Warrant for Town Meeting
MONDAY, MARCH 16, 1931.
WORCESTER, SS.
To any constable of the Town of Douglas, in the County of Worcester :
GREETING :
In the name of the Commonwealth of Massachusetts, you are hereby directed to notify the Inhabitants of the Town of Douglas qualified to vote in town elections and town affairs to meet in the Town Hall in said Douglas, on Monday, the sixteenth day of March, 1931, at 5:45 in the forenoon, to act on the following articles:
ARTICLE 1. To elect a moderator, a town clerk, a town treasurer, a collector of taxes, six constables, an agent of the Moses Wallis Devise, a tree warden, an auditor, each for the term of one year; one selectman, one assessor, one overseer of the poor, one water commissioner, two members of the school committee, one trustee of the public library, one cemetery commissioner, each for the term of three years.
ART. 2. To choose all other town officers for the ensuing year.
ART. 3. To raise and appropriate such sums of money as may be deemed necessary for the following purposes: Water De- partment, fire department, police department, including silent police, state aid, soldiers' relief, salaries of town officers, and expenses, bond- ing town officers, elections and registration, inspection of meat and animals, tree warden, moth suppression, forest fires, snow roads, town hall maintenance, industrial and trade school, public library, dog fund, public squares, bridges, railing highways, street lighting, Memorial Day, town clock, cemeteries, printing town reports, debts and interest, and all other expenses of the town for the ensuing year.

ART. 4. To hear the reports of town officers and outstanding committees and act thereon.
ART. 5. To fix the number of the superintending school com- mittee and their compensation. 200
ART. 6. To fix the compensation of the members of the fire company and of the other town officers and employees.
ART. 7. To see if the town will instruct its board of select- men to petition the State Highway Commission, under Chapter 81, General Laws, and acts in amendment thereof, for state aid in the construction and repair of highways.
ART. 8. To see if the town will instruct said board to peti- tion the Division of Highways of Public Works, under Chapter 90, Section 34 of General Laws, for aid in the construction and im- provement of some through way, and raise and appropriate money therefor.
ART. 9. To raise and appropriate money for repair of high- ways.
ART. 10 To see if the town will authorize its treasurer, with the approval of the selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1931, and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid out of the revenue of said financial year.
ART. 11. To see if the town will vote to authorize its board of assessors to use the free cash in the treasury in fixing the tax rate.
ART. 12. To see if the town will vote to extend the street lighting on the Boston & Hartford Pike to a point opposite house of George Koslak.
ART. 13. To see if the town will vote to lease or rent some building or part of building for the purpose of providing quarters for Michael Carter Post, No. 285, American Legion, and raise and appropriate money therefor.
ART. 14. To see if the town will vote to adopt the following By-Law: There shall be a Town Finance Committee, as required under Chapter 39, Section 16, of the General Laws, which shall consist of nine members, three of which shall be the selectmen; the remaining six shall be appointed by the board of selectmen. Said board of selectmen shall at first appoint two members for a term of three years, two for a term of two years, and two for a term of one year, said terms to terminate the day after the annual town meeting, at which meeting the selectmen shall annually an- nounce their appointment of two members for three years to suc- ceed those whose term is expiring. The duties of said committee shall be those named in said Chapter 39, and amendments thereof. The board of selectmen shall make appointments to fill any vacan- cies in said Committee.

ART. 15. To see if the town will vote to sell the Old School House property at Douglas Center District, and authorize and em- power the Town Treasurer in its name and behalf to give a deed of same.
ART. 16. To see if the town will vote to raise and appropri- ate the sum of four hundred and twenty-three dollars and seventy four cents to cover overdrafts of 1930, as follows: State Aid, $190.00; Public Library, $82.62; Town Hall maintenance, $149.12; Soldiers' Relief, $2.00.
ART. 17. To see if the town will vote that the Trustees of the Simon Fairfield Public Library shall annually choose a Treas- urer, as provided in Chapter 78, Section 10 of the General Laws.
ART. 18. To see if the town will instruct its Forest Fire Warden to maintain a fire patrol during the driest part of summer on the Webster Road and on the B. & H. Turnpike, or do anything in relation thereto.
ART. 19. To see if the town will authorize the Board of Select- men to petition the Director of the State Division of Accounts for the installation of the State System of Accounting.

You are directed to serve this warrant by posting attested copies thereof at the post office at East Douglas and at the store, formerly the postoffice, at Douglas Center seven days at least before the holding of said meeting.
Hereof fail not, and make due return of this warrant, with your doings thereon, to the Town Clerk at the time and place of said meeting.

I submit herewith my report of an audit of the accounts of the town of Douglas for the period from June 25, 1930, to February 25, 1931, made in accordance with the provisions of Chapter 44, General Laws. As directed by you. I have made an audit of the books and accounts of the town of Douglas for the period from June 25, 1930, the date of the previous audit, to February 25, 1931, and submit the following report thereon:
The financial transactions of the town, as recorded on the books of the several departments receiving or disbursing money for the town, were examined and checked, and a balance sheet, which is ap- pended to this report, was prepared showing the financial condition of the town as of December 31, 1930.
