WARRANT FOR ANNUAL TOWN MEETING.
ESSEX SS.
To John J. Minahan, Constable of the Town of Merrimac,
Greeting :-
In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the legal voters of the town of Merrimac to meet in Sargent Hall, in Merrimac, on Monday, March 6th next, at 6 o'clock in the forenoon, to act on the following articles, namely :-
Article 1. To choose a Moderator to preside at said meet- ing
Article 2. To give in their votes on one ballot for Town Clerk, one Selectman, who shall be Assessor and Overseer of the Poor for three years, Treasurer, Collector of Taxes, one School Com- mitteeman for three years, one Trustee of Cemetery for three years, two Trustees of the Public Library for three years, one Commissioner of the Water Board for three years, one Commis- sioner of Municipal Light Board for three years, one Trustee of Kimball Park for three years, three Constables, three Sur- veyors of Lumber and Measurers of Wood and Bark, three F'ence Viewers, three Field Drivers, one Tree Warden, one Auditor of Accounts, also to give in their votes on the same ballots, "YES" or "NO" on the question, shall licenses be. granted for the sale for intoxicating liquors in this town? In voting under this article the polls will be open at six o'clock in the forenoon and may be closed at two o'clock in the after- noon.
Article 3 .. To fix the time of payment of taxes and see what discount, if any, the town will allow for the prompt pay- ment of taxes; also to fix the compensation of the Collector.
Article 4. To see what action the town will take in regard to charging interest on uncollected taxes.
Article 5. To see if the Town wili authorize its Collector of Taxes to use all means of collecting taxes which a town treasurer may use when appointed a collector of taxes in ac- cordance with section 78, chapter 25, of the Revised Laws.
Article 6. To determine what sum of money shall be raised to defray necessary and usual charges and expenses of the
town for the ensuing year, and make appropriations for the
same.
Article 7. To see if the town will authorize the Town Treas- urer, with the approval of the selectmen, or a majority thereof, to borrow during the municipal year beginning January 1, 1911, in anticipation of the collection of taxes of said year, such sums of money as may be necessary for the current expenses of the town but not exceeding the total tax levy for said year, giving the notes of the town therefor payable within one year from the date thereof. All debts incurred under authority of this vote shall be paid from the taxes of the present municipal year.
Artticle 8. To see if the Town will adopt the blanket form of insurance as rated by the New England Insurance Exchange.
Article 9. To see if the Town will vote to instruct its se- lectmen to make repairs on the exterior of Town Hall building and appripriate a sum of money to defray expense of same.
Article 10. To see if the Town will vote to instruct its se- lectmen to make certain repairs on the interior of Sargent Hall, and appropriate a sum of money to pay for same.
Article 11. To see what action the Town will take, if any, in regard to allowing the use of the vacant land owned by the Town on East Main street as an athletic field.
Article 12. To see what action the Town will take on the petition of the New England Telephone and Telegraph Company to acquire a joint interest in the pole line owned by the Town on the following streets: Main, Locust, School, Woodland, Grove, Summer and Lincoln, by purchasing of the town one-half inter- est. in these poles at their present value and paying one-half maintenance cost in the future.
Article 13. To hear and act on the report of committee appointed at last special town meeting.
Article 14. On the petition of E. L. Jewell and twenty oth- ers, to see if the Town will vote to instruct the Municipal Water Board to lay a suitable water pipe from the main near the resi- dence of E. C. Little to the Haverhill line and raise and appro- priate money for the same.
Article 15. On the petition of Byron H. Sargent and ten others, to see if the Town will authorize the Board of Water Commisioners to lay · suitable water pipes from Nichols St., to a point on Church Street near the residence of C. H. Staples and
O. W. Jordan and appropriate a sum of money for the same.
Article 16. On the petition of Frank E. Bartlett and eleven others, to see if the Town will vote to appropriate and raise the sum of Two Thousand Dollars, and provide for the pay- ment of the same, to extend the water system to Bear Hill School House.
Article 17. On the petition of James T. Colgan and ten others, to see if the town will vote to instruct the Water Com- misioners to extend the water service from the main on East Main street to a point near the residence of William· Gold- smith on Bear Hill street, and raise and appropriate money for the same.
Article 18. On the petition of G. H. Tilton and eleven others, to see if the town will vote to instruct its Board. of Water Commissioners to extend its pipes on Locust street from the junction of Middle street to Merrimack Street and vote to appropriate a sum of money necessary to cover the expense of the same.
Article 19. On the petition of George H. Tilton and eleven others, to see if the Town will vote to instruct the Municipal Light Board to extend its lighting system on Locust street to the junction of Merrimac street and vote to appropriate a sum of money necessary to cover the expense of the same.
Article 20. On the petition of Harry A. Pease and ten others, to see if the Town will vote to extend the water system on East Main Street to the residence of Andrew O. Nicol, and make the necessary appropriation for the same.
Article 21. On the petition of D. M. Means and eleven others, to see if the Town will vote to extend th water system from Heman W. Kelly's on Woodland Street to the residence of WV. G. Sullivan on the same street.
Article 22. On the petition of Roswell J. Eaton and nine others, to see if the Town will vote to instruct its Water Com- missioners to extend its water service on Merrimac Street to the residence of A. B. Eaton, and appropriate a sum of money to defray the expense of the same.
Article 23. On the petition of Robert O. Patten and nine others, to see if the Town will vote to install a light on Spring street, near the residence of Lewis H. Crockett, and make ap- propriation to pay expense of the same.

Articl 24. To see if the Town will vote to appoint a com- mittee to bring in a list of appropriations to be voted upon at the annual town meeting of 1912.
Article 25. To see if the Town will at this meeting appoint. a committee to bring in a list of names for the Town Officers to> be voted on at the caucus for nomination of Town Officers for . 1912.
And you are hereby directed to serve this warrant by post- ing atested copies thereof in three public places in said town of Merrimac at least seven days before the time of said meeting, also by publishing in the Amesbury Daily News (a paper pub- lished in Essex County.) Hereof fail not and make due return .. of this warrant and your doings thereon to the Town Clerk at time and place of meeting aforesaid.
