Report of the Selectmen.


The Selectmen respectfully submit the following report :


Notwithstanding many unusual demands for money, the expendi- tures of the town in most of the departments for the current year have been kept within the appropriations.


The road department is carried on at a disadvantage, owing to the difficulty of obtaining good road material. It undoubtedly would be good policy to have gravel banks in different parts of the town purchased or taken for this purpose.


The bridges in town will require considerable expenditure the coming season. The Goddard and Burleigh bridges, the iron bridge at Three Rivers, and the long bridge at Thorndike will all have to be replanked.


We have built and overhauled a large number of culverts the past year, and there should be a liberal appropriation the coming year for this purpose, as there are between 400 and 500 culverts in town, many of them being built of round cobble stones, which are wholly unfit for this use.


We were very fortunate in being able to secure the services of Mr. J. J. Van Valkenburgh to make surveys and plans for a system of sewers for the Depot Village, the quality and price of his work being very satisfactory.


The grade crossings at Burleigh's over the Ware River track, and also the one nearer Three Rivers over the New London Northern R. R .. render travel upon these roads so dangerous that they should be abolished and under passageways substituted therefor. Only 10 per cent of the cost of the changes would fall upon the town, and considering the nature and location of these crossings the wisdom of such an expenditure would hardly seem to admit of doubt.

Report of Sewer Survey,


DEPOT VILLAGE.


TO WILLIAM H. BRAINERD, CHARLES E. GETCHELL, AND JOHN F. TWISS, SELECTMEN OF PALMER, MASS.


Dear Sirs :- At your request I have made a survey of the town of Palmer, for the purpose of devising for it a system of sew- ers. And I herewith present you a plan which shows the location of the present and purposed systems of sewers ; the sizes of the sewers and their respective elevations at several points, and the location of the man-holes. And with it a table is furnished, giving the distances and average depth of the sewers on each street and the approximate cost of construction.


You did not ask that a report be made on the advisability of adopt- ing a system of sewers. Presumably for the reason that the necessi- ties of having such a system, are plainly manifest to all the residents of the town. Therefore, I shall simply write an explanation of my plan.


Considering the fact that sooner or later it may become necessary to prevent the crude sewage from flowing directly into the river, while there would be no objection to discharging surface drainage into it, and that for the latter purpose the present system could be exclusively devoted, it was deemed best to advise the town to adopt a separate system of sewers, in preference to a combined system.


The outlet of the present combined system-a 24-inch brick sewer -is on the southerly side of Commercial street, at Water street, and discharges into an open ditch which extends parallel with the former street, for a distance of four hundred and forty feet, to the river.

At any time, but more especially during dry weather, when but lit- tle else than sewage flows through this ditch, the odor arising there- from is particularly offensive, and must of necessity be injurious to health.
