SELECTMEN'S REPORT


To the Citizens of the Town of Merrimac:


The eighty sixth annual report of the Town of Merri- mac is herewith presented for your consideration in accordance with Chapter 40, Section 49, of the General laws of Massachusetts.


The Board organized for the year of 1961 as follows:

The Board organized as a Board of Health and Vet- erans Benefits with the same officers, Mr. Flynn was appointed Veterans Agent, and Mrs. W. Harold Whiting was appoined Agent of the Board of Health.


The Board has tried to conduct all their duties in an efficient manner and to spend the money appropriated for the purpose that the town voted.


The cooperation of all Departments has been deeply appreciated by the Board and thanks are extended to the Bureau of Accounts and all other State branches for their assistance in every way during the year.

ANNUAL REPORT


REPORT OF THE BOARD OF PUBLIC WELFARE


To the Citizens of the Town of Merrimac:


The Board of Public Welfare organized with the following officers:

meeting every Monday to administer all five categories of Public Assistance, Old Age Assistance, Medical Assistance for the Aged, Aid to Dependent Children, Disability Assistance, and General Relief.


The first four categories are entirely under State and Federal Supervision, with reimbursements made to the town or department according to their regulations.


All reimbursements from Federal Grants are reusable by this department. All reimbursements from the State are deposited in Surplus Revenue and eventually are used to decrease the tax rate.


We are once again asking that our appropriation, $80,000.00 the same amount as last year, be made in one lump sum and that it be allotted to the five categories as seems proper at the beginning of the year.


We are also submitting the following report on the activities of the five categories to give the townspeople a better understanding of the expense of this department and the actual amount of the local participation in these programs.

The Board of Fire Engineers submit the following report for the year ending December 31, 1961.

This past December, after 16 years of service, it became necessary to completely overhaul the motor of the Seagraves truck purchased in 1945.

ANNUAL REPORT


REPORT OF THE PLANNING BOARD


1961 saw many and varied problems presented to the Planning Board. Meetings were held regarding future development of Bantry Road, land off West Main Street and other building sites. Two public hearings were held concerning an amendment to the Zoning By-Laws permit- ting the construction of apartment buildings in certain areas in Merrimac. An Article is included in this year's annual meeting recommending this change.


The major portion of our efforts was devoted to de- veloping information on a Master Plan for our town. Most cities and towns in the Commonwealth have, or are completing, such comprehensive plans. Only Merrimac and Salisbury in this area have no such plan. A Master Plan provides the Planning Board, the Selectmen and all town officials with a guide for future land use, future capital expenditures and is a useful tool for present and future generations. Merrimac is a small town in land area and its proper development is most important to all of us. Your Planning Board sincerely recommends the appropri- ating of the town's share of the cost for a Master Plan (1/3 of the total cost) .


Finally, joint meetings have been held with repre- sentatives of the Planning Boards of Haverhill, Boxford, Groveland, West Newbury, Newburyport, Salisbury and Amesbury in an effort to establish a Regional Planning Group to study problems pertaining to the lower Merri- mack Valley Area as a whole.

Gentlemen:


We the Board of Appeals herein submit our report of activities performed for the year 1961.


1 Petition of Mr. and Mrs. Henry S. Lay for a permit to moor boats and maintain dock facilities.


2 Petition of Mrs. Pricilla Flynn and Mrs. Gloria Komulainen to conduct a gift shop in one room of the Flynn House on Birch Meadow Road.


3 Petition of Edward F. Casazza of 25 Hadley Road for permit to buy and sell second hand furniture.


Two variances were granted and one refused.

REPORT OF CEMETERY TRUSTEES


To the Merrimac Board of Selectmen


and the Citizens of the Town of Merrimac:


In 1961, the Cemetery Trustees were hindered by the loss of Mr. James Michaud, who passed away in May. His help was greatly missed by the Cemetery Trustees.


Mr. John Kirkpatrick took over the position of Super- intendent with much success. The area inside the main gate in finished now and must be landscaped and laid out. The lower section which was filled with the fill from the River Road was graded and loamed and seeded to make a new section.


We are in hopes of making a new surface for the road over the hill and around the cannon section.


All lots in all cemeteries, as well as vacant sections, have been kept mowed this year.

TOWN OF MERRIMAC


REPORT OF CIVIL DEFENSE AGENCY


To the Honorable Board of Selectmen and Citizens of the Town of Merrimac:


The following report of your Civil Defense Agency is submitted for the year 1961.


Due to the Berlin situation there has been a rush for information on Fallout Shelters. I have made them avail- able to the public at the Heath Insurance Company and at the Merrimack Valley National Bank.


During the year I have attended several conferences and have passed on the information to the public through the local Newspapers.


The State Civil Defense Agency has stopped all Sur- plus Property, Matching Funds and Funds for Public Law No. 85-606 until such time that the local Cities and Towns have revised, completed and submitted to the State for approval the Town Plan. This Plan is now in the process of being revised.
