Selectmen's Report


The Selectmen met and organized February 14, 1955 as follows: Donald Outhuse, Chairman; Walter E. Kel- logg, Jr., Clerk and Veterans' Agent, and Frank Paul, Chairman of the Board of Welfare.


Fifty-two regular meetings were held during the year.


Chapter 90 road construction was completed on the lower end of the Ashfield Road. Construction was then started at the town line but was not completed because of the August flood.


Chapter 81 Construction was done on Nash Street.


We recommend the purchase of a sander for the town. We also recommend the purchase of a new truck, trading one or two of the old ones.


Our highway program was disrupted due to the floods of August and October. It was necessary to stop our regular work and spend almost 8 weeks on flood repairs. Part of this work was done under the direction of the U. S. Army, Corp of Engineers, and we have received over $6400 reimbursement from them. The balance of the work was done under the Mass. Flood Damage Law and we are now in process of getting a settlement from them. In all over $11,000 has been spent to make these damaged roads passable and there is more to do, we hope at no cost to the town.

Articles from the Town Warrant


Article 1. To elect a Moderator for one year. To elect one Selectman for a term of three years, who shall be an Overseer of Public Welfare. To elect one Town Clerk, one Treasurer, two Constables, one Elector under the will of the late Oliver Smith, Esq., one Tree Warden, all for a term of one year. To elect three School Com- mitteemen, two for three years and one for two years, one Trust Fund Commissioner, two Library Trustees, one Assessor, one Member of the Board of Health and one Recreation Commissioner, all for a term of three years. Two Water Commissioners, one for one year and one for three years.


Article 2. To choose all necessary minor Town Offi- cers for the ensuing year.


Article 3. To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1956, and to issue a note or notes therefor, payable within one year and to renew any note or notes as may be given for a period of less than one year, in accordance with Section 17, Chapter 44 of the General Laws.


Article 4. To see if the Town will vote to raise and appropriate such sums of money as shall be deemed ne- cessary to defray the expenses of the current year.


Article 5. To hear the report of the Selectmen, Treas- urer, Town Clerk, Tax Collector, Assessors, School Com- mittee, Water Commissioners, and other Committees and act thereon.

Article 6. To choose a committee to expend the in- come from the Whiting Street Fund.


Article 7. To see if the Town will vote to authorize the Selectmen to cooperate with the County and State under the provisions of Chapter 90 of the General Laws, for construction, and to vote to appropriate the sum of $2,500.00, the Town's share of the expense, or take any other action thereon.


Article 8. To see if the Town will vote to authorize the Selectmen to cooperate with the County and State under the provisions of Chapter 90 of the General Laws, for maintenance, and to vote to appropriate the sum of $1,000.00, the Town's share of the expense, and to vote to appropriate the sum of $2,000.00, the County and State's share of the expense, and in anticipation of re- imbursement from the County and State under the pro- visions of the Chapter, the Town's share to be raised by taxation and County and State's share to be taken from the Surplus Revenue Account and returned to the Sur- plus Revenue Account when received from the County and State, or take any other action thereon.


Article 9. To see if the Town will vote to authorize the Selectmen to cooperate with the State under the pro- visions of Chapter 81 of the General Laws and to raise and appropriate the sum of $3,150.00, the Town's share of the expense, or take any other action thereon.


Article 10. To see if the Town will vote to fix the salary and compensation of all elected officers of the town as provided in Section 108, Chapter 41, General Laws, as amended.


Article 11. To see if the Town will vote to raise and appropriate the sum of $1233.94 to be paid to the Treasurer-Custodian of the Hampshire County Retire- ment System to be credited to the funds thereof.

Article 12. To see if the Town will vote to transfer and appropriate the balance of $10,068.81 in the Road Machinery Earnings Account of 1955 to the Road Machinery Account of 1956.


Article 13. To see if the Town will vote to authorize the Selectmen to appoint a Town Secretary to serve from March 1, 1956 to February 28, 1957, who shall be pro- vided with an office, open to the public, in such place and during such hours as may be judged most convenient and practical ; such Town Secretary to be available for a min- imum of twenty hours per week throughout the year, ex- cept for such periods of vacation or leave as may be agreed upon; that the Town raise and appropriate the sum of $1,500.00 from which to pay this Secretary, main- tenance costs for which shall be provided from the main- tenance appropriations allotted to the various depart- ments for which the Secretary acts: that the duties of such Secretary shall be those set by the Selectmen and the Chairmen of the departments of government for which service is performed, or take any other action thereon.


Article 14. To see if the Town will vote to raise and appropriate the sum of $1,000.00 to help defray the ex- penses of a Public Health Nurse, or take any other action thereon.


Article 15. To see if the Town will vote to raise and appropriate the sum of $1,000.00 to complete the addi- tion to the Williamsburg Fire Station, or take any other action thereon.


Article 16. To see if the Town will vote to transfer from overlay surplus reserve the sum of $4,000.00 to re- serve account under the jurisdiction of the Finance Com- mittee to meet unexpected or emergency needs of the Town Departments, or take any other action thereon.


Article 17. To see if the Town will vote to raise and appropriate the sum of $500.00 to pay Carl King for land

damages as set forth in the committee report, or take any other action thereon.


Article 18. To see if the Town will vote to appropri- ate the sum of $3,850.00 to purchase an 18,000 lb. gross vehicle weight truck with dump body for the highway department, $2,500.00 to be transferred from Truck and Tractor earnings and $1,350.00 to be raised and appro- priated, and empower the Selectmen to trade in one or two of the present trucks, or take any other action there- on.


Article 19. To see if the Town will vote to buy a road sander and to raise and appropriate the sum of $3,000.00 for same, or take any other action thereon.


Article 20. To see if the Town will vote to raise and appropriate the sum of $150.00 to buy a sickle mower for the old cemetery, or take any other action thereon.


Article 21. To see if the Town will vote to raise and appropriate the sum of $15.00 to pay Robert Collins for land damage, or take any other action thereon.


Article 22. To see if the Town will vote to authorize the Board of Assessors to enter into a contract for an expert appraisal of taxable real estate for a period not exceeding three years, and to appropriate a sum of money to be expended therefor in the current year, or take any other action thereon.


Article 23. To see if the Town will vote to join with other towns in this area, to form a district to be served by one Veterans' Agent. Williamsburg's share of the cost to be paid out of Veterans' Agent salary and main- tenance, or take any other action thereon.


Article 24. To see if the Town will empower the Board of Selectmen and the Water Commissioners to ap- point their own members to other town positions, or take any other action thereon.

Article 25. To see if the Town will vote to hire one school traffic officer each for Williamsburg and Hayden- ville and to raise and appropriate the sum of $800.00 to pay for same or take any other action thereon.


Article 26. To see if the Town will vote to transfer from the Water Surplus Account, the sum of $343.82 to the Finance Overlay Reserve Fund, this being money transferred in 1955 to meet emergency, or take any other action thereon.


Article 27. To see if the Town will vote to transfer and appropriate from available funds the sum of $25,000.00 to pay the School Bonds due in 1956.


Article 28. To see if the Town will vote to transfer and appropriate the sum of $500.00 from the Water Sur- plus Account to pay the note which is due in 1956 on the South Street Water Extension, or take any other action thereon.


Article 29. To see if the Town will vote to transfer and appropriate the sum of $2,000.00 from the Water Surplus Account to pay the note which is due in 1956 on the Additional Water Supply Loan, or take any other action thereon.


Article 30. To see if the Town will vote to transfer and appropriate the sum of $405.00 from the Water Sur- plus Account to pay the interest on the Additional Water Supply Loan, which is due in 1956, or take any other action thereon.


Article 31. To see if the Town will vote to transfer and appropriate the sum of $2,000.00 from the Water Surplus Account to pay the note which is due in 1956 on the Water Extension to the Hampshire County Sanatori- um, or take any other action thereon.


Article 32. To see if the Town will transfer and ap- propriate the sum of $82.50 from the Water Surplus

Account to pay the interest which is due in 1956 on the Hampshire County Sanatorium Water Extension, or take any other action thereon.


Article 33. To see if the Town will vote to raise and appropriate a sum of money to build a new fire station in Haydenville, or take any other action thereon.


Article 34. To see if the Town will vote to authorize the Selectmen to purchase a piece of property, approxi- mately 60' x 100', now owned by the Haydenville Com- pany, and raise and appropriate a sum of money to pay for same, or take any other action thereon.


Article 35. To see if the Town will vote to raise and appropriate, or borrow and appropriate, a sum of money to be spent by the School Committee, or some other desig- nated group, to make the following repairs on and in the Helen E. James School building and grounds: 1. Point up outside bricks. 2. New roof on the newest part of the building. 3. Install new water line from the street to the building and install inside pipes which now cut down the water pressure. 4. Install a new electric cable from the street to the building so that more electricity will be available, also include a new fuse board. 5. In- stall new lights in four rooms on the second floor which now have old style lights, install a new light in the office, new lights in room 7 on the first floor, new lights in the basement corridors, new lights in the east half of the library to match those in the west end, new lights in both toilet rooms, teachers' room and nurse's room. 6. A nurse's room to be made from the old athletic room. A toilet and lavatory could be installed where the present showers are located. A teacher's room to be made in the present nurse's room by insulating the wall toward the girls' toilet room, also redecorate the present women's lavatory. 7. Girls' toilet-install five new toilets, 3 lava- tories and redecorate the room. Boys' toilet-five new toilets, 3 new lavatories and redecorate the room. 8.

Paint outside woodwork and repair the sash. 9. Repair floor at stair landings. 10. Rebuild the brook wall on the school side. 11. Convert to oil heat, or take any other action thereon.

Report of Finance Committee


The Finance Committee refers you to the Town Accountant report wherein is listed those transfers made by the Finance Committee from Reserve Fund for year of 1955.


The reason for these transfers was to meet unforeseen and emergency needs of various departments which occurred during the year.


Last year in our report we requested all Departments to live within their appropriation as voted by Town Meet- ing and to notify Finance Committee of any financial emergency when it arises and not wait until end of year. We are very happy to state that our request was com- plied with and our transfers were not as large as in pre- vious years.


The Finance Committee has met with all Departments and have discussed ways and means of keeping Budget Requests at a minimum.


All articles in Warrant calling for appropriation have been acted upon and will be reported in Town Meeting.


The Committee having acted on Budget Requests and knowing of the large increase, are concerned about appropriations on articles which will increase our Tax Rate a substantial amount in 1956. Our available funds are not as large as they should be, because of refunds from the State which did not come in for use in our 1956 budget.

We hope all citizens of the Town will be cautious in the action on articles presented in Town Warrant so that our Tax Rate will not go out of bounds.

There were 275 dog licenses issued in 1955 as follows: 177 males

Six kennel licenses were issued. The sum of $635.40 was paid to the Town Treasurer.


FISH AND GAME


There were 611 sporting licenses issued in 1955 for which the sum of $1,989.00 was returned to the Division of Fisheries and Game.


BIRTHS


A total of 53 births were recorded in 1955, including 7 which occurred in 1954 and on which records were re- ceived in 1955.
