Warrant for Town Meeting


MONDAY, MARCH 17, 1929.


WORCESTER, SS.


To any Constable of the Town of Douglas, in the County of Worcester; GREETING :


In the name of the Commonwealth of Massachusetts, you are hereby directed to notify the inhabitants of the Town of Douglas, qualified to vote in town elections and town affairs, to meet in the Town Hall in said Douglas, on Monday, the seventeenth day of March, 1929, at 5:45 o'clock in the forenoon, then and there to act on the following articles :


ARTICLE 1. To elect a moderator, a town clerk, a town treas- urer, a collector of taxes, six constables, an agent of the Moses Wallis Devise, a tree warden, an auditor, each for the term of one year; one selectman, one assessor, one overseer of the poor, one water commissioner, two members of the school committee, one trus- tee of the public library, one cemetery commissioner, each for the term of three years.


ART. 2. To choose all other town officers for the ensuing year.


ART. 3. To raise and appropriate such sums of money as may be deemed necessary for the following purposes: support of poor, schools and superintendent, street lighting, moth suppression, tree warden, bridges, sidewalks, fire telephone, fire department, police de- partment, debts and interest, insurance, public library, town officers, printing, town hall and maintenance, elections, and all other expenses of town for the ensuing year.


ART. 4. To hear the reports of town officers and outstanding committees, and act thereon.


ART. 5. To see what sum of money the town will raise and appropriate for the relief of disabled soldiers and their families.

ART. 6. To see what disposition the town will make of the dog fund.


ART. 7. To fix the number of the superintending school com- mittee and their compensation.


ART. 8. To see if the town will raise and appropriate money for defraying the expenses of observance of Memorial Day.


ART. 9. To see if the town will vote twenty-five dollars for the care of town clock, so-called.


ART. 10. To see if the town will raise and appropriate money for the care of public squares and monument lot.


ART. 11. To fix the compensation of the members of the fire company and of the other town officers for the ensuing year.


ART. 12. To see if the town will vote to authorize its tax collec- tor to sell at public auction all parcels of land now held by it under tax titles, and to give deeds to same in name and behalf of the town.


ART. 13. To see if the town will instruct its board of selectmen to petition the State Highway Commission, under Chapter 81, Gen- eral Laws, and acts in amendment thereof, for state aid in construc- tion and repair of highways.


ART. 14. To see if the town will instruct its board of selectmen to petition the Division of Highways of Public Works, under Chapter 90, Section 34, of General Laws, for aid in construction or improving some through road.


ART. 15. To raise and appropriate money for highways, stone roads repair, and to carry out two preceding articles, if so voted.


ART. 16. To see if the town will authorize its treasurer, with the approval of the selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning Jan- uary 1, 1930, and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid out of the revenue of said financial year.


ART. 17. To see if the town will vote to install a new heating plant in the Old High School Building, raise and appropriate the money necessary therefor, or do anything in relation to the same.


ART. 18. To see if the town will vote to instruct its board of assessors to use the free cash in the treasury in fixing the tax rate.


ART. 19. To see if the town will vote to appropriate from the balance on hand from 1929 appropriations the amounts necessary to cover the overdrafts in several accounts.


ART. 20. To see if the town will vote to extend the street lights on Depot Street, Douglas Center, from Douglas Depot to the resi- dences of Mrs. Julia Palmer and Fred Hillery.


ART. 21. To see if the town will vote to install a street light on Gilboa Street, near the bridge.

ART. 22. To see if the town will vote to appropriate money for the Celebration of the Tercentenary of Massachusetts.


ART. 23. To see if the town will adopt the following By-Law: "No Unpasteurized milk from cows or herds which have not been tested by the Tuberculin Test and found free from Tuberculosis, shall be sold in Douglas on and after July 1, 1930."

You are directed to serve this warrant by posting attested copies thereof at the post office at East Douglas and at the store in Douglas Center seven days at least before the time of holding said meeting.


Hereof fail not, and make due return of this warrant, with your doings thereon, to the Town Clerk at the time and place of said meeting.

Dear Sir:


We have made an examination of the books and accounts of the Town Treasurer, Tax Collector, Water Commissioner, Overseers of the Poor, and Agent of Devise of Moses Wallis for the year 1929 and report thereon as follows :


TOWN TREASURER


We have seen that all payments were supported by Selectmen's orders or other authorizations. All collections, as shown by the Tax Collector's records, Superintendent of the Poor Farm, and other records were found to be properly entered.


The bank accounts were reconciled with statements received direct from the banking institutions. The cash on hand as of December 31, 1929, was as follows:

The savings bank books representing the investments of the Trust Funds were examined.


TAX COLLECTOR


The footings of the Tax Collector's cash books were verified and all collections of taxes were turned over to the Town Treasurer and duly entered by him. We have totalled the unpaid items on

the Tax Collector's ledgers for the years 1928 and 1929 and saw that these totals, plus the collections and abatements, were in ap- proximate agreement with the tax warrants.

WATER COMMISSIONERS


The payments were verified by the orders signed by the Chair- man of the Water Commissioners. The total of the collections acknowledged as having been received by the Town Treasurer was found to be entered correctly on his records. The balance of the cash on hand, $154.22, was on deposit at the Blackstone National Bank.


OVERSEERS OF THE POOR


The receipts from the sale of produce, etc., as shown by the Superintendent's records, were found to be properly entered on the Town Treasurer's records.


DEVISE OF MOSES WALLIS


The income from the investments was calculated and found to be entered properly. The withdrawals of income from this fund, except the Agent's salary, were turned over to the Town Treasurer and duly entered by him.


The registered bonds, composing the investments of this fund, were examined and found intact. The cash on hand, amounting to $2,207.83, was on deposit at the Whitinsville National Bank.

We have received direct from the Whitinsville National Bank a statement that they have seen the following securities and sav- ings bank books:
