Hurricane Report
On the afternoon of September 21, 1938, Douglas, as well as the rest of central New England, was visited by a southeast hurricane, the worst in approximately one hundred years. Rhode Island his- tories and ancient newspaper files tell of a hurricane that occurred on September 23, 1815.
On that fateful Wednesday no one dreamed that a hurricane would strike here. The Weather Bureau had sent warnings of a hurricane off Cape Hatteras, but it was expected to move out to sea. Instead it swept through a belt about 200 miles wide up through the cen- ter of New England into Canada. East Douglas was square in its path and felt the full impact of its tropical fury. The wind began to rise

at two o'clock, bringing squalls of rain and a strange darkness. It continually increased in violence until it was tearing past houses, trees, radio broadcasting towers at 100 miles an hour. The ominous, low, roaring of the wind was frightening. The terrific force of the hurricane brought destruction everywhere: great old trees crashed

into houses and roads, often dragging down live electric wires; win- dows were shattered; barns blown down; chimneys collapsed, dan- gerously scattering bricks; shingles and, in some cases, whole roofs were torn off houses and factories. One of the most shocking conse- quences was the disruption of all electrical power; electric lights, refrigerators, stoves, telephones, radios, machinery-all stopped func- tioning. By six-thirty, when the worst of the hurricane had passed this locality, East Douglas was in darkness.
In the space of three hours, the community was plunged back into almost primitive conditions. Old kerosene lamps were dusted off and put into use again; even candles were at a premium. Radios were silent. Practically all communication by telephone and railroad was shut off. The selectmen held a special meeting by candlelight

and declared a state of emergency. They ordered crews of workmen to start clearing the tree-blocked roads, and by morning all main thoroughfares to surrounding towns were open to traffic. The regular police and special officers patrolled the streets which were in total darkness. Dangerous as the storm was, not a single casualty oc- curred in this town.
When the sun rose the next morning, the devastation on all sides made Douglas almost unrecognizable. Whole groves of pine trees were levelled, fruit trees were uprooted, in the cemeteries tombstones were grotesquely overturned, the steeples of both the First and

Second Congregational Churches lay in ruins on the ground. One of the most tragis sights was the destruction of the fine old trees, especially the elms on Main Street which had stood for more than a century.
The work of restoring order out of chaos began at once. Roads were cleared. Tractors and steam shovels were used to remove tree trunks and stumps. In this capacity, the men of the CCC camp and

the W. P. A. workers gave invaluable assistance. To supply the town with water, which is pumped by electricity, several tractors were run day and night. The telephone and electric light companies kept repair crews working, and on September 28, electricity was restored in stores and homes. Street lights were completely restored by October 22. Regular mail trains were operating by October 10. In a com- paratively short time, human energy and resourcefulness had brought back comfortable modern life.
Years from now, the school children of today, no doubt, will be telling their descendants about "the big blow" of September 21, 1938.
