. Sec. 2. The selectmen shall annually license one or more suitable persons to carry on said business of junk dealer in said Town imposing such fee therefor as they may determine.


ART. 11. To see of what number the acting superintending school committee shall consist and what their compensation shall be.

ART. 12. To see if the town will vote to contract with the Douglas Electric Co. for street lighting the ensuing year, or act in any manner in relation thereto.


ART. 13. To see what sum the town will raise and appropri- ate for the relief of disabled soldiers and their families.


ART. 14. To see if the town will vote to raise and appropriate the sum of one hundred and fifty dollars for Samuel Sibley Post, G. A. R. for charitable purposes, under the provisions of Chapter 25, Section 15, of the Revised Laws.


ART. 15. To see what salary the town will pay its Tax Col- lector the ensuing year.


ART. 16. To see what price the town will pay for teams and labor on the highways the ensuing year.


ART. 17. To see if the town will vote to authorize the Treasurer with the approval of the selectmen, to borrow money in anticipation of taxes of the current year and to be paid therefrom.


ART. 18. To see what sums of money the town will raise and appropriate for constructing and repairing sidewalks, and under whose supervision it shall be expended.


ART. 19. To see if the town will vote to pay twenty-five dollars for repair of town clock, so called, to be paid from the contingent fund.


ART. 20. To see what sum of money the town will raise and appropriate for the Simon Fairfield Public Library.


ART. 21. To see if the town will instruct its Collector of Taxes to sell the George Walling estate now in its possession for taxes, at public auction, and authorize him to give a quit claim deed thereof in the name of said inhabitants of Douglas.


ART. 22. To see if the town will vote to build or construct a system of water works for domestic and fire purposes, or do any- thing or act in relation thereto.

ART. 23. To see if the town will vote to alter or enlarge the drain from T. W. S. Ritchie's line across the road connecting with drain, providing said Ritchie pay half the cost, or do anything in relation thereto.


ART. 24. To see if the town will raise or appropriate one hundred dollars for the dedication of soldiers' monument.


ART. 25. To see if the town will appropriate a sum of money for the repair and building of bridges.


ART. 26. To see if the town will raise and appropriate a sum of money for the purpose of suppressing the illegal sale of intoxi- cating liquors.


ART. 27. To see if the town will vote to appropriate three thousand dollars on the highways under the supervision of the selectmen, or act or do anything in relation to the same.


ART. 28. To see if the town will vote to sell its stone crush- er or do anything in relation to the same.


The polls may close at two o'clock.


And you are directed to serve this warrant by posting up at- tested copies thereof at the Post Office in East Douglas, at the Post Office in Douglas Center ten days at least before the time for holding said meeting.


HEREOF FAIL NOT, and make due return of this warrant, with your doings thereon, to the Town Clerk, at the time and place of meeting aforesaid.

In accordance with the announcement in the last annual re- port, the trustees have placed in the building a complete, and highly satisfactory steam heating plant, making it thoroughly comfortable in the most extreme weather. The trustees expected to meet this expense by suspending book additions, etc., but Mr. James Fairfield, of Boston, the donor of the library, and its re- peated benefactor, came forward and insisted on paying the full cost. The entrance to the library, steps and walk, which have never been satisfactory to Mr. Fairfield, have been removed and rebuilt at his own expense, giving results in accord with the fine building.

The library has passed a most successful year. The new rule of the often addition of books, keeping it up to date, is proving a great success.


We are indebted to Mr. Henry Capron, of Uxbridge, for the presentation of a large number of valuable books.
