The neatness and order of the premises, both in doors and out of doors, show unmistakable marks of a good housekeeper, and a competent manager outside.


We venture to suggest to the Overseers that a convenient bathing- room in the establishment would be a great improvement, and con- ducive to the health of the inmates.

NOTE .- At the last Annual March Meeting, the Town of Andover appropriated five hundred dollars, and the Town of North Andover one hundred dollars, in behalf of the Teachers, and these amounts have been paid to them, in addition to the amounts above specified.


The foregoing accounts, having been carefully examined, and found to have been correctly kept and well vouched, we respectfully present our Report to the town for acceptance.

TOWN WARRANT.


ESSEX, SS. To ROBERT CALLAHAN, one of the Con- stables of the Town of Andover : GREETING. .


In the name of the Commonwealth of Massachu- setts, you are hereby directed to notify and warn the inhabitants of the Town of Andover, qualified to vote in election and in Town affairs, to meet and assemble at the Town House in said Andover, on Monday, the fourth day of March next, at twelve o'clock, at noon, to act on the following articles, namely :


Article 1st. To choose a Moderator to preside at said meeting.


Article 2d. To choose a Town Clerk for the year ensuing.


Article 3d. To hear and act on the report of the Auditors.


Article 4th. To choose Selectmen, Assessors, Over- seers of the Poor, Town Treasurer, School Commit- tee, Constables, Fence Viewers, and all other neces- sary and usual Town officers.


Article 5th. To hear the report of the committee upon certain claims of soldiers, and act thereon.


Article 6th. To hear a report of the Soldiers' Mon- ument Committee, and act thereon.

Article 7th. To see what sum of money the Town will raise for the repairs of highways the ensuing year.


Article 8th. To see what methods the Town will adopt for the repairs of the highways.


Article 9th. To see what sum of money the Town will raise for the maintenance of their public schools for the year ensuing.


Article 10th. To see if the Town will make an appropriation in behalf of the teachers of the Punch- ard Free School for the year ensuing, on petition of · said Trustees.


Article 11th. To see what method the Town will adopt to apportion the school money among the pub- lic schools.


Article 12th. To see what action the Town will take in reference to the school district property taken pos- session of by the Selectmen under the vote of the Town, passed at the Town meeting March 5th, 1866.


Article 13th. To see what sum or sums of money the Town will raise for the repair and improvement of the school property, and for the incidental expens- es of the school houses.


Article 14th. To provide for the Central Grammar School.


Article 15th. To see what sum of money the Town will raise to defray the necessary expenses accruing the year ensuing.


Article 16th. To see what method the Town will adopt for the collection of the public taxes the ensu- ing year.


Article 17th. To see if the Town will authorize the Town Treasurer to hire money for the use of the Town when necessary.

Article 18th. To determine what compensation the Town will pay to firemen for their services the ensu- ing year.


Article 19th. To see if the Town will accept and revise the list of jurors as prepared and posted by the Selectmen.


Article 20th. To see what action the Town will take in reference to damage done by water on land of Isaac M. Hardy.


Article 21st. To see if the Town will grant the fire companies in Ballard Vale the same compensation as voted to the Shawsheen Company.


Article 22d. To see if the Town will furnish hose for said companies.


Article 23d. To act on any other business that may legally come before said meeting.


Hereof fail not, and make due return of this war- rant with your doings thereon, to the Town Clerk, at the time and place of meeting as aforesaid.
