Selectmen's Report
To the Citizens of Williamsburg :
Greetings :
Another year in the service of our neighbors as Se- lectmen has been an enjoyable one. We have been con- fronted with problems at times but feel that they were resolved easily and in the best interest of our citizens.
Our organization meeting was March 3, 1959 with Walter E. Kellogg, Jr. as Chairman; Frank P. Paul, as Clerk; and Carl M. Hemenway, Chairman of Public Wel- fare.
Mrs. Ruth T. Mongeau, who had served the Town as Secretary for several years, resigned, and it was with re- gret that we accepted the loss of her capable and effi- cient service. Mrs. Clara L. Rustemeyer was appointed to succeed her.
The Town Hall offered us some concern. Walking traffic failed to confine itself to the sidewalk causing much wear on the lawn which necessitated the erection of a rustic fence. We have had several requests for the use of the Hall which we have granted for dancing classes, Girl Scouts, Art Exhibition, etc. We have an antiquated and inefficient heating system which hampers more use of the building. There are repairs needed which we anti- cipate completing in 1960.
It was our pleasure, with the Fire Department, to attend the Hadley and Amherst anniversary celebrations representing our town.

It was necessary to borrow money for the operation of the town in the amount of $40,000.00, of which $18,000.00 was in anticipation of revenue and $22,000.00 in antici- pation of reimbursement of highways; which was nego- tiated for at 2.4% and 2.5% respectively.
We have met with the School Committee concerning the storage of winter sand adjacent to the school area with regards to the safety of the pupils. It is proposed that the situation might be resolved with the construction of a walk from the South Street portion of the school property to the Anne T. Dunphy School similar to the road as was originally planned.
Meetings have been attended with State and County representatives of the Department of Public Works with regard to the Chapter 81 and 90 highways of our town. A report relative to our highways will be found elsewhere in this report as prepared by the Highway Superin- tendent.
We were saddened since the close of 1959 by the pass- ing of our Clerk, Frank P. Paul, who had endeavored to serve his fellow citizens faithfully and diligently since his election to the Board in 1954.
We wish to thank members of all town departments for their fine cooperation during 1959. It has been our privi- lege to have served as your Selectmen again.

Articles from the Town Warrant
Article 1. To elect a Moderator for one year. To elect one Selectman for a term of three years, who shall be an Overseer of Public Welfare. To elect one Town Clerk, one Treasurer, two Constables, one Elector under the will of the late Oliver Smith, Esq., one Tree Warden, all for a term of one year. To elect one Assessor, one member of the Board of Health, one Water Commission- er, all for a term of three years. To elect one School Committee member for a term of three years. To elect one Trustee of Haydenville Library, one Trust Fund Commissioner and one Recreation Commissioner, all for a term of three years.
Article 2. To choose all necessary minor Town Offi- cers for the ensuing year.
Article 3. To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1960, and to issue a note or notes therefor, payable within one year and to renew any note or notes as may be given for a period of less than one year, in accordance with Section 17, Chapter 44 of the General Laws.
Article 4. To see if the Town will vote to raise and appropriate such sums of money as shall be deemed necessary to defray the expenses of the current year.
Article 5. To hear the reports of the Selectmen, Treasurer, Town Clerk, Tax Collector, Assessors, School Committee, Water Commissioners, and other Committees and act thereon.

Article 6. To choose a committee to expend the in- come from the Whiting Street Fund.
Article 7. To see if the Town will vote to authorize the Selectmen to cooperate with the County and State under the provisions of Chapter 90 of the General Laws, for construction, and to vote to appropriate the sum of $3,750.00, the Town's share of the expense, or take any other action thereon.
Article 8. To see if the Town will vote to authorize the Selectmen to cooperate with the County and State under the provisions of Chapter 90 of the General Laws, for maintenance, and to vote to appropriate the sum of $1,500.00, the Town's share of the exepnse, and to vote to appropriate the sum of $3,000.00, the County's and State's share of the expense, and in anticipation of re- imbursement from the County and State under the pro- visions of the Chapter, the Town's share to be raised by taxation and County and State's share to be taken from the Surplus Revenue Account and returned to the Surplus Revenue Account when received from the County and State, or take any other action thereon.
Article 9. To see if the Town will vote to authorize the Selectmen to cooperate with the State under the pro- visions of Chapter 81 of the General Laws and to raise and appropriate the sum of $3,150.00, the Town's share of the expense, or take any other action thereon.
Article 10. To see if the Town will vote to fix the salary and compensation of all elected officers of the town as provided in Section 108, Chapter 41, General Laws, as amended.
Article 11. To see if the Town will vote to raise and appropriate the sum of $2,904.35, to be paid to the Treas- urer-Custodian of the Hampshire County Retirement Sys- tem to be credited to the funds thereof.

Article 12. To see if the Town will vote to authorize the Chairman of the Board of Selectmen together with the chairmen of the Board of Assessors and the Board of Water Commissioners, to appoint a Town Secretary to serve from March 1, 1960 to February 28, 1961, who shall be provided with an office, open to the public, in such place and during such hours as may be judged most convenient and practical; such Town Secretary to be available for a minimum of twenty hours per week throughout the year, that the duties of such Secretary shall be those set by the Chairmen of the Departments of government for which service is performed, or take any other action thereon.
Article 13. To see if the Town will vote to raise and appropriate the sum of $1,000.00 to help defray the ex- penses of a Public Health Nurse, or take any other action thereon.
Article 14. To see if the Town will vote to transfer from overlay surplus reserve the sum of $4,000.00 to re- serve account under the jurisdiction of the Finance Com- mittee to meet unexpected or emergency needs of the Town Departments, or take any other action thereon.
Article 15. To see if the Town will empower the Board of Selectmen, Board of Water Commissioners and Board of Assessors to appoint their own members to other town positions, or take any other action thereon.
Article 16. To see if the Town will vote to transfer and appropriate the balance of $7,502.71 in the Road Machinery Account of 1959 to the Truck and Tractor Maintenance Account of 1960.
Article 17. To see if the Town will vote to raise and appropriate the sum of $27,000.00 to pay the principal of $25,000.00 on the Anne T. Dunphy School Loan and $2,000.00 on the Helen E. James School remodeling loan, or take any other action thereon.
Article 18. To see if the Town will vote to raise and appropriate the sum of $2,170.00 to pay the interest of

$1,680.00 on the Anne T. Dunphy School Loan and $490.00 on the Helen E. James School remodeling loan and to meet said appropriation transfer the sum of $2,170.00 from the O. G. Spelman School Fund Income, or take any other action thereon.
Article 19. To see if the Town will vote to raise and appropriate a sum of money for the purchase of a new fire truck and determine whether the money shall be pro- vided for by taxation, appropriation from available funds in the treasury, or by borrowing under authority of Chapter 44 of the General Laws, or take any action there- on.
Article 20. To see if the Town will vote to raise and appropriate the sum of $11,825.00 for the purpose of operating and maintaining the system, including the lay- ing and re-laying of mains, and debt and interest charges, for the Water Department for the year 1960, and to meet said appropriations the sum of $2,000.00 to be appropri- ated from water surplus, and the sum of $9,825.00 to be appropriated from water revenue of 1960, or take any other action thereon.
Article 21. To see if the Town will vote to raise and appropriate the sum of $7,450.00 from water surplus, to pay for the laying of cast iron mains on Eastern Ave., and Sunset Drive, or take any other action thereon.
Arcicle 22. To see if the Town will vote to raise and appropriate the sum of $2,500.00 for the purpose of in- stalling an oil burner in the Haydenville Center School and determine whether the money shall be provided by taxation or available funds, or take any other action thereon.
Article 23. To see if the Town will vote to raise and appropriate the sum of $1,300.00 to hard surface a sec- tion of Depot Road and to determine whether the money shall be provided by taxation, appropriated from avail-

able funds in the treasury or take any other action there- on.
Article 24. To hear the report of the committee appointed at the annual town meeting March 2, 1959, and expanded and extended at the special town meeting April 27, 1959, and to see if the Town will vote to raise and appropriate the sum of $250.00 for plans and specifica- tions for a new fire station in the village of Haydenville or take any other action thereon.
Article 25. To see if the Town will vote to raise and appropriate the sum of $8,000.00 for the purpose of pur- chasing the building and land of the present Haydenville Savings Bank in accordance with their proposal as out- lined in a letter dated January 16, 1960, and to determine whether the money shall be provided by taxation, appro- priation from available funds in the treasury or by bor- rowing under the provisions of Chapter 44 of the Gen- eral Laws or take any other action thereon.
Article 26. To see if the Town will vote to raise and appropriate a sum of money to purchase land and plans and to construct a new town garage and to determine whether the money shall be provided by taxation, appro- priated from available funds in the treasury or by bor- rowing under the provisions of Chapter 44 of the Gen- eral Laws or take any other action thereon.
Article 27. To see if the Town will raise and appro- priate a sum of money to purchase a new motor grader equipped with mounted snow wing, bulldozer blade and grader blade and provide payment by appropriating $1,200.00 from truck and tractor maintenance and bor- rowing under provisions of Chapter 44 of the General Laws, or take any other action thereon.
Article 28. To see if the Town will vote to raise and appropriate the sum of $2,000.00 to construct an entrance from South Street on school property to the Anne T. Dun-

phy Elementary School and determine whether the money shall be provided by taxation or appropriated from avail- able funds in the treasury, or take any other action there- on.
Article 29. To see if the Town will vote to empower the selectmen to enter into contract with the Federal Gov- ernment regarding preliminary plans for a sewage dis- posal system, or take any other action thereon.
Article 30. To see if the Town will vote to raise and appropriate the sum of $400.00 to cover cost of purchase fees and maintenance of the Haydenville Savings Bank Building and determine whether the money shall be pro- vided by taxation or appropriated from available funds in the treasury or take any other action thereon.
Article 31. To see if the Town will vote to discon- tinue the unused portion of Route 143 lying between present used Route 143 and the west branch of Mill River and also, the unused portion of Route 143 lying between State Route 9 and the west branch of Mill River, as de- picted in a plan filed in the office of the County Commis- sioners in connection with petition No. 902, dated Sept. 14, 1931, or take any other action thereon.

Town Clerk's Report
DOGS
There were 303 dog licenses issued in 1959 as follows: 177 males, 28 females and 92 spayed females. Six kennel licenses were issued. The sum of $680.25 was paid to the Town Treasurer.
FISH AND GAME
There were 558 sporting licenses issued in 1959 as follows: 176 resident fishing licenses, 162 resident hunt- ing licenses, 109 resident sporting licenses, 31 resident minor fishing licenses, 43 resident female fishing licenses, 2 resident trapping licenses, 3 special non-resident fish- ing licenses, 1 non-resident minor fishing license, 2 non- resident fishing licenses, 1 non-resident hunting license, 5 duplicate licenses and 23 resident sporting licenses, (free). The amount of $1,733.00 was returned to the Division of Fisheries and Game.
BIRTHS
A total of 58 births were recorded in 1959, including 11 which occurred in 1958 and on which records were re- ceived in 1959.
