Warrant for Town Meeting


MONDAY, MARCH 21, 1927.


WORCESTER, SS.


To any of the Constables of the Town of Douglas, in the County of Worcester; GREETING :


In the name of the Commonwealth of Massachusetts, you are hereby directed to notify the inhabitants of the Town of Douglas, qualified to vote in town elections and town affairs, to meet in the Town Hall in said Douglas, on Monday, the twenty-first day of March, 1927, at 5:45 o'clock in the forenoon, then and there to act on the following articles:


ARTICLE 1. To elect a moderator, a town clerk, a town treas- urer, a collector of taxes, six constables, an agent of the Moses Wallis Devise, a tree warden, an auditor, each for the term of one year; one selectman, one assessor, one overseer of the poor, one water commissioner, two members of the school committee, one trustee of the public library, one cemetery commissioner, each for the term of three years; also one selectman for a term of two years to fill vacancy.


ART. 2. To choose all other town officers for the ensuing year.


ART. 3. To hear the report of town officers and outstanding committees and act thereon.


ART. 4. To raise and appropriate such sums of money as may be deemed necessary for the following purposes: support of poor, schools and salary of superintendent, street lighting, moth suppres- sion, tree warden, bridges, sidewalks, fire telephone, fire depart- ment, debts and interest, insurance, public library, town officers, printing, town hall maintenance, elections, and all other expenses of the town for the ensuing year.

ART. 5. To see what sum the town will raise and appropriate for the relief of disabled soldiers and their families.


ART. 6. To see what disposition the town will make of the dog fund.


ART. 7. To see of what number the acting superintending school committee shall consist and what their compensation shall be.


ART. 8. To see if the town will vote to raise and appropriate money for defraying the expenses of observing Memorial Day.


ART. 9. To see if the town will vote twenty-five dollars for the care of the town clock, so called.


ART. 10. To see if the town will vote to raise and appropriate money for the care of public squares and monument lot.


ART. 11. To fix the compensation of the members of the hose company and of the various other town officers for the ensuing year.


ART. 12. To see if the town will vote to authorize its tax col- lector to sell at public auction all parcels of land now held by it under tax sale title and to give deeds of the same in the name and behalf of said inhabitants.


ART. 13. To see what sums the town will raise and appro- priate for highways and stone roads and oiling stone roads under the supervision of the selectmen.


ART. 14. To see if the town will instruct its board of select- men to petition the State Highway Commission under Chapter 81, General Laws, and acts in amendment thereof for state aid in con- struction of highways.


ART. 15. To see if the town will authorize its treasurer, with the approval of the selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1927, and to issue a note or notes therefor, payable within one year, any debt, or debts, incurred under this vote to be paid out of the revenue of said financial year.


ART. 16. To see if the town will vote to instruct its selectmen to have the By-Laws of the town codified, printed and approved as provided by law, and raise and appropriate such sum as may be needed for expense thereof.


ART. 17. To see if the town will vote to appropriate twenty- five dollars to be paid to the Trustees for County Aid to Agriculture, in accordance with provisions and for purpose of Chapter 123 of General Laws, or for support of demonstration work in Agriculture, Home Economics, or Boys' and Girls' Club Work, under the direc- tion of the Agent or instructors, or the trustees, co-operating with local town director.


ART. 18. To see if the town will vote to choose a director in accordance with provisions of Chapter 128, General Laws.

ART. 19. To see if the town will vote to instruct its Board of Water Commissioners to construct, lay, maintain and operate con- duits, or pipes along Gilboa Street, and supply water for hydrants and houses on said street, from the junction with North Street line to a point opposite the Schuster Woolen Company's mill, and raise and appropriate the sum of thirty-five hundred dollars to defray the expense of said new construction.


ART. 20. To see if the town will vote to discontinue the use and repair as a public highway of that section of town road con- necting Mumford Road, so called, with Manchaug Road, from the junction of said roads in front of residence of Sanford Jodrey to the west side of said Manchaug Road at a point nearly opposite the Morse House, so called.

You are directed to serve this warrant by posting attested copies thereof at the Post Office at East Douglas and at Church's Store at Douglas Center seven days, at least, before the time of holding said meeting.


HEREOF FAIL NOT, and make due return of this warrant, with your doings thereon, to the Town Clerk at the time and place of said meeting.

Dear Sir:


We have made an examination of the books and accounts of the Town Treasurer, Tax Collector, Water Commissioners, Overseers of the Poor, and Agent of Devise of Moses Wallis for the year 1926 and report thereon as follows:


TOWN TREASURER.


We have seen that all payments were supported by Selectmen's orders or other authorizations. All collections, as shown by the Tax Collector's records, Superintendent of the Poor Farm, and other records, were found to be properly entered. The bank accounts were reconciled with statements received direct from the banking insti- tutions. The cash on hand as of December 31, 1926, was as follows:

The savings bank books of the Trust Funds were examined and all withdrawals were found to be entered as receipts on the books of the Treasurer.


TAX COLLECTOR.


We have verified the footings of the Tax Collector's cash book and have seen that all collections have been turned over to the Town Treasurer and duly entered by him. We have totalled the unpaid items on the Tax Collector's ledger for the year 1926 and saw that this total, plus the collections and abatements, which were compared with the Assessors' records, equalled the tax warrants.

WATER COMMISSIONERS.


The payments have been verified by the orders of the Chairman of the Water Commissioners. The collections as shown by the Water Collector's books were found to have been entered correctly. The balance of cash on hand of $30.04 was on deposit at the Blackstone National Bank.


OVERSEERS OF THE POOR.


The receipts from the sale of produce, etc., as shown by the Superintendent's records were found to be properly entered on the Town Treasurer's records.


MOSES WALLIS DEVISE.


The income from the investments was calculated and found to be properly entered. The withdrawals of income from this fund, except the Agent's salary, were turned over to the Town Treasurer and duly entered by him.


The registered bonds, composing the investments of this fund, were examined and found intact. The cash on hand amounting to $2,074.05 was on deposit at the Whitinsville National Bank.

We have received direct from the Blackstone National Bank a statement that they hold for safe-keeping:
