WARRANT FOR TOWN MEETING.
Monday, March 17, 1913.,
WORCESTER, SS.
To any Constable of the Town of Douglas, in the County of Worcester.
GREETING :
In the name of the Commonwealth of Massachusetts, you are hereby directed to notify the inhabitants of the town of Douglas, qualified to vote in elections and in town affairs, to meet in the town hall, East Douglas, in said Douglas, on Monday, the seven- teenth day of March current, at 5.45 o'clock in the forenoon, then and there to act on the following articles :
ARTICLE 1. To elect a moderator, a town clerk, a town treasurer, six constables, a tax collector, an agent on Devise of Moses Wallis, ten highway surveyors, one for each district, a tree warden, an auditor, all for the term of one year, also one select- man, one assessor, one overseer of the poor, one water commissioner, three members of the school committee, one trustee of the public library, one town cemetery commissioner, all for a term of three years, and to vote Yes or No on the question "Shall licenses be granted for the sale of intoxicating liquors in the town the ensuing year ?"
ART. 2. To choose all other necessary town officers for the year ensuing.
ART. 3. To hear the reports of the town officers and out- standing committees and act thereon.

ART. 4. To raise by tax and appropriate such sums of money as may be neccessary for support of poor, for schools, for debts and interest, for salary of superintendent of schools, for maintain- ing street lights, for fire protection, for exterminating browntail and gypsy moths, for salaries of town officers, and for other con- tingent expenses of the town for the ensuing year.
ART. 5. To raise such sums of money as may be necessary for making and repairing of highways and town ways for the en- suing year, and order the same assessed upon polls and estates of residents and non-residents as other town charges are assessed.
ART. 6. To determine the time when poll and other taxes shall be collected, or act in any manner in relation thereto.
ART. 7. To see what disposition the town will make of the dog fund.
ART. 8. To see if the town will vote to pay the members of the hose company the sum of eight dollars each for their services the ensuing year, the organization and control of said company to be under the supervision of the fire engineers.
ART. 9. To see of what number the acting superintending school committee shall consist, and what their compensation shall be.
ART. 10. To see if the town will vote to authorize its treasurer, Gilbert W. Rowley, to sell the town farm and personal property thereon at public auction and give a deed in the name of the inhabitants of the town of Douglas therefor.
ART. 11. To see what sum the town will raise and appropri- ate for the relief of disabled soldiers and their families.
ART. 12. To see if the town will vote to raise and appropri- ate the sum of fifty dollars to Samuel Sibley Post, G. A. R., for charitable purposes, under the provisions of Chapter 25, Section 15, of the revised laws.
ART. 13. To see what salary the town will pay its tax collector the ensuing year.
ART. 14. To see what price the town will pay for teams and labor on the highways the ensuing year.
ART. 15. To see if the town will vote to authorize the treas- urer, with the approval of the selectmen, to borrow money in anticipation of taxes of the current year and to be paid therefrom.
ART. 16. To see what sums of money the town will raise and appropriate for constructing and repairing sidewalks and under whose supervision it shall be expended.
ART. 17. To see if the town will vote to pay twenty-five dol- lars for repair of town clock, so called, to be paid from the contingent fund.

ART. 18. To see what sum of money the town will raise and appropriate for the Simon Fairfield Public Library.
ART. 19. To see if the town will vote the sum of one hundred dollars to Lambert B. Simmons Camp, 123, S. V., for defraying expenses for Memorial day.
ART. 20. To see if the town will vote to appropriate a sum of money to be used on the highways under supervision of the · selectmen, or act or do anything in relation to the same.
ART. 21. To see if the town will vote to raise and appropri- ate money to erect a schoolhouse at the center District No. 1, adequate to accommodate the increasing number of children and to make possible the proper grading of pupils.
ART. 22. To see if the town will vote to extend the water system by laying a pipe from the termination on North street to a point opposite the residence of Frederick Chappelle, and raise and appropriate money therefor.
ART. 23. To see if the town will vote to revoke and rescind its vote as to acceptance of the statutes relating to election and number of highway surveyors, and hereafter elect one superin- tendent of highways instead of ten highway surveyors.
ART. 24. To see if the town will vote to raise and appropri- ate the sum of three hundred dollars for watering the streets, the same to be assessed under Chap. 452 of Acts of 1908, upon the abutters on the streets watered.
ART. 25. To see if the town will vote to construct a section of stone road between East Douglas and Douglas Center, under the supervision of the selectmen, and to raise and appropriate the sum of three thousand dollars therefor.
The polls may close at two o'clock.
You are directed to serve this warrant by posting up attested copies thereof at the Post Office in East Douglas, and at the Post Office in Douglas Center, ten days at least before the time of hold- ing said meeting.
HEREOF FAIL NOT, and make due return of this warrant with your doings thereon, to the Town Clerk, at the time and place of meeting aforesaid.

I have examined the books and accounts of the Town Treasurer, agent of Devise of Moses Wallis, and Water Commis- sioners, for the year ending February 28, 1913, and find them to be in good condition and all funds fully accounted for.
The taxes are well collected and properly accounted for to the Treasurer.
The Treasurer's cash was verified on this date (March 1, 1913) and is as follows :

REPORT OF THE WATER COMMISSIONERS
For the Year Ending March 1, 1913.
We now have 166 water connections, with prospects of several more this season.
The cost for electric power in thawing frozen mains early last spring, amounting to $113.00, was owing to no fault of the water system, as the severity of the weather caused large expenditures for the same work in every New England water system.
The public watering trough has been connected with the town supply, and in case of low water at the "Hunt's pond", this supply will be turned on, thus providing for continuous running water at the trough the full year.
The wisdom of the town in constructing the water system when it did becomes more and more apparent, for during the continued drought of the past three seasons, we have had an abundance of the purest water. With the advanced prices for labor and all kinds of materials, the cost of building the system now, would probably be from $10,000 to $12,000 more than it cost when built.
Our three hose companies, are well equipped, and our telephone fire alarm system is ready for instant use at all times.
The matter of further reduction of fire insurance rates is still being insisted on, with hope of success. The reduction already made of about 17%, while saving the owners of property covered by the protection, a large sum of money annually, is not accepted as an adequate reduction, considering our first-class fire-fighting facilities, and a 25% reduction is sought for.

It is a satisfaction to the commissioners to be able to say that the superintendent has collected all water bills due, leaving a per- fectly clean sheet for the year.
