Selectmen's Report


During the year 1962 the Selectmen held fifty-two regular meetings, and one special meeting. The longest meeting occurred on February 5 and lasted three hours and 27 minutes. The shortest one occurred on March 5, and lasted ten minutes.


The Selectmen once again point out to their fellow townsmen that all meetings are open to the public, and that the minutes are open for inspection at all times. The Selectmen are conscious that it is difficult to get pertinent information to the citizens, and wish that more of them would avail themselves of what oppor- tunity there is to inform themselves of town business.


SELECTED ITEMS FROM THE MINUTES


OF 1962


January 2 Resolution passed that no person or per- sons under the age of 17 be allowed to operate automatic amusement devices within the town of Williamsburg.


Motion passed that no licenses be issued to garages or service stations within the Town unless the premises be first approved by the Fire Chief.


January 22 Voted to have property damage insur- ance written on employees of the Highway Depart_ ment.

March 12 New Board organized with the following officers :

Voted to order all dogs of the Town to be muzzled or confined until May 1, 1962, to protect the deer population from destruction.


March 26 The Board of Selectmen and the remainder of the Water Commission met to fill the place left vacant by the resignation of Charles Damon, Jr. Robert C. Davidson was elected to serve until the Annual Town Meeting in March, 1963.


April 2 Drawn to serve on the traverse jury were Leon Shumway and Barbara C. Smart. Front end loader was purchased.


April 9 Carl Hemenway was asked to stay on as Di- rector of Civil Defense.


April 25 Funds for Chapter 81 road work were allo- cated to the various roads of the town.


May 7 Board received from Regional School District Planning Board its formal recommendation that a Regional School District be established, to include, among others, the town of Williamsburg.


May 14 Board set date of June 4, 1962 at 8 P.M. for Special Town Meeting to deal with matter of Re- gional School.


May 28 In the matter of special licenses for clubs and hotels to remain open until 1 A.M., the Board voted

to grant a maximum of eight such licenses to any one organization during any one calendar year.


June 11 Board met in joint session with remaining members of the School Committee to fill the va- cancy created by the death of Joseph Batura. George Childs was elected to serve until the next Regular Town Meeting in March of 1963.


June 18 Board directed its clerk to write to Housing and Home Financing Agency for application for loan to finance the preliminary studies pertaining to a sewage disposal plant and system for Williams- burg.


August 27 Drawn for Jury Duty were: George Wil- liam Day, and Mary H. Munroe.


September 10 Board met in joint sessions with the re- maining members of the Board of Health to elect a member to fill the vacancy caused by the death of Bernard Reardon. Edgar S. Hutchins was elected to serve until the next Regular Town Meeting in March of 1963.


September 24 Board met in joint session with remain- ing members of the School Committee to fill the vacancy caused by the resignation of Eleanor Mansfield. Robert Mccutcheon was elected to serve until the next Regular Meeting of the Town in March of 1963.


October 8 Board set date of October 30 as the date for a Special Town Meeting.


November 4 Board voted to establish a regular 45 hour week for the Highway Department.


Drawn for Traverse Jury duty were the names of Elmer Nutting, and Alice Golash.


December 10 Board granted nine liquor licenses. Board voted that henceforth at all public dances

held within the Town, there shall be present at least one uniformed Williamsburg police officer, who shall be paid by the organization sponsoring the dance. He may, at his discretion, be assisted by one or more auxiliary policemen, who shall work only under his supervision and at his direction.

Articles from the Town Warant


Article 1. To elect a Moderator for one year. To elect one Selectman for a term of three years, who shall be an Overseer of Public Welfare. To elect one Town Clerk, one Treasurer, one Elector under the will of Oliver Smith, Esq., one Tree Warden, one Assessor, one Water Com- missioner, one Trustee of Haydenville Library, one Re- gional School Committee Member, all for the term of one year each. To elect one School Committee Member, and . one Regional School Committee Member each for the term of two years. To elect one member of the Board of Health, one Water Commissioner, one member of the School Com- mittee, one member of the Regional School Committee, one member of the Trust Fund Committee, one member of the Recreational Committee, one Library Trustee, all for a term of three years each, and an Assessor for three years.


Article 2. To choose all necessary minor Town offi- cers for the ensuing year.


Article 3. To see if the Town will vote to fix the salary and compensation of all elected officers of the Town for the calendar year 1963 as provided in Section 108, Chap- ter 41, General Laws, as amended, and to see if the Town will vote to raise and appropriate such sums of money as shall be deemed necessary to defray the expenses of the current year. We recommend


Article 4. To see if the Town will empower the Board of Selectmen, Board of Water Commissioners and Board of Assessors to appoint their own members to Town Departments, or take any other action thereon. We recommend

Article 5. To choose a committee to expend the in- come from the Whiting Street Fund.


Article 6. To hear the reports of the Selectmen, Treasurer, Town Clerk, Tax Collector, Assessors, School Committee, Water Commissioners, and other Commit- tees and act thereon. We recommend


Article 7. To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1963, and to issue a note or notes therefore, payable within one year, and to renew any note or notes as may be given for a period of less than one year, in accord- ance with Section 17, Chapter 44 of the General Laws.


Article 8. To see if the Town will vote to authorize the Selectmen to cooperate with the state under the pro- visions of Chapter 81 of the General Laws, and to raise and appropriate the sum of $3,150.00, the town's share and to appropriate the sum of $11,550.00, the state's share, in anticipation of reimbursement from the state; the town's share to be raised by taxation and the state's share to be taken from available funds and returned to same when reimbursement is received, or take any oth- er action thereon. To raise by taxation


Article 9. To see if the Town will vote to authorize the Selectmen to enter into a contract with the Depart- ment of Public Works and the County Commissioners for construction under Chapter 90, and to raise and ap- propriate the sum of $4,500.00 the town's share, for new construction and to appropriate the sum of $13,- 500.00, the state and county share, in anticipation of re- imbursement from the state and county, and to de- termine whether these funds shall be raised by taxation, by borrowing in anticipation of the receipt of the state and county funds, or by taking the amounts from avail- able funds. To raise by taxation

Article 10. To see if the Town will vote to author- ize the Selectmen to enter into a contract with the De- partment of Public Works and the County Commission- ers for maintenance under Chapter 90, and to raise and appropriate the sum of $2,000.00 for the maintenance of Chapter 90 highways, the town's share, and to ap- propriate the sum of $4,000.00, the state and county share, in anticipation of reimbursement from the state and county, and to determine whether these funds shall be raised by taxation, by borrowing in anticipation of the receipt of the state and county funds, or by taking the amounts from available funds. To raise by taxation


Article 11. To see if the Town will vote to accept and spend the sum of $5,991.64 for the purpose of Chapter 81 road construction, this being the amount al- located to the Town by the Commonwealth under the provisions of Chapter 782 of the Acts of 1962, and to determine whether this sum shall be raised by borrow- ing in anticipation of the receipt of the funds from the Commonwealth, or taken from this grant in the trea- sury, or take any other action thereon. We recommend


Article 12. To see if the Town will vote to raise and appropriate the sum of $6,000.00 for the purpose of constructing or reconstructing of town roads and to de- termine if the money shall be raised from taxation or taken from available funds, or take any other action thereon. To raise by taxation


Article 13. To see if the Town will vote to raise and appropriate the sum of $7,000.00 for the Truck and Tractor Maintenance Account for 1963 and to meet such appropriation transfer $3,143.05 from the Truck and Tractor Earnings of 1962, and determine whether the balance of $3,856.95 shall be raised from taxes, or taken from available funds, or take any other action thereon. To raise by taxation

Article 14. To see if the Town will raise and ap- propriate the sum of $2,200 to purchase a pick-up truck for the Highway Department, and to determine wheth- er these funds shall be raised by taxation, by borrowing, or by taking the amount from available funds, or take any other action on the matter. Not recommended


Article 15. To see if the Town will vote to raise and appropriate the sum of $2,290.00 for the payment of the loan and interest due in 1963 for the Front End Loader and determine if the amount of $2,000.00 principal and $290.00 interest shall be raised by taxation or taken from available funds, or take any other action thereon. To raise by taxation


Article 16. To see if the Town will vote to raise and appropriate the sum of $2,576.00 for the payment of the loan and interest due in 1963 for the Fire Truck Loan and determine if the amount of $2,300.00 princi- pal and $276.00 interest shall be raised by taxation or taken from available funds, or take any other action thereon. To raise by taxation


Article 17. To see if the Town will vote to raise and appropriate the sum of $4,000.00 to purchase fire hose for the Fire Department, and to determine if this amount shall be raised by taxation, or taken from avail- able funds, or take any other action thereon. Recom- mend only $2,000


Article 18. To see if the Town will vote to raise and appropriate the sum of $910.00 to pay the interest of $630 on the Anne T. Dunphy Elementary School Loan and $280.00 on the Helen E. James School Remodelling Loan and to meet such appropriation, transfer the sum of $910.00 from the Onslow G. Spelman School Fund Income, or take any other action thereon. We Recom- mend

Article 19. To see if the Town will vote to raise and appropriate the sum of $27,000.00 to pay the principal of $25,000.00 on the Anne T. Dunphy Elementary School Loan and $2,000.00 on the Helen E. James School Remodelling Loan and to determine if said amounts shall be raised by taxation or taken from avail_ able funds, or take any other action thereon. Raise by taxation


Article 20. To see if the Town will vote to raise and appropriate the sum of $1,490.70 which is the Town's share of the operating expenses of the Regional Dis- trict School and determine whether these monies shall be raised by taxation or taken from available funds, or take any other action in relation thereto. Do not recom- mend


Article 21. To see if the Town will vote to raise and appropriate the sum of $14,459.79 which is the Town's share of the capital costs of the Regional District School and determine whether these monies shall be raised by taxation or taken from available funds, or take any oth- er action in relation thereto. Do not recommend


Article 22. To see if the Town will vote to raise and appropriate a sum not to exceed $25,000.00 for the pur- pose of increasing the Town Stabilization Fund in ac- cordance with the provisions of Chapter 40, Section 5B of the General Laws as amended, and to determine whether this amount shall be raised by taxation, or taken from available funds, or take any other action thereon. $10,000 from free cash


Article 23. To see if the Town will vote to raise and appropriate the sum of $5,682.00 to be paid to the Treasurer-Custodian of the Hampshire County Retire- ment System to be credited to the funds thereof. Raise by taxation

Article 24. To see if the Town will vote to raise and appropriate the sum of $1,000.00 to help defray the expenses of a Public Health Nurse and determine if this amount shall be raised by taxation or taken from avail- able funds, or take any action thereon. Raise by taxa- tion


Article 25. To see if the Town will vote to raise and appropriate from Overlay Reserve the sum of $4,000.00 to the Reserve Fund under the jurisdiction of the Fi- nance Committee to meet unexpected or emergency needs of the Town Departments, or take any other ac- tion thereon. We recommend


Article 26. To see if the Town will vote to raise and appropriate the sum of $4,948.00 for the purpose of modernizing the Town Hall, and determine if these funds shall be raised by taxation, or borrowing, or tak- en from available funds, or take any other action there- on. Do not recommend


Article 27. To see if the Town will raise and ap- propriate the sum of $244.00 for additional street lights for the Town, or take any other action thereon. To raise by taxation


Article 28. To see if the Town will raise and ap- propriate the sum of $13,990.00 for the purpose of operating and maintaining the system including the lay- ing and relaying of mains and debt and interest charges for the water department for 1963, and to meet said appropriation the sum of $2,490.00 to be appropriated from water surplus and the sum of $11,500.00 to be ap- propriated from water revenue of 1963 or take any other action thereon. We recommend


Article 29. To see if the Town will vote to raise and appropriate from Water Available Surplus the sum of $1,282.42 to the Overlay Reserve account to reimburse said account for an emergency transfer from the 1962

Reserve Fund or take any other action thereon. We recommend


Article 30. To see if the Town will vote to accept the provisions of Section 8A of Chapter 40 of the Gen- eral Laws as established by Chapter 297 of the Acts of 1954 and amended by Chapter 102 of the Acts of 1955, and to establish a development and industrial commis- sion of 7 members with all of the powers and duties thereof as provided in said Section 8A of Chapter 40 G. L. We recommend


Article 31. To see if the Town will vote to raise and appropriate the sum of $200.00 for the purpose of es- tablishing and maintaining a development and indus- trial commission as provided by Section 8A of Chapter 40 G. L. and determine whether the money shall be pro- vided for by taxation or by appropriation from avail- able funds in the treasury. We recommend


Article 32. To see if the Town will vote to raise and appropriate a sum of money for participation in the Three Hundredth Anniversary of the County of Hamp- shire. Recommended $150.00


Article 33. To see if the Town will vote to author- ize the Chairman of the Board of Selectmen together with the Chairman of the Board of Assessors and the Board of Water Commissioners, to appoint a Town Sec- retary to serve from March 1, 1963 to February 28, 1964, who shall be provided with an office, open to the public, in such place and during such hours as may be judged most convenient and practical; such Town Sec- retary to be available for a minimum of twenty hours per week throughout the year, that the duties of such Secretary shall be those set by the Chairman of the De- partments of government for which service is per- formed, or take any action thereon. We recommend

Article 34. To see if the Town will vote to accept a Proposed Amendment to the Town By-Laws as posted thirty days previous to the date of this meeting, and reading as follows :


That Section entitled : "Amendments" be amended by adding thereto after the words, "any regular annual town meeting" the following words: "or any special town meeting" so that said section shall read :


1. These by laws may be amended or added to by a two-thirds vote at any regular annual town meeting or any special town meeting provided notice of such amendments or additions has been published or posted by the Selectmen at least thirty days prior to date of said meeting.


We recommend


Article 35. To see if the Town will vote to pass the following regulation: "That beginning with nomina- tions for the 1964 annual town election, nomina- tions for elective town offices shall be made by the town caucus as provided in Section 121 of Chapter 53 of the Tercentenary Edition of the General Laws, as amended ; the caucus to be subject to the following provisions :


The caucus shall be held at a date and hour to be determined by the Selectmen ; voting for nominees for town offices at the caucus shall be entirely by and on one printed ballot; caucus ballots bearing the names of the nominees therefore as certified by the caucus secretary shall be prepared for the town clerk and the expense therefor and other cau- cus expenses, including the compensation, if any, payable to the caucus officers as determined by the Selectmen, shall be borne by the town.", or take any action thereon. We recommend

Article 36. To see if the town will approve this regulation : "That the moderator appoint a committee of five to prepare caucus regulations to be submitted for adoption at the first town caucus", or take any other action thereon. We recommend


Article 37. To see if the Town will petition the State Tax Commission for the installation of the State Assessment System as provided in Section 7A, of Chap- ter 58 of the General Laws, or take any other action thereon.


Article 38. To see if the Town will vote to publish a list of the names of those whose taxes, previous to the tax year 1962, remain unpaid, and to determine the date on which publication shall occur, and where such publication shall occur. Do not recommend


Article 39. To see if the Town will vote to author- ize, empower and direct the Board of Water Commis- sioners to execute, acknowledge/and deliver an ease- ment deed to American Telephone and Telegraph Com- pany, granting to that company a right of way and ease- ment for laying of underground cables and wires and the repair and maintenance of same upon, over and under a strip of land one (1) rod wide across land of the inhabitants of the Town of Williamsburg presently be- ing used for watershed purposes, and situated southerly of Petticoat Hill Road, said easement to begin at a point on the westerly line of said land of the inhabitants of the Town of Williamsburg adjoining land now or for- merly of one Silcox and proceeding easterly to a point on the easterly line of said land of said inhabitants of the Town of Williamsburg, adjoining land now or formerly of one LaCasse, and the consideration therefor at the rate of $3.00 per square rod to be applied to water avail- able surplus ; the specifications, terms and conditions of said conveyance to be as said Board of Water Commis- sioners may in their discretion deem to be in the best in- terests of said Town. We recommend
