The Selectmen. Assessors and Overseers of the Poor of the town of Williamsburg hereby respectfully submit .their annual report for the year ending January 31. 1885.

A general statement of appropriations and expendi- tures under the different departments is given below, the details of which will appear in the proper place.


PAUPER DEPARTMENT.


The expense of this department exceeds the appropria- tion by $221.73; of this amount $182.84 was caused by the sickness of Lyman Hemingway whose death, caused by can- cer, occurred November 17. The amount paid for medical attendance in his case was $110.00. The amount of $348 .- 19 has been expended necessarily wholly on account of sick- ness, $143.10 of it for those who will not require per- manent aid from the town. We consider our town fortu. nate in not having any larger bill this year for the poor, when we take into consideration the hard times and want of employment by many of our people.


The number of persons who have received full support during the whole or part of the year was 12. Two of that number, Thaddeus Bartlett and Lyman Hemingway, have died during the year. Of the above number two were sup- ported in the insane asylum, one of whom, Joseph Grace, left the hospital May 17. Nine are now receiving full sup- port, four of whom will require it only as temporary aid on account of sickness. There is one child under 12 years of age in charge of the Board, who has a father and mother living, but they do nothing towards his support.


The number of families receiving aid residing and hav- ing legal pauper settlement in this town was 7, comprising 36 persons, 10 males and 26 females. Of these, 7 males and 17 females were under 14 years of age. Two families resid- ing in this town, but having a legal pauper settlement in another town, comprising 10 persons, 5 males and 5 females, have been aided in this town, by order of the overseers of

the poor, where their legal pauper settlements are, for which we have received payment.


Three families comprising 16 persons-7 males and 9 females-having a legal pauper settlement in this town, but now residing in other towns, have been aided by our order.


STATE PAUPERS.


There were three families comprising 15 persons-8 males and 7 females-aided by us during the year that have no legal pauper settlement within the State. Two of these persons were sent to their home in New York state at a cost of $18.20 for transportation. The remainder were aided at an expense of $49.00.


HIGHWAYS AND BRIDGES DEPARTMENT.


The exhibit in this department shows an expenditure in excess of the appropriation of $423.57. In our statement of the expenditures under this department we include all the items of expense which belong to the above account for the year. The item of $46.40 for breaking roads and $161,- 83 for bridge plank, which are usually included under the head of old bills or contingent funds, we reckon as this year's highway expense. It was found upon examination of one of the abutments of the; bridge near Joseph Roger's, that it needed rebuilding, which was done at an expense of over $87.00. The heavy showers on the 22d of August and the 6th of December washed the roads badly, causing an extra expense of over $150. These repairs were neces- sary and required by law, and it was not thought best to call a special town meeting to raise extra money for this purpose. The amount appropriated would have been ample for the ordinary expenses, reckoning the snow-bills and bridge plank under the head of old bills.

The bridge plank engaged for the coming year will cost about $145, and we would recommend including that amount in making this year's appropriation for highways and bridges. Some, if not all, of our iron bridges need painting, a matter that we think should be considered when making the appro- priation for highways.


CONTINGENT DEPARTMENT.


The amount expended under this head exceeds the ap- propriation $429.65. Since the passage of the law abolish- ing school districts, all school-house repairs have to be pro- vided for by special appropriation, and until this year have been, or be paid from the contingent appropriation ; this year there has been expended for that purpose $158.91. We also made necessary repairs on the Strang house costing $32 .- 75. We also expended $76.17 in obtaining evidence against and in the prosecution of illegal liquor-sellers, and should do the same thing again under the same circumstances. There was also an extra expense this year of $100 for insur- ance on the town hall. The salary of the school committee was much larger this year than heretofore on account of the extra labor attending the introduction of Free Text Books into the schools.


FREE TEXT BOOK DEPARTMENT.


The amount expended here exceeds the appropriation $219.32, which was unavoidable by the ommittee who had the matter in charge, as they were acting in accordance with the instructions of the law. A detailed statement will no doubt appear in the annual report of the school committee.


OLD BILLS.


The $100 reported as paid to William Skinner was for a

building lot for a school-house, the amount being left in the Treasurer's hands for that purpose last year, and was includ- ed in the amount reported of cash on hand.


WHITING STREET WILL.


The committee of the Whiting Street fund submit the following statement of their work for the year ended Janu- ary 31st. 1885.
