This town report would not be complete if we failed to include an expression of our deep gratitude to Miss Watson, who is completing 30 years of incomparable service to the Town of Williamsburg.
Her ability as treasurer is recognized and commended, most highly by the Mass. Division of Accounts, the Audi- tors and everyone who has any knowledge of her work.
We sincerely hope she will be able to continue to serve us for many years to come.

sums of $650.00 for Moth Work and $1,288.88 for Elm Trees, sum to be expended if necessary under the direction of the Moth Superintendent or take any other action thereon.
Article 29. To see if the Town will vote to empower the Water Comm- issioners and Board of Selectmen to appoint their members to other positions.
Article 30. To see if the Town will vote to transfer and appropriate from available funds, the sum of $25,000.00 to pay the School Bonds due in 1955. The State's share of this money to be returned to a- vailable funds when received from the State, or take any other action there on.
Article 31. To see if the Town will vote to transfer and appropriate $1,630.00 from the Collins Fund and $1, 800.00 from the Spelman Fund to pay the interest due in 1955 on the School Bonds and instruct the Assessors to use this $3, 430.00 as estimated receipts in figuring the tax rate, or take any other action thereon.
Article 32. To see if the Town will vote to raise and appropriate the sum of $300.00 to install two culverts and provide 60 yards of gravel for the Old Goshen Road, or take any other action thereon.
Article 33. To see if the Town will vote to transfer to Surplus Reven- ue from the former School Building Committee, the sum of $392.24
Article 34. To see if the Town will vote to transfer and appropriate from available funds, the sum of $1, 400.00 for the rent of a power grader, or take any other action thereon.

Selectmen's Report
The Selectmen met and organized February 18, 1954 as follows: Donald Outhuse, chairman; Walter E. Kel- logg, Jr., clerk and Veterans' Agent, and Frank Paul, chairman of the Board of Welfare.
Fifty-two regular meetings were held during the year.
There were two special town meetings held during the year. The November meeting lacked a quorum and no business was transacted.
Chapter 90 construction was completed on Mountain Street and rest of Ashfield Road.
Chapter 90 Special Grant on Route 143 (Chesterfield Road) was not completed.
Chapter 81 work was done on Nash Street.
Due to the serious infestation of Gypsy Moth, most of the town was sprayed with aerial spraying. This was done in cooperation with the state with excellent re- sults.
Sanding of the roads was let out to contract again this year. Trucks were hired to help on construction work, this being a saving to the town.
The windows have been installed in the Town Hall. The contract to paint the outside has been let, the work to be done as soon as possible in the spring.
We wish to sincerely thank the other town officers, committees and townspeople for their cooperation and support during the past year.

We recommend the purchase of a power grader for use on our roads. It is nearly impossible, with present equip- ment, to keep our roads in acceptable condition. We be- lieve this machine would more than pay for itself if pur- chased on a rental plan.
During the year we were saddened by the death of Howard Baker, our town accountant for so many years. He was always ready to help us with his advice and council and gave us many hours of his own time. We were very fortunate in obtaining Warren McAvoy to fill this very important position. His work so far more than justifies his appointment.

Articles from the Town Warrant
Article 1. To elect a Moderator for one year. To elect one Selectman for a term of three years, who shall be an Overseer of Public Welfare. To elect one Town Clerk, one Treasurer, two Constables, one Elector under the will of the late Oliver Smith, Esq., one Tree Warden, all for a term of one year. To elect two School Commit- teemen, one for three years and one for two years, one Trust Fund Commissioner, one Library Trustee, one Assessor, one member of the Board of Health and one Recreation Commissioner, one Tax Collector, all for a term of three years. Three Water Commissioners, one for one year, one for two years and one for three years.
Article 2. To choose all necessary minor Town Offi- cers for the ensuing year.
Article 3. To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1955, and to issue a note or notes therefor, payable with- in one year and to renew any note or notes as may be given for a period of less than one year, in accordance with Section 17, Chapter 44 of the General Laws.
Article 4. To see if the Town will vote to raise and appropriate such sums of money as shall be deemed necessary to defray the expenses of the current year.
Article 5. To hear the report of the Selectmen, Treasurer, Town Clerk, Tax Collector, Assessors, School Committee, Water Commissioners, and other Committees and act thereon.

Article 6. To choose a committee to expend the in- come from the Whiting Street Fund.
Article 7. To see if the Town will vote to authorize the Selectmen to cooperate with the County and State under the provisions of Chapter 90 of the General Laws, for construction, and to vote to appropriate the sum of $2,500.00, the Town's share of the expense, and to vote to appropriate the sum of $7,500.00, the County and State's share of the expense and in anticipation of re- imbursement from the County and State under the pro- visions of the Chapter, the Town's share to be raised by taxation and County and State's share to be taken from the Surplus Revenue Account and returned to the Sur- plus Revenue Account when received from the County and State, or take any other action thereon.
Article 8. To see if the Town will vote to authorize the Selectmen to cooperate with the County and State under the provisions of Chapter 90 of the General Laws, for maintenance, and to vote to appropriate the sum of $1,000.00, the Town's share of the expense, and to vote to appropriate the sum of $2,000.00, the County and State's share of the expense, and in anticipation of re- imbursement from the County and State under the pro- visions of this Chapter, the Town's share to be raised by taxation and the County and State's share to be taken from the Surplus Revenue Account when received from the County and State, or take any other action thereon.
Article 9. To see if the Town will vote to authorize the Selectmen to cooperate with the State under the pro- visions of Chapter 81 of the General Laws and to raise and appropriate the sum of $3,150.00, the Town's share of the expense, and to vote to appropriate the State's share of the expense, and in anticipation of reimburse- ment under this Chapter, such sums to be taken from the Surplus Revenue Account, the State's share to be re- turned to the Surplus Revenue Account when received from the State, or take any other action thereon.

Article 10. To see if the Town will vote to fix the salary and compensation of all elected officers of the town as provided in Section 108, Chapter 41, General Laws, as amended.
Article 11. To see if the Town will vote to raise and appropriate the sum of $605.57 to be paid to the Treas- urer-Custodian of the Hampshire County Retirement System to be credited to the funds thereof.
Article 12. To see if the Town will vote to transfer and appropriate the balance of $6,904.14 in the Road Machinery Earnings Account of 1954 to the Road Ma- chinery Account of 1955.
Article 13. To see if the Town will vote to authorize the Selectmen to appoint a Town Secretary to serve from March 1, 1955 to February 28, 1956, who shall maintain an office, open to the public, in such place and during such hours as may be judged most convenient and prac- tical; such Town Secretary to be available for a mini- mum of twenty hours per week throughout the year, ex- cept for such periods of vacation or leave as may be agreed upon; that the Town raise and appropriate the sum of $1,500.00 from which to pay this Secretary, main- tenance costs for which shall be provided from the main- tenance appropriations allotted to the various depart- ments for which the Secretary acts: that the duties of such Secretary shall be those set by the Selectmen and the Chairmen of the departments of government for which service is performed, or take any other action thereon.
Article 14. To see if the Town will vote to raise and appropriate the sum of $1,200.00 to help defray the ex- penses of a Public Health Nurse, or take any other action thereon.
Article 15. To see if the Town will vote to raise and appropriate the sum of $900.00 to complete the addition

to the Williamsburg Fire Station, or take any other action thereon.
Article 16. To see if the Town will vote to hear a report of the special committee appointed by the mod- erator as per Article #4 on the warrant of the special town meeting held on July 8, 1954, to bring in plans and recommendations on the Haydenville Fire Station; and/or take any other action thereon.
Article 17. To see if the Town will vote to transfer from overlay surplus reserve the sum of $4,000.00 to reserve account under jurisdiction of the Finance Com- mittee to meet unexpected or emergency needs of the Town Departments, or take any other action thereon.
Article 18. To see if the Town will vote to raise and appropriate the sum of $700.00 to pay Carl King for land damage caused by Chapter 90 road improvement, or take any other action thereon.
Article 19. To see if the Town will vote to transfer and appropriate from available funds the sum of $4,500.00 for work on Chesterfield Road. Said $4,500.00 to be returned to available funds when received from the State.
Article 20. To see if the Town will vote to raise and appropriate the sum of $15.00 to erect a sign "Children Playing" near the ball field on Fairfield Avenue.
Article 21. To see if the Town will vote to transfer and appropriate the sum of $500.00 from the Water Surplus Account to pay the note which is due in 1955 on the South Street Water Extension, or take any other action thereon.

Report of Finance Committee
The Finance Committee refers you to the Town Accountant's report wherein is listed those transfers made by the Finance Committee from Reserve fund for year of 1954. The reason for the action was to meet unforeseen and emergency needs of various depart- ments which occurred during the year.
Your Finance Committee would remind all depart- ments that they are required to live within their appro- priations as voted by Town meetings.
We also wish to call the attention to all Departments that they should notify Finance Committee of any finan- cial emergency when it arises and not wait until the end of the year.
The Finance Committee has met with all departments and have discussed ways and means of keeping Budget Request in line with the ability of people to pay.
All articles in the Warrant calling for appropriations have been acted upon and will be reported at Town Meet- ing.
The Committee have given careful consideration to our tax rate and have acted to the best of their ability to keep appropriations within proper limits, but also have given consideration to determine that each department will function properly during the year of 1955.
Your attention is called to the serious financial condi- tion of the Water Department and urge the Water Com-

missioners to take concerted action to clean this matter up as soon as possible.

Town Clerk's Report
DOGS
There were 272 dog licenses issued in 1954, as follows : 166 males, 19 females, 87 spayed females. Six kennel licenses were issued. The sum of $605.40 was paid to the Town treasurer.
FISH AND GAME
There were 551 sporting licenses issued in 1954 for which the sum of $1,842.50 was returned to the Division of Fisheries and Game.
BIRTHS
A total of 48 births were recorded in 1954, including 11 which occurred in 1953 and on which records were re- ceived in 1954.
