SELECTMEN'S REPORT.
In submitting the fourteenth annual report, we offer the following suggestions :
In appropriating money for highways at the annual meeting, we think the town should specify a sum certain to be expended for permanent improvements, as brick and concrete sidewalks, with stone curbings, etc., so the Selectmen may know how to lay out the work for the year.
Heretofore the cost of maintaining the street lamps has been paid from the appropriation for miscellaneous purposes, and the entire appropriation for this department is not sufficient this year to meet the expense of lighting the streets. We think a special appropriation should be made for the "Street Light Department."
We would recommend that an "appropriation committee" be chosen at each annual meeting, whose business it shall be to consult with the officers in the several departments and report at the next annual meeting as to the probable needs of the town during the coming year, and to recommend what sums should be appropriated to the different departments. If this course should be adopted it would save town officers much trouble, and the amounts appropriated would be likely to bear some proportion to the amount needed. For instance : this year the amount appropriated for town officers was $1400 ; the amount expended, $1727.43.
We think it would be well for the town to vote at the next meeting to make a regular yearly appropriation to be ex- pended by Post 114, G. A. R., for the observance of Memorial Day, and thus avoid the trouble to members of getting signers to a petition for an article in the warrant every year.

The overdraft in this department was on account of the extra labor required to repair damage in all of the districts caused by the continuous heavy rains the past year, and build- ing the bank wall and sidewalk on Church street to replace the old plank walk which had become dangerous and a dis- grace to the town. Also by one-half the expense of the brick and stone sidewalks put in under the statute law adopted by the town at the last March meeting. It was also necessary to put up some 2000 feet of railing at the Duck-hole and on Summer street. About 200 feet of sewer had to be put in at Merrimaeport, and some 550 feet on School, Main and Summer streets to abate a nuisance and preserve the health of the community. Plank crossings have been put down at some of the worst places for the comfort and convenience of foot travel.

The town now has eighty street lamps, mostly lighted under contract, at a saving of thirty cents each lamp per month, over former years. The appropriation for this depart- ment is not half as large as it should be. It was overdraw !! last year nearly twelve hundred dollars.
