Report of the Selectmen.

We are fortunate in being able to report an unexpended balance in most of the appropriations. A larger part than usual of the appropriation for highways has been expended in hardening and grading some of the principal roads. A more liberal expenditure of money in this direction would undoubtedly be good economy for the town. The recent storms have made it necessary to expend an un- usually large amount in breaking out roads.

We have replanked seven of the principal bridges in town, some of them requiring nearly all new timber. The iron bridges at Three Rivers and Thorndike had become unsafe, being badly out of line. They have been drawn to place and strengthened with iron trusses at a comparatively small expense.

The bridges in town are in good condition and will require but a small outlay the coming season.

At the last annual meeting we were instructed by the town to take measures to secure the abolition of the grade crossings on the Ware River Railroad near Burleigh's, and the New London Northern Rail- road on the Three Rivers road. Accordingly in the last-named case a petition for the appointment of a commission was presented to the court, and an understanding was finally reached with the railroad officials that the change should be made by turning the highway under the track of the railroad a short distance southeasterly of the present crossing, the location being such that this change will involve but a moderate expense, and will result in a material improvement in the present grade of the highway. Before the plans had been fully agreed upon however the season had so far advanced that it was thought best to postpone further action until spring, but as soon as the weather becomes suitable it is understood that the work shall be commenced and carried to completion without unnecessary delay. The dangerous character of the two crossings on the Ware River Rail-

10

road is well known, and the need of prompt efforts to secure their abolition is fully recognized by us. Just what should be done for the interests of all parties cannot easily be determined and the situation is such that it is desirable that therailroad company should cooperate with the town in devising such changes as will secure the greatest safety to the traveling public and at the same time keep the outlay within a reasonable limit. The officers of the company expressed a willing- ness to aid us in bringing about the desired changes, but asked for a delay until more of the grade crossings upon their main line had been disposed of, and in view of the great expense already incurred by the town in these last named crossings we deemed it for the interest of the town to delay action a short time.
