Warrant for Town Meeting


MONDAY, MARCH 19, 1922.


WORCESTER SS.


To any Constable of the Town of Douglas in the County of Wor- cester: GREETING :


In the name of the Commonwealth of Massachusetts, you are hereby directed to notify the inhabitants of the town of Douglas, qualified to vote in elections and in town affairs, to meet in the town hall, East Douglas, in said Douglas, Monday, the nineteenth day of March current, at 5:45 o'clock in the forenoon, then and there to act on the following articles:


ARTICLE 1. To elect a moderator, a town clerk, a town treas- urer, six constables, a tax collector, one member of school commit- tee to fill vacancy, an agent of Devise of Moses Wallis, one highway commissioner, a tree warden, an auditor, all for the term of one year, one member of school committee to fill vacancy for two years, one selectman, one assessor, one overseer of the poor, one water commis- sioner, two members of the school committee, one trustee of the public library, one town cemetery commissioner, all for the term of three years, and to vote on the following questions :


1. "Shall the town petition for the installation of an account- ing system by the Commonwealth?"


2. "Shall licenses be granted for the sale of certain non- intoxicating beverages in this town for the ensuing year?"


3. "Shall the town vote to have its selectmen appoint a super- intendent of streets under Chapter 41, Section 21, as amended by Chapter 130, Acts of 1921?"

ART. 2. To choose all other necessary town officers for the year ensuing.


ART. 3. To hear the reports of the town officers and outstand- ing committees and act thereon.


ART. 4. To raise and appropriate such sums of money as may be necessary for support of poor, for schools, for debts and inter- est, for salary of superintendent of schools, for maintaining street lights, for bridges and sidewalks, for exterminating browntail and gypsy moths, for salaries of town officers, and for all other expenses of the town for the ensuing year.


ART. 5. To see what compensation the town will pay each member of the Hose Company for their servcies for the ensuing year.


ART. 6. To see what disposition the town will make of the dog fund.


ART. 7. To see of what number the acting superintending school committee shall consist, and what their compensation shall be.


ART. 8. To see what sum the town will raise and appropriate for the relief of disabled soldiers and their families.


ART. 9. To see what salary the town will pay its tax collector the ensuing year.


ART. 10. To see if the town will vote to pay twenty-five dol- lars for the repair of town clock, so called, to be paid from the con- tingent fund.


ART. 11. To see what sum of money the town will raise and appropriate for the Simon Fairfield public library.


ART. 12. To see if the town will vote the sum of one hundred and fifty dollars to Lambert B. Simmons, Camp 123, S. of V., for defraying expenses for Memorial Day.


ART. 13. To see if the town will vote to appropriate money for railing highways.


ART. 14. To see what sum of money the town will vote to raise and appropriate for highways and repairs of stone roads, also for oiling macadam roads, to be expended under the supervision of the selectmen, or act or do anything in relation to the same.


ART. 15. To see if the town will vote to instruct its board of selectmen to petition the State Highway Commission under Chapter 81 of the General Laws as amended by Chapter 281 of the Acts of 1922.

ART. 16. To see if the town will vote to raise and appropriate money for the care of Carter Square lot and the monument lot in East Douglas.


ART. 17. To see if the town will vote to authorize its board of selectmen to make and sign a contract in its behalf with the Worcester Suburban Electric Company for lighting its streets for a period of five years.


ART. 18. To see if the town will take any action relative to the establishment of a town forest.


The polls may close at 2 o'clock.


You are directed to serve this warrant by posting attested copies thereof, at the Post Office in East Douglas, and at the Post Office in Douglas Center, ten days at least before the time of hold- ing said meeting.


HEREOF FAIL NOT, and make due return of this warrant, with your doings thereon, to the Town Clerk, at the time and place of meeting aforesaid.

REPORT OF AUDITOR.


February 8, 1923.


To the Honorable Board of Selectmen:


Town of Douglas, Mass.


Gentlemen:


The books and accounts of the Town Treasurer, Tax Collector, Overseer of Poor and Agent of Devise of Moses Wallis have been examined for the year 1922 and found to be correct, and all funds fully accounted for.


The cash on hand at the close of the year is as follows: Town Treasurer $18,426 62 Treasurer Water Department. 714 62 Agent Moses Wallis Devise. 1,541 47


These balances agree with deposits in various banks as per statements of said banks as of December 30, 1922, plus bond cou- pons of $2.12 in hands of Town Treasurer.


The uncollected taxes on December 31, 1922, was $997.73, which agrees with the Tax Collector's books.


The vouchers for cash payments have been verified with the charges in the cash books and the securities in possession of the Agent of Devise of Moses Wallis have been examined and found to agree with his report.

Report of the Water Commissioners.


The effects of the ice storm late in 1921 extended into the year 1922, causing much trouble and expense to our water system.


July last, water bonds Nos. 17 and 18 were paid, and Nos. 19 and 20 will be paid the coming July. The total issue was 42 bonds at $1,000 each.
