WARRANT FOR ANNUAL TOWN MEETING
Essex ss.
To John J. Minahan, Constable of the Town of Mer- rimac.
Greeting :
In the name of the Commonwealth of Massachusetts. you are hereby required to notify and warn the legal voters of the town of Merrimac to meet in Sargent Hall, in Merrimac, on Monday, March 4th next, at 6 o'clock in the forenoon to act on the following articles, namely :-
Article 1 .- To choose a Moderator to preside at said meeting.
Article 2 .- To give in their votes on one ballot for Town Clerk, One Selectman, who shall be Assessor and Overseer of the Poor for three years, Treasurer, Collector of Taxes, One School Committeeman for three years, One Trustee of Cemetery for three years, One Commis- sioner of the Water Board for three years, One Commis- sioner of the Municipal Light Board for three years, One Trustee of Kimball Park for three years, Three Constables, Three Surveyors o f
Lumber and Measurers of Wood and Bark, Three Fence Viewers, Three Field Drivers, One Tree Warden, One 'Auditor of Accounts, also to give in their votes on the 'same ballots "Yes" or "No" on the question, shall licenses be granted for the sale of intoxicating liquors in this town ? In voting under this article the polls will be opened at six o'clock in the forenoon and may be closed at two in the afternoon.
Article 3 .- To fix the time of payment of taxes and see.

what disocunt, if any, the town will allow for the prompt payment of taxes; also to fix the compensation of the Collector.
Article 4 .- To see what action the town will take in regards to charging interest on uncollected taxes.
Article 5 .- To see if the Town will authorize its Collector of Taxes to use all means of collecting taxes which a town treasurer may use when appointed a col- lector of taxes in accordance with section 78, chapter 25, of the Revised Laws.
Article 6 .- To determine what sum of moncy shall 'be raised to defray necessary and usual charges and expenses of the town for the ensuing year, and make ap- propriations for the same.
Article 7 .- To see if the town will authorize the Town Treasurer, with the approval of the Selectmen, or a majority thereof, to borrow during the municipal year beginning January 1, 1912, in anticipation of the col- lection of taxes of said year such sums of money as may be necessary for the current expenses of the town but not exceeding the total tax levy for said year, giving the notes of the town therefor payable within one year from the date thereof. All debts incurred under authority of this vote shall be paid from the taxes of the present municipal year.
Article 8 .- To see if the town will vote to amend Article 1, Section 1 of its By-Laws, by striking out the words "and by publishing in some paper, published in Essex North" so the Article will read: Article 1 Section 1, Every Town Meeting shall be notified by posting a copy of the Warrant calling the same, in three public places, in the town, seven days, at least, before the day appointed for the meeting ..
Article 9 .- Section One to see if the town will vote to have its Selectmen draw orders for all amounts ap- propriated or assessed for, to all departments who

expend their own appropriations. Section Two and in- struct all departments to return orders for the amount of any unexpended balance they may have at the com- pletion of the work, or at the close of the financial year. Section Three that no department be allowed to make any overdraft without the approval of the majority of the selectmen. Section Four the selectmen shall not ap- prove of any overdraft unless there be in the treasury a. sufficient sum from the overlay assessed or from un- expended balances returned; without a vote of the town.
Article 10 .- On the petition of Willis H. Scott and others. Section One to see if the town will vote to amend Section Two of Article One of its By-Laws, by striking out the word "March," and inserting in its place the word April of each year, so as to read as follows: Section Two. The annual Town Meeting shall be held on the first Monday of April of each year. Section Two. To see if the town will vote to amend Article Two of its By- Laws by striking out the words "February' and insert in its place the word "March;" by striking out the word "thirty-first" and inserting in its place the word last; and by striking out the word "January" and in- serting in its place the word February, so as to read as follows: Article Two. Financial Year. The financial year of the town shall begin with the first day of March in each year, and end with the last day of the following February.
Article 11 .- On the petition of Fred E. Sweetsir and others, to see if the town will elect a committee of five to confer with the Haverhill authorities with reference to annexation, to report to the town at subsequent meet- ing.
Article 12 .- On the petition of Robert O. Patten and others to hear the report of its selectmen con- cerning petitions for franchise privileges for the dif- fusion and sale of Gas in the town of Merrimac and to

advise with its Board of Selectmen concerning the granting of said franchise and the terms thereof.
Article 13 .- On petition of Robert O. Patten and others to see if the town will vote to choose a committee of three to examine the Light and Water business, to see what will be necessary and fair to put it nearer a paying basis, or any other matter in relation to same considered necessary, and to report at an adjourned meeting in one month.
Article 14 .- To see if the town will vote to accept the proposition of Frank N. Rand (to the light commis- sioners) to extend the Electric Light and Power service to the junction of Locust and Merrimac streets and if accepted make an appropriation for the same.
Article 15 .- On the petition of James T. Colgan and others, to see if the town will vote to instruct its Water Commissioners to extend its main on East Main street, to a point near the residence of John Chaff on Bear Hill street and raise and appropriate money to pay for the same.
Article 16 .- On the petition of Chas. W. Sawyer and others, to see if the town will vote to instruct its Water Commissioners to extend its water service on Locust St. to a point near the residence of Geo. H. Tilton on Mer- rimac street and to appropriate a sum of money to defray the expense of the same.
Article 17 .- To see if the town will vote to appoint a committee to bring in a list of appropriations to be voted upon at the annual town meeting of 1913.
Article 18 .- To see if the town will at this meeting appoint a committee to bring in a list of names for the Town Officers to be voted on at the caucus for nomina- tion of Town Officers for 1913.
And you are hereby directed to serve this warrant by posting attested copies thereof in three public places in said town of Merrimac, at least seven days before said

meeting, also by publishing in the Amesbury Daily News. (a paper published in Essex, North.) Hereof fail not and make due return of this warrant and your doings there- on to the Town Clerk at the time and place of meeting aforesaid.
